Compare the total cost of the same hotel stay—not just the nightly rate. Use identical dates, guest numbers, room types and cancellation terms on each site, then check which mandatory charges are included, which are payable at the property and what you will actually pay before booking.
Compare the same stay on every site
A price comparison is useful only when the offers match. On each booking site, enter the same check-in and check-out dates and number of guests. Select the same room category and bed configuration, then compare rates with equivalent cancellation and payment terms.
Be careful with member-only prices and promotions. Include a rate in your comparison only if you qualify and can meet its conditions; check whether signing up, paying in advance or accepting a stricter cancellation policy is required. Google’s price accuracy policy says conditions for member rates should be clearly marked.
Compare the total for the whole stay
Write down the total for all nights, not a partial nightly figure. Then open the fee breakdown and identify any required amounts that are collected separately or at the hotel. A low displayed rate can be a poor comparison if one site includes a mandatory charge and another shows it later.

Check specifically for taxes, resort or destination fees, service fees, tourism or occupancy taxes, cleaning charges and required transfers. Google’s taxes and fees policy says mandatory charges collected by either the booking partner or the hotel should be included in the total, regardless of when they are due; it explicitly includes resort fees.
If a line such as “taxes and fees” is unclear, look for an itemized explanation or ask what the charge covers. A charge’s label should not obscure whether it is mandatory, who collects it or how much it is.

Check the final amount and payment terms
Before paying, review the final booking page for the amount charged now, any balance due later, who collects it and when. Confirm that the selected room and dates are still correct and that the final total has not changed. Google’s price accuracy policy requires the partner price to match the selected itinerary, be bookable at that price and reflect mandatory charges. These are platform requirements, not proof that every live listing is error-free.
For a refundable rate, check the cancellation deadline, refund method and whether taxes and fees are included in the refund. Google says this information should be available on the landing and final booking pages. Compare payment timing as well as the total: an amount due at the property still belongs in your cost comparison.

If choosing an optional feature changes the price, determine whether it is genuinely optional and update your comparison using the new total. The FTC says an initial price may reflect the lowest available option for a selectable feature only if that offer can actually be booked at that price; the total must update when the feature is selected.
What U.S. hotel-fee rules require
The U.S. Federal Trade Commission’s Rule on Unfair or Deceptive Fees took effect on May 12, 2025. It covers advertised prices for short-term lodging, including hotel rooms and vacation rentals, and requires businesses to display prominently a total that includes mandatory fees known and calculable upfront.

Government charges and genuinely optional goods or services may be left out of the initial advertised total. But the business must clearly disclose excluded amounts, their nature and purpose before requesting payment, and show the final amount before payment. A mandatory resort fee belongs in the advertised total. The rule governs disclosure; it does not prohibit fees or set their amounts. The rule is U.S. federal guidance, not a statement of hotel-pricing law worldwide. Google describes different regional price displays: for users in the United States and Canada, it prominently displays the total including the base rate and mandatory non-governmental fees; elsewhere, it says the total including taxes and other fees is more prominently shown, with an exception for Israel cross-border searches. See Google’s regional policy details. If you are booking outside the United States, check the rules that apply to your destination and residence.

Use a simple comparison checklist
- Same property, dates, guest count, room category and bed setup.
- Same cancellation deadline, refund terms and payment timing.
- Total cost for the full stay, including mandatory charges payable at the property.
- Clear breakdown of taxes, hotel fees and any optional extras.
- Final amount, selected room and payment details checked before you submit payment.
- Any member price or promotion included only if you qualify and accept its conditions.
Check the hotel’s own booking page as another quote, but compare identical terms; direct booking is not automatically cheaper. Booking.com’s developer documentation describes upfront total prices for U.S. travellers in its Demand API, but it is implementation guidance, not an audit of every customer booking journey: Displaying prices to U.S. travellers – FTC compliance.
Why separated fees matter
The FTC’s Economic Analysis of Hotel Resort Fees concluded that separating mandatory resort fees from posted room rates without disclosing the total first is likely to harm consumers by increasing search and cognitive costs. In announcing the rule in December 2024, the FTC estimated it could save consumers up to 53 million hours of searching for true total prices each year, equivalent to more than $11 billion over the next decade. Those figures were agency projections, not measured savings after implementation; the FTC announcement explains the estimate.
