The best credit card is not necessarily the one with the highest advertised rewards rate. Compare offers against the way you actually spend and pay: estimate the rewards you can use, subtract fees you are likely to incur, and give the purchase APR the weight it deserves if you carry a balance. Then confirm the current terms with the issuer before applying.
Start with how you pay the card
Before comparing reward categories or sign-up language, ask one question: do you expect to pay the statement balance in full by its due date every month, or do you expect to carry a balance?
As an Amazon Associate I earn from qualifying purchases.
- If you usually carry a balance: Purchase APR and the agreement’s grace-period rules matter greatly. Interest can outweigh the value of rewards, so do not choose a card based on its advertised earning rate alone.
- If you usually pay the statement balance in full: The rewards you can actually redeem and any annual or transaction fees may have more influence on your comparison. The grace period still matters: its availability and conditions are set by the agreement.
- If your behavior varies: Compare the card under both scenarios. A card that looks attractive when you pay in full may be less suitable in a month when you carry a balance.
This is a comparison framework, not a prediction of what any particular card will cost you. Your spending, payment behavior, eligibility and the current offer terms all affect the result.
Compare the same terms for every offer
Use one consistent set of questions for each card. A high reward rate should not distract you from a fee you are likely to pay, and a low advertised introductory APR should not obscure the rate that applies after the introductory period.

| Comparison factor | What to record | Why it matters |
|---|---|---|
| Rewards | Earning rules for your expected purchases; redemption choices; caps, restrictions and expiry terms if disclosed | A published rate is not the same as the value you personally realize. |
| Annual fee | Amount, when it is charged, and any eligibility-dependent waiver or other condition | A fee reduces the value of rewards, including in a year when you use the card less than expected. |
| Transaction fees | Fees relevant to your likely use, such as foreign transactions or balance transfers, plus any stated conditions | A fee matters most when your behavior is likely to trigger it. |
| Purchase APR | Advertised range, any introductory rate and duration, conditions, and the rate after the introductory period | If you carry a balance, interest cost can outweigh rewards. Your actual APR may depend on creditworthiness and may be disclosed at approval. |
| Grace period | How the agreement defines it and what you must pay, and by when, to avoid interest on applicable purchases | Whether a grace period applies depends on the agreement and your payment behavior. |
| Eligibility and restrictions | Any stated eligibility rules, reward restrictions and conditions attached to fees or rates | An advertised feature is useful only if it applies to you and to the transactions you expect to make. |
Estimate the rewards you can actually use
Start with your own expected spending, not a card’s headline rate. A reward rate applies only according to the issuer’s earning rules; the resulting points, miles or cash back are not automatically worth the same amount to every cardholder. The value depends on the redemption choices available to you and whether you can use them under the program’s rules.
Map your spending to the earning rules
- List the purchases you expect to make. Use realistic categories and amounts from your own budget. Do not assume you will spend more just to earn rewards.
- Check how the card defines eligible purchases. Record the earning rule for each category you actually use, including any stated limits, caps or exclusions.
- Apply the rule to your expected spending. Estimate the rewards earned over a period that makes sense for you, such as a year. Keep the calculation tied to the card’s stated terms.
- Check how you can redeem them. Note available redemption choices, restrictions and any expiry terms the issuer discloses. Count only options you expect to use.
- Compare usable value, not just units earned. If a program gives points or miles, do not treat a point or mile as having a universal cash value. Use a value only when you can support it with the redemption option and terms relevant to you.
The materials available for this comparison do not establish current valuations for any specific rewards program. Without verified program-specific terms and a redemption you can use, a precise cash value for points or miles would be guesswork. In that case, compare the earning rules and redemption flexibility without pretending the rewards have a known dollar value.
Account for restrictions before calling rewards a benefit
Look for rules that can change what you earn or redeem: category definitions, spending caps, redemption limits, restrictions and expiry terms, if disclosed. Keep those terms beside the advertised rate in your notes. Do not assume an advertised rate applies to every purchase or that rewards will remain available indefinitely unless the current terms say so.
Subtract annual and transaction fees
Compare the fees that match your likely use, rather than treating all listed fees as equally relevant. The annual fee may apply whether or not you earn many rewards; a foreign transaction fee or balance transfer fee matters when you make the kind of transaction to which it applies. Terms and conditions vary by card, so use the current pricing disclosure and agreement rather than a general assumption.

Annual fee
Record the fee and its timing, then check whether the offer states a waiver and what makes you eligible. Do not assume a waiver is automatic, permanent or available to every applicant. A historical CFPB-hosted PenFed agreement dated February 2022 illustrates why this check matters: it listed a $95 annual fee for the Pathfinder Rewards Visa Signature and described an eligibility-dependent fee waiver. Those are historical example terms, not current pricing or a recommendation.
Fees tied to transactions
Review the pricing table for fees relevant to the way you use credit, including foreign transaction and balance transfer fees. Check whether a fee has conditions, applies only during a particular period, or is described differently for particular transactions. If you do not expect to make a transaction that triggers a fee, it may be less important to your comparison than a fee you are likely to incur; still, understand the terms before relying on that judgment.
Compare net rewards without inventing a valuation
When the reward has a value you can substantiate, a simple first-pass calculation is:
Estimated usable rewards − annual fee − likely transaction fees = estimated value before interest and other costs.

