There is no universally cheapest choice among FHA, conventional, and USDA mortgages. The right comparison is between actual lender offers for your circumstances: line up the same home price, loan amount, term, down payment, rate-lock period, and timing, then compare cash due at closing and the full monthly payment—including mortgage insurance or program fees. FHA may suit some buyers with lower credit scores or smaller down payments; conventional can cost less for some borrowers, while USDA may offer eligible buyers 100% financing for a primary home in an eligible area.
What sets the three loan types apart?
FHA, conventional, and USDA describe different financing frameworks, not a ranking from best to worst. The program label alone does not establish approval, the rate you will receive, or the total cost. Credit, down payment, property, loan amount, lender pricing, and market conditions all affect the result.

It also helps to distinguish who makes a loan from who supports or defines its program. FHA loans are made by private lenders and insured by the Federal Housing Administration; they are not direct government loans. USDA guaranteed loans are made through approved lenders under USDA Rural Development’s program. A conventional loan is outside a specific government loan program. In each case, you still need a lender to assess your borrower and property details.

How to compare offers fairly
A headline down-payment percentage is only one part of the decision. A smaller down payment may leave more of your savings available, but the loan balance, rate, insurance, program fees, and closing charges all affect what you pay. Ask lenders for official Loan Estimates and make the scenarios as comparable as possible.

- Set one shared purchase scenario. Give each lender the same purchase price, estimated loan amount, property, loan term, down payment, and target closing timing. If you are comparing rate locks, use the same lock period as well. A comparison is less useful when one offer assumes a different loan amount or timing, since the estimates then describe different situations.
- Request each relevant program offer. Ask lenders to quote FHA and conventional options when both are plausible for your profile. If the home and household may qualify for USDA, ask an approved lender for a USDA guaranteed-loan offer too. USDA says individual lenders set rates, so a program description cannot substitute for the lender’s quote. USDA lender guidance
- Compare the Loan Estimates line by line. Review interest rate, lender fees, points, upfront charges, recurring mortgage insurance or program fees, estimated cash to close, and monthly principal and interest. Include the estimated property taxes, homeowners insurance, and any homeowners association dues when assessing the total monthly housing cost. Do not compare one offer’s principal-and-interest figure with another offer’s all-in housing payment.
- Separate cash due now from monthly cost. Check the estimated cash to close as well as the total monthly payment. A financing option with a low down payment can still involve closing costs and other cash due. USDA’s 100% financing means eligible borrowers may finance the purchase price; it does not establish that closing will require no money from the buyer.
- Check both upfront and ongoing affordability. A payment that fits your monthly budget may still require more cash at closing than you can comfortably pay. Conversely, minimizing cash due today can result in higher ongoing costs. Consider your emergency savings and likely time in the home as part of the decision, but base the comparison on the costs actually shown in the offers rather than a general program label.
- Ask about differences before choosing. If two estimates use different assumptions, ask the lenders to explain and, where possible, reissue them on a matched basis. Verify that current insurance and program fees are included rather than relying on a general estimate. If an item or charge is unclear, ask what it represents and whether it is upfront, recurring, or both.
- Use current, written figures. Program rules, limits, rates, and fees may change. A general web page or an older fee figure does not establish what applies to your current offer. Ask the lender to identify current charges in the estimate and verify eligibility with the relevant agency.
The CFPB’s practical instruction is: “Always compare official loan offers, called Loan Estimates, before making a final decision.” CFPB: special loan programs
Which loan may cost less?
Only your own quotes can answer that. The CFPB cautions that FHA-versus-conventional costs depend on the borrower and market. Its examples indicate FHA tends to cost more for borrowers with good credit and a medium down payment of 10% to 15%, but can be the least expensive option for borrowers with lower credit scores or smaller down payments. Those examples are not a prediction of an individual offer; ask lenders for both and compare total costs. CFPB: FHA cost comparisons
Conventional loans typically cost less than FHA loans overall, according to the CFPB, but can be harder to get. That broad comparison is not a guarantee that a conventional quote will beat an FHA quote for you. Lender pricing, credit profile, down payment, loan amount, and market conditions all matter. In particular, if you have less than 20% down, include the conventional mortgage insurance shown in the estimate rather than comparing only its rate or down-payment requirement.

USDA is a distinct possibility rather than a default winner. Eligible buyers may finance 100% of the purchase price, but must still account for closing costs and the program’s upfront and ongoing fees. A zero-down structure does not by itself prove a lower lifetime cost. Compare its Loan Estimate with the other available offers.
There is no single price tag for a program independent of borrower, home, and lender. A buyer considering FHA and conventional financing should request both quotes when eligible, while a potential USDA borrower should verify address and income eligibility before treating the program as a real option. Then compare the written estimates using the same assumptions. If one option is not available after underwriting or the property check, it is not a useful “cheapest” alternative.

