How to Compare Lumber Quotes When Prices and Duties Change

Match lumber specifications, quantity, price unit and delivery point before comparing offers. Then check included charges, quote terms and duties for the exact import.

Compare lumber offers only after matching the product, quantity, unit and delivery destination. Then calculate each offer’s delivered cost, identify which freight and import charges are included, and verify duties for the specific product, origin and customs-entry date. A lumber index can provide dated market context, but it is not a substitute for a supplier’s quote.

1. Make sure the quotes describe comparable lumber

A lower price is not a better deal if the lumber differs. Record the details for every offer before comparing totals:

  • Species and grade, including the grading authority or specification where stated.
  • Dimensions and lengths; check whether dimensions are nominal or finished.
  • Moisture condition, such as green, air-dried or kiln-dried, and any treatment or finish.
  • Quantity, packaging and minimum-order requirements.

Convert quotes to a common basis, such as the same volume or price per piece. If one supplier quotes nominal dimensions and another quotes finished dimensions, establish what volume each price represents before doing the conversion. 2. Normalize each offer to the same destination

Compare what it will cost to get the specified lumber to your actual delivery point—not just the mill or quoted unit price. Ask each supplier to state the delivery term and list whether the price includes freight, insurance, customs brokerage, duties, taxes, handling and unloading. Include any accessorial charges or delivery restrictions that apply to your site.

Put the figures on the same unit and destination basis, then add only charges that are excluded from each offer. A delivered quote and a mill- or FOB-style quote cannot be compared at face value; adding freight or duty twice can distort the result. 3. Check the quote’s price and delivery terms

Prices can change between the quote date and delivery. Record the quote’s expiry date, whether the price is fixed or subject to adjustment, and any escalation language. Ask when the supplier expects delivery and whether the quoted price applies to the full quantity and shipment schedule you need.

Supplier quotes may not track an index immediately. The National Association of Home Builders says falling-price relief can take weeks to a couple of months to reach builders, depending on the supplier and buyer relationship; rising costs may be passed through more quickly. Treat an index as context, not a prediction of the price a particular supplier will offer: NAHB lumber-price analysis.

4. Verify duties for the exact import

For imported lumber, duty is not determined by the broad label “lumber” alone. Establish the product details, country of origin, likely tariff classification and intended customs-entry date, then check the current official schedule and customs instructions. Classification and scope matter: a listed tariff provision may cover some products but not others, and more than one charge may apply.

U.S. entries: specified softwood timber and lumber

U.S. Customs and Border Protection guidance states that a 10% additional ad valorem Section 232 duty applies to specified softwood timber and lumber imports for covered entries effective October 14, 2025. It is not a rate for every wood product, nor evidence that no other duties or charges apply. Confirm the shipment’s classification and current applicability in CBP guidance and the relevant USITC Harmonized Tariff Schedule; see also the CBP implementation guidance and presidential proclamation.

Canadian softwood: check trade-remedy orders separately

Canadian softwood may also be subject to U.S. antidumping and countervailing duty orders. Global Affairs Canada’s page describes 2026 seventh-review rates as preliminary or post-preliminary and explicitly says they are not effective. It said final results were expected by October 2026 if fully extended. Do not use those preliminary figures as final landed-cost inputs; check the current determination and effective company-specific rates for the entry date: Global Affairs Canada softwood lumber dispute updates.

5. Use a market index carefully

NAHB reported the Madison’s Lumber Price Index at $521.35 per 1,000 board feet on August 28, 2026. That is a dated index figure, not a quote for a particular species, grade, region, supplier or delivery date. Use it to understand market context, not to estimate an individual order’s delivered cost: NAHB’s index report and analysis.

6. Build a like-for-like comparison

If a supplier cannot confirm a material detail or charge, mark it as unresolved rather than treating it as included or assuming it is zero. Without the destination country, product details, quantity, origin, quote terms and entry date, there is no reliable way to rank offers by landed cost. For a specific import, confirm classification and current duty treatment with the applicable customs authority or a qualified customs professional. WTO tariff tools can help compare tariff schedules and trade data, but customs authorities’ current schedules govern actual entries: WTO tariff and trade data platform.