This is a framework, not a guarantee of savings. Put only rewards you expect to redeem and fees you expect to incur into the estimate. If you cannot establish a reasonable value for points or miles, leave their dollar value unclaimed rather than assigning a market average. If you carry a balance, evaluate interest separately; a rewards calculation by itself does not tell you the card’s overall cost.
Compare purchase APR and introductory offers
Purchase APR is the rate relevant to purchases. Compare it with the rate after any introductory period, not only the promotional figure. Record the introductory duration and conditions stated in the offer, then check what rate applies when that period ends. Do not assume an introductory rate applies to every transaction type unless the terms say it does.
An advertised APR range is not necessarily your APR. The rate offered to an applicant can depend on creditworthiness, and the actual APR may be disclosed at approval. The CFPB-hosted PenFed agreement dated February 2022 states that the actual APR is disclosed at approval; its rates and fees are historical examples and should not be treated as present-day terms.

If you expect to carry a balance, consider APR before rewards. A card can earn rewards and still cost more in interest than those rewards are worth to you. The comparison cannot establish an exact interest cost without your balance, payment timing and applicable terms, so do not treat an advertised reward rate as a reason to disregard the purchase APR.

Read the grace-period terms
A grace period is a feature of the agreement, not a universal promise that every purchase is interest-free. The CFPB defines it in relation to a specific balance: it is a period in which you do not have to pay interest on that balance. The CFPB also explains that, when the applicable purchase balance is paid in full by the due date each month, a grace period can prevent interest on those purchases. If you do not pay the full balance, interest may accrue and the grace period may be lost under the agreement’s terms.
Before relying on a grace period, find the agreement’s description of the relevant balance, payment requirement and due date. If you sometimes carry a balance, read the terms for how that affects purchases and the grace period. Do not infer the answer from a card’s reward or introductory-rate advertisement.

- Choose a realistic payment scenario. Decide whether you expect to pay the statement balance in full each month, carry a balance, or do both at different times.
- Write down your expected spending. Use the purchases you would make anyway. Separate categories only where the card’s published earning rules make a difference.
- Apply each card’s reward rules. Calculate expected rewards from eligible spending and note redemption choices, restrictions, caps and expiry terms if disclosed.
- List the fees that could apply to you. Include the annual fee and relevant transaction fees. Record conditional waivers and introductory periods exactly as stated.
- Record purchase APR terms. Note the advertised range, introductory period and conditions, and the post-introductory rate. Mark that the actual APR may depend on creditworthiness and be disclosed at approval.
- Check grace-period rules. Record what balance must be paid and by when for the agreement’s grace-period terms to apply.
- Compare under the same assumptions. Use the same spending, payment behavior and comparison period for every offer. Separate any estimated rewards value from interest and fees you cannot yet quantify.
- Verify the offer before applying. Confirm the current pricing disclosure and agreement with the issuer and check that they match the offer and your eligibility.

Where to verify current terms
Start with the issuer’s current offer, pricing disclosure and card agreement. Confirm the terms for the specific offer and applicant rather than relying on a general description. The CFPB says consumers can request their agreement from the issuer. It also cautions that documents submitted to the CFPB agreement database may contain omissions or discrepancies compared with the issuer’s current offer, so the database is a starting point, not a guarantee that a document matches every offer currently available.

The CFPB describes its agreement database as containing agreements from hundreds of issuers, with general terms, pricing and fee information. It says issuers are generally required to post agreements offered to the public, subject to limited exceptions. Separately, the CFPB says it collects card-plan data every six months from over 150 issuers to promote competition and transparency. That figure describes the scope of its survey program; it is not a ranking of cards, a measure of reward value or proof that a particular offer is available to you.
For a final check, compare the agreement and pricing disclosure against the issuer’s live offer, and ask the issuer to confirm anything unclear. Pay particular attention to the date of the document, APR information, fee conditions, introductory periods, grace-period language and eligibility. If the documents differ, do not assume the older or database copy controls the offer you are considering.
How to interpret the result
There is no universal winner in a rewards-fees-APR comparison. If you carry a balance, prioritize the cost implications of the purchase APR and the agreement’s grace-period terms; rewards should not be allowed to disguise interest cost. If you pay the statement balance in full, compare the annual fee and the value of rewards you can genuinely redeem, while still checking transaction fees that fit your spending. In either case, make the decision from current terms and realistic behavior rather than the largest advertised number.
