Compare a refinery on three separate measures: crude distillation capacity for scale, equipment configuration or Nelson Complexity Index (NCI) for upgrading capability, and measured yields or production for actual output. Keep the geography, dates, units, and definitions consistent. None of these measures alone says whether a refinery is more profitable or better suited to every crude.
What each measure tells you

These are related dimensions, but they answer different questions. A sound comparison reports them separately rather than combining them into a single quality ranking.
Compare capacity on the same basis
The U.S. Energy Information Administration (EIA) defines refinery capacity around the maximum crude-oil flow designed for the refinery’s crude distillation unit. Its main facility ranking uses the term “operable atmospheric crude oil distillation capacity.” State the capacity basis and as-of date whenever you reproduce a figure.
Calendar-day and stream-day capacity
- Barrels per calendar day: an estimate of capacity under usual operating conditions that allows for scheduled and unscheduled maintenance.
- Barrels per stream day: the maximum input a distillation facility can process in 24 hours at full capacity, using an optimal crude and product slate and allowing for no downtime.
These figures are not interchangeable. Do not compare a stream-day number with a calendar-day number without labeling the distinction. Capacity measures crude input capability; it does not mean the refinery produces that volume of finished products or actually processes it in a given month.

Current U.S. reference points
In its report released June 26, 2026, EIA reported 18.2 million barrels per calendar day of U.S. operable atmospheric crude distillation capacity as of January 1, 2026. That total was more than 250,000 barrels per calendar day lower—about 1%—than on January 1, 2025. Motiva’s Port Arthur refinery in Texas ranked first in EIA’s U.S. top ten, at 656,400 barrels per calendar day as of January 1, 2026. These are dated U.S. capacity figures, not global rankings or measures of actual daily production. Consult the EIA Refinery Capacity Report and its table notes for facility data and downstream charge and production capacity tables.
Read complexity as an equipment measure
The Nelson Complexity Index assigns crude distillation a base value of 1 and measures the relative complexity and cost of major refinery equipment. A higher NCI indicates a more complex configuration. Secondary units can separate fractions further, upgrade residual material, crack heavier hydrocarbons into lighter products, improve octane, or remove sulfur and other pollutants.

As EIA puts it, “A refinery’s level of complexity is often based on how much secondary conversion capacity it has.” Its October 11, 2012 explanation of refinery complexity reported historical NCI examples of 7.0 at Phillips 66’s Ferndale refinery and 14.1 at its Los Angeles refinery, reflecting different combinations of fluid catalytic cracking (FCC), alkylation, hydrotreating, hydrocracking, reforming, and coking units. Those values illustrate the index in that 2012 article; they should not be presented as current scores.
When available, report the NCI alongside the actual secondary-unit configuration and crude-unit capacity. The equipment list helps explain what the score represents and avoids treating one index as a complete description of a refinery.

Use measured product mix, not inferred output
Capacity and equipment show potential; refinery yields and production describe what was produced. EIA publishes refinery yield and net production series for finished petroleum products, as well as crude input quality and downstream processing data. Select a common period and geography, name the measure and denominator, and distinguish finished products from intermediate streams or reprocessed materials. EIA’s yield definition is not identical for every product category, so use its published series and explanatory notes rather than calculating an informal ratio from unlike inputs.
Choose product categories and data at the right level
Where comparable facility-level data are available, a product comparison can include gasoline, distillate fuel, jet fuel or kerosene, residual fuel, petroleum coke, and other reported products. If the available figures cover only a district or the nation, identify them as regional or national data; do not assign those averages to an individual refinery.

For definitions and published series, use the relevant EIA refinery yield data and EIA refinery net production data. Keep the period, geography, units, and product definitions visible so readers can tell what is being compared.

Before ranking or comparing facilities, record the scope of each measure. A practical comparison table should make differences in source date and reporting basis visible rather than conceal them in footnotes.

- Facility location and owner as of the source date.
- Atmospheric crude distillation capacity, with calendar-day or stream-day basis and as-of date.
- NCI, with its source and publication year, if available.
- Key secondary processing units.
- Relevant crude characteristics, such as grade, API gravity, or sulfur content, when the comparison requires them.
- Product yield or production measure, period, geography, denominator, and categories compared.
State unit conversions explicitly. If comparing facilities in different countries, disclose limits in public worldwide facility-level data and differences in reporting definitions. If capacity and NCI come from different sources or dates, identify that mismatch rather than implying the figures were measured on the same basis.

- A larger crude distillation capacity means greater designed crude-input scale on the stated basis, not necessarily higher current throughput.
- A higher NCI signals a more complex equipment configuration, not a larger refinery or a guaranteed product slate.
- Observed yield or production is the appropriate evidence for what product categories a refinery reported making during the chosen period.
- A facility ranking is only as comparable as its dates, definitions, units, and geographic scope.
