How to Compare Fixed-Rate and Variable-Rate Mortgages Before Borrowing

Compare fixed-rate and adjustable-rate mortgages using the same loan amount and term. Learn what to check in Loan Estimates, how ARM caps work, and why the introductory payment and APR are not enough to judge the risk.

Compare fixed-rate and variable-rate mortgage offers using the same loan amount, term, and structure. A fixed-rate mortgage keeps its interest rate and scheduled principal-and-interest payment steady; an adjustable-rate mortgage (ARM) may begin with a lower rate but can change later. Before choosing an ARM, check the maximum rate and payment allowed by its contract and make sure that payment would fit your budget without relying on a future sale or refinance.

What fixed-rate and adjustable-rate mortgages do differently

What to compare Fixed-rate mortgage Adjustable-rate mortgage (ARM)
Interest rate Set at origination for the loan term. Often fixed for an introductory period, then adjusts according to the contract.
Scheduled principal-and-interest payment Stays the same over the loan term. May rise or fall after adjustments.
Adjustment terms No rate adjustment schedule. The note specifies the index, lender margin, adjustment dates, frequency, and rate caps.
Other housing costs Taxes, insurance, and mortgage insurance can still change, so total housing outlay is not necessarily fixed. Taxes, insurance, and mortgage insurance can also change, in addition to possible payment changes from rate adjustments.

An ARM’s introductory rate is temporary. Caps limit rate changes under the contract, but the payment can still become unaffordable. The terms also determine how market rate decreases affect the loan; do not assume every ARM passes them through in the same way. The Consumer Financial Protection Bureau (CFPB) explains the differences between fixed-rate and adjustable-rate mortgages.

How to compare mortgage offers

For U.S. mortgages, request Loan Estimates from at least three lenders, as the CFPB recommends. Ask for estimates based on the same loan amount, product, and term; otherwise, differences in the offer may reflect different assumptions rather than a better deal. Note when each estimate was issued because rates can change daily.

  1. Compare the rate and payment

    Review the interest rate and monthly principal-and-interest payment. For an ARM, identify how long the introductory rate lasts, the first adjustment date, and how often the rate can change afterward.

  2. Check the ARM’s caps and maximum payment

    Read the initial, periodic, and lifetime rate caps and determine the highest rate and payment permitted by the contract. Stress-test that maximum payment against your current income and budget. If it would not be affordable, the introductory payment is not a safe basis for choosing the loan.

  3. Compare points, fees, and APR

    Points and fees affect borrowing costs beyond the note rate. APR includes the rate plus certain charges, including points, broker fees, and other charges, but it does not show an ARM’s maximum rate. As the CFPB puts it, “For adjustable rate mortgage loans, the APR does not reflect the maximum interest rate of the loan.” The CFPB’s guidance on the difference between a loan interest rate and APR also notes that APRs can include different charges for closed-end loans and home-equity lines. Do not choose on APR alone.

  4. Use the Loan Estimate’s five-year comparison carefully

    The Loan Estimate shows a five-year cost comparison. Subtract the principal paid during the first five years from the amount paid, including principal, to estimate interest and fees over that period. For an ARM, the CFPB says this calculation assumes rates stay unchanged; actual costs could be higher if rates rise. It is not a worst-case estimate.

  5. Review other contract features

    Check the loan term, down-payment assumptions, fees, points, principal payoff, and whether you can repay the loan early without a penalty. Look for balloon payments, negative amortization, or interest-only payments, which can materially affect risk and total cost. If you do not understand a feature, ask the lender for an alternative Loan Estimate without it.

Decide whether an ARM’s initial savings are worth the risk

Compare the ARM’s initial payment with the fixed-rate offer, then weigh any savings against the possibility of higher payments later. The relevant question is not only whether the introductory payment works today, but whether the maximum contractually permitted payment would remain manageable.

  • Lean toward fixed if payment predictability is central to your household budget or you expect to keep the home and loan for a long time.
  • Consider an ARM only if you understand its adjustment terms, can manage its maximum permitted payment, and find the initial-rate savings worthwhile without assuming you will sell or refinance.

A planned sale or refinance is not guaranteed: circumstances, eligibility, or market conditions may prevent it when you want to act. Check prepayment terms and do not base your choice on an assumed exit. These are general decision factors, not individualized financial advice.

Keep mortgage guidance separate from other variable-rate loans

This comparison concerns U.S. mortgages. Loan Estimates, ARM indices and margins, adjustment schedules, and mortgage rate caps are mortgage-specific details; they should not be assumed to apply to personal, student, auto, or business loans, or to mortgages in other jurisdictions. For another loan type, compare the contract’s rate-setting method, payment-change rules, fees, and limits using that product’s disclosures.

What borrower-choice figures can—and cannot—tell you

The CFPB’s mortgage page presents historical figures saying fixed-rate mortgages were chosen by 85–95% of buyers from 2008–2022 and adjustable-rate mortgages by 5–15% over that period. The same page separately labels historical shares as 70–75% fixed and 25–30% adjustable. These are historical ranges as presented by the CFPB, not current market shares, and they do not establish why borrowers chose either type. They are not a substitute for comparing your own offers.
