Compare the final number of U.S. dollars you will receive for the same euro amount—not just the displayed exchange rate or a “zero fee” claim. Get quotes for the same transaction type, payment route, and approximate time, then account for the rate used, explicit charges, and any card-network or issuer fees that apply.
What is a fair EUR-to-USD exchange rate?
A reference rate gives you a benchmark for judging a quote; it is not necessarily a rate you can transact at. The European Central Bank (ECB) says its euro reference rates are published for information and strongly discourages using them for transactions. Its rates are usually updated around 16:00 Central European Time on working days, excluding TARGET closing days, so a benchmark can move and may not match the rate a provider offers.
For context, the ECB listed €1 = $1.1269 on 6 October 2026. That dated reference rate is not a promise of what a customer would receive. Check the ECB’s euro foreign exchange reference rates close to the time you compare provider quotes.
How do I compare currency conversion fees?
- Set the amount and transaction type. For example, compare €1,000 for a card purchase with another card-purchase quote—not with a cash exchange or transfer quote. Cash exchange, card purchases, ATM withdrawals, and transfers can have different charges and rules.
- Get each provider’s current quote. Record the rate, the USD amount expected to arrive or be charged, and each separately stated fee. If it is unclear whether a fee is included in the quote, check the terms or ask the provider before confirming.
- Compare the outcome on equal terms. Use the same EUR amount, recipient or destination, payment method, and approximate quote time. Compare the final USD amount after charges, rather than ranking providers by their headline rates.
- Check how and when the rate is set. A quote may use a rate that differs from the ECB benchmark. For a card transaction, the network’s rate and the date it applies can matter; for a transfer, check when the rate is fixed and whether the recipient amount can change.
- Include charges outside the displayed quote. Check card terms for network or issuer fees, and ask about additional commissions for cash exchange. For transfers, include the transfer charge and assess the amount the recipient receives.
The arithmetic is straightforward: a less favorable rate can outweigh a lower stated fee, while separate charges can reduce the value of an attractive displayed rate. Only an all-in comparison for the same transaction shows which quote leaves you with more dollars.

What costs should I check for each transaction type?
Card purchases and ATM withdrawals
A card conversion can involve charges from more than one party. In a Consumer Financial Protection Bureau (CFPB) Regulation Z commentary example, a 1% network charge and a 2% issuer charge combine to 3%. This is a regulatory example, not an estimate of typical fees. Review the card agreement and statement for your own card’s foreign-transaction fees; the rate applied may also differ from the rate on the transaction date.
For covered card-based conversions in the EU, total conversion charges are disclosed as a percentage markup over the latest available ECB reference rate. This gives consumers a common way to express the cost of covered card conversions. It does not mean that the disclosure rule applies to every transfer, exchange counter, or transaction outside its scope.

Cash exchange
Ask for a firm quote for the amount you plan to exchange, in dollars received, and ask whether a commission or other charge will be added. A posted rate alone may not show the complete cost.
Money transfers
Compare the recipient’s expected USD amount and the transfer charge. Check the rate used, when it is locked, the route and speed, and any eligibility conditions or limits. Do not assume the amount received is comparable across services unless the payment and delivery details match.
