Use EV/EBITDA and P/E for valuation, net debt/EBITDA for leverage, and carefully defined EBITDA margins for operating profitability. Then align reporting periods, account for exceptional items, and examine business mix before deciding what the figures mean. This is a comparison framework, not a current stock ranking or investment recommendation.
Start with comparable companies and periods
Define which issuers and markets are in scope, then record each company’s fiscal period, reporting currency, and latest reporting date. Cement companies can have different geographic exposures and fiscal calendars, so matching fiscal-year labels does not guarantee that the periods cover the same months.
Ambuja’s FY 2025–26 report says it changed its year-end from December 31 to March 31. That change is a reminder to check the actual reporting windows before comparing year-over-year growth or margins. Ambuja’s annual reports provide the company’s reporting context.
For market multiples, choose a share-price date and calculate market capitalization and enterprise value using prices from that same date. Identify whether earnings are trailing or forward and the period they cover. An analyst comparison dated April 10, 2026, illustrates the use of P/E, EV/EBITDA, EV per tonne, ROE, and net debt/EBITDA side by side, but its dated market figures should not be treated as current. The comparison is an example of metric selection, not a current ranking or recommendation.

Use multiple valuation measures
No single multiple answers whether one producer is more attractive than another. EV/EBITDA compares enterprise value—the value of the business to debt and equity holders—with earnings before interest, taxes, depreciation, and amortization. P/E compares equity market value with earnings attributable to shareholders after financing and tax effects. Differences between the two can reflect leverage, interest expense, taxes, or other factors, as well as market expectations.
- EV/EBITDA: Useful for comparing operating earnings against enterprise value, but it does not capture capital expenditure, working-capital needs, taxes, or the cost of debt.
- P/E: Adds an equity-level view, but can be affected by financing structure, tax rates, and one-off effects on net income.
- EV per tonne: A cement-sector cross-check only when the denominator is defined consistently—such as installed capacity or actual production—and utilization, product mix, and business scope are reasonably comparable.
A higher multiple might reflect stronger growth expectations, asset quality, market position, or margins; a lower one might reflect weaker prospects, higher capital needs, or greater balance-sheet risk. These are hypotheses to test against company disclosures, not conclusions supplied by the multiple itself.

Compare net debt and net debt/EBITDA, but record the calculation and reporting period. Check whether net debt deducts cash and cash equivalents, includes lease liabilities, or accounts for other obligations. Also distinguish net debt from gross debt and recognize that a company may report net cash rather than net debt.
Ratios can differ because issuers define them differently. Cementir, for example, reports net financial debt/EBITDA and net gearing as distinct indicators. Its annual report sets out the company’s measures and definitions; use those rather than assuming that similarly named ratios from different companies have identical contents. Use a consistent EBITDA period when comparing leverage. A ratio based on a different financial year, trailing period, or adjusted earnings measure can change the apparent debt burden. Add refinancing requirements or interest costs only when the latest filing provides relevant detail.
Normalize margins before comparing profitability
First identify exactly what each company calls EBITDA and what revenue figure it uses as the denominator. A reported EBITDA margin may be calculated against revenue or sales of goods; an adjusted EBITDA margin may exclude items that another issuer includes. Comparing the percentages without checking those definitions can create a misleading ranking.

Cementos Pacasmayo cautions in its SEC-filed Form 20-F that its EBITDA and adjusted EBITDA calculations may not be comparable with similarly titled measures reported by other cement companies. It also says those measures should not replace IFRS profit, operating profit, or operating cash flow. Cementos Pacasmayo’s Form 20-F explains its definitions and caution.
Check more than one year where the disclosures allow it, and look for company-supported explanations of changes in volume, prices, input costs, product mix, or operating efficiency. Do not infer a cause from the margin movement alone.

Cementir Holding reported €638.311 million in revenue from sales and €181.811 million in EBITDA for 2025, with a reported EBITDA margin of 28.5%, compared with 27.9% in 2024. The company also said 2025 EBITDA included approximately €17 million of non-recurring net income, principally an insurance reimbursement, partially offset by non-recurring expenses and a land-sale gain. These are Cementir-specific reported figures, not industry averages; the exceptional income is relevant when assessing how representative the year’s margin may be. ROE indicates profit relative to shareholder equity, while ROCE relates returns to capital employed. Either can add context about how a producer uses capital, but definitions, financing structure, and balance-sheet composition affect comparisons. Cementir reports both measures and their composition, and the dated analyst comparison also includes ROE; check issuer definitions before comparing reported ratios.
Use segment and operating disclosures to interpret differences that financial ratios cannot explain on their own. Relevant context may include geographic exposure, cement volumes, product and segment mix, capacity additions, energy and fuel exposure, freight, clinker substitution, and capital expenditure. Ambuja discusses premium and specialised products and operating EBITDA per tonne, while Cementir reports group and segment financials. These disclosures can help explain what sits behind a margin or return measure, but differing markets and business mixes still limit direct comparability.
Build a comparison that shows its limits
Once the peer group and dates are set, organize the analysis so readers can see which figures are comparable and where judgment is required. Refresh market-derived multiples from a common valuation date; use filings for financial figures and definitions.

- Show EV/EBITDA and P/E together; add EV per tonne only if capacity or production denominators are consistent enough to be informative.
- State the period and definition for net debt/EBITDA, including treatment of cash and leases where disclosed.
- Identify each EBITDA margin’s numerator, denominator, adjustments, and exceptional items.
- Align fiscal periods where possible; label mismatched windows rather than presenting them as equivalent.
- Use ROE or ROCE and operating disclosures to add context, not to disguise differences in geography, segment mix, or accounting.
The result should be a relative comparison with visible assumptions—not a claim that the lowest multiple, lowest leverage ratio, or highest margin automatically identifies the best company.