Check USDA eligibility by address and household income
USDA guaranteed loans are intended to help eligible low- and moderate-income households buy a primary residence in an eligible rural area. Household income generally may not exceed 115% of area median household income. The actual limit depends on the applicable location and household circumstances, so use USDA’s current tools rather than treating 115% as a single dollar threshold. USDA program details
- Use USDA’s official eligibility resources to check the exact property address and household income. Begin at USDA Single Family Housing Programs.
- Confirm the intended home will be your primary residence and ask an approved lender to assess the complete application.
- Have the lender include current upfront and ongoing fees in the Loan Estimate. The exact current fee rates are not stated here; do not rely on an older flyer or a general online percentage in place of the current quote.
Do not infer eligibility from a property’s appearance or the word “rural” in an address. USDA’s address lookup and program rules determine whether a specific home qualifies. A location that looks remote, rural, or agricultural to a buyer is not a substitute for checking the address in the official tool. Eligibility also is not just a property question: household income and primary-residence use are part of the program considerations.
Use the lookup as an initial screen, not as a promise of approval. An approved lender still needs to assess the full borrower and property application under current program requirements. Ask the lender to confirm that the address, household income, occupancy, and quoted fees have all been considered before using a USDA estimate to decide between programs.
Understand FHA limits and changing program details
FHA mortgages are made by private lenders and insured by the Federal Housing Administration; they are not direct government loans. FHA requires mortgage insurance, and qualifying down payments can be as low as 3.5%. The applicable loan limit varies by county. For 2026, HUD published a one-unit forward-loan limit floor of $541,287 and ceiling of $1,249,125 on December 11, 2025; those are national bounds, not the limit for every county. Check HUD’s current county-specific information before relying on a number. HUD limit information
The 3.5% figure describes the lowest down payment for qualifying FHA borrowers, not a promise that every applicant will be offered that contribution or that the down payment is the only cash required. The program’s mortgage insurance and the rest of the lender’s estimate still belong in the cost comparison. Likewise, the 2026 FHA limits are a dated, one-unit forward-mortgage range; do not treat the floor or ceiling as the limit for your county or as a number that applies indefinitely.

Conventional mortgage insurance is typically required when the down payment is below 20%, while USDA guaranteed loans have upfront and ongoing fees. Rates, underwriting, limits, property rules, and fees can change. Ask lenders to document current charges in the estimates you are comparing, and verify program eligibility with the relevant agency.

- Choosing by down payment alone: 3.5% down or 0% down does not disclose the total cost, monthly payment, or all cash due at closing.
- Assuming conventional always costs less: Conventional loans typically cost less than FHA overall, but can be harder to qualify for; borrower circumstances and lender pricing matter.
- Assuming FHA always costs less for a lower score: FHA may be less expensive in some lower-credit or smaller-down-payment cases, but only matched quotes establish whether it is for you.
- Treating USDA as a map-based guess: Eligibility is property-address and income sensitive, and the home must be a primary residence.
- Comparing payments that omit costs: Look beyond principal and interest to mortgage insurance or program fees, taxes, homeowners insurance, and HOA dues where applicable.
- Relying on an old limit or fee figure: FHA limits vary by county and year, and USDA fees can change. Confirm current figures with HUD, USDA, and the lender.
- Comparing estimates built on different assumptions: Different loan amounts, terms, lock periods, or closing timing can make it hard to tell whether a cost difference comes from the program or from the setup. Ask for matched Loan Estimates.
- Treating prequalification as approval: Neither a program summary nor an initial estimate guarantees underwriting approval. The lender evaluates the complete borrower and property file.
Frequently asked questions
Which loan is cheapest overall: FHA, conventional, or USDA?
There is no universal cheapest program. The CFPB says FHA can tend to cost more than conventional for borrowers with good credit and a 10% to 15% down payment, but may be least expensive for borrowers with lower credit scores or smaller down payments. USDA may allow eligible buyers to finance 100% of the purchase price, but its fees and closing costs still matter. Compare your own written Loan Estimates on the same assumptions.
How should I compare mortgage Loan Estimates?
Ask lenders to use the same purchase price, loan amount, term, property, down payment, rate-lock period, and timing as far as possible. Compare the rate, lender charges and points, upfront charges, recurring mortgage insurance or program fees, estimated cash to close, and monthly payment. For the full housing payment, also account for estimated property taxes, homeowners insurance, and any HOA dues.
Can a USDA loan really have no down payment?
Qualifying borrowers can obtain 100% financing through an approved lender, which can mean financing the full purchase price without a down payment. It does not mean there are no closing costs, no program fees, or no cash due at closing. Check the actual estimate for cash-to-close and both upfront and ongoing fees.
How do I know whether a home qualifies for USDA financing?
Check the exact address using USDA’s official eligibility resources and ask an approved lender to confirm the program requirements. Eligibility is not determined by how rural a home looks or by its mailing address alone. The home must be an eligible property, be your primary residence, and the household must meet applicable income requirements.
