How to compare broadband deals fairly
Use the same method for every offer and check availability for your postcode. Record the provider, package and technology, then compare the full payment schedule, address-specific speeds, contract terms and what the package includes. Offers and availability can change, so verify the current details before signing.
- Confirm availability. Check that each package can be supplied to your address, not just your town or postcode area.
- Write down the price schedule. Note the monthly cost for every period of the minimum term, when billing starts and any scheduled increase.
- Add compulsory one-off charges. Include setup, activation, delivery or installation fees that apply to the offer.
- Calculate the full contract cost. Add all monthly payments and compulsory upfront costs. Keep any voucher or cashback separate; if you show a reward-adjusted total, also show the amount payable before the reward and explain any claim conditions.
- Compare speeds and terms. Record expected download and upload speeds, minimum commitments, contract length and early-exit charges.
- Check what is included. Look for equipment, calls, TV, add-ons, usage limits, support and repair arrangements, plus any non-standard payment charges.
Ofcom advises consumers to check comparison sites accredited by the regulator and to read the contract summary and detailed contract information before agreeing. Ofcom’s broadband and phone checklist covers service inclusions, extra costs, faults and repairs, price increases and speeds.
Calculate the total cost over the contract
The total cost is the amount payable across the commitment, not simply the advertised monthly price multiplied by the term if the price changes. Add each scheduled payment and compulsory upfront charge. An equivalent monthly figure can make offers easier to scan, but it should not replace the full contract total and payment schedule.

For example, if a deal has one monthly price for an initial period and a higher scheduled price for the rest of the term, calculate each period separately, then add compulsory one-off fees. Do not treat cashback as an immediate discount: you may need to claim it and meet the offer’s conditions. The Advertising Standards Authority and Committee of Advertising Practice say compulsory upfront and ongoing costs, along with contract length, should be presented clearly together. Check the speed you can get at your address
A headline advertised download speed is not a complete comparison. Ask what speed is expected on your actual line or at your address, and record upload as well as download speed. Ofcom says providers should clearly explain the minimum, normally available, maximum and advertised speeds for both directions. Ofcom’s consumer checklist sets out the speed information to consider.

- Advertised speed: The figure used to promote the package.
- Normally available speed: The speed customers can typically expect under the provider’s stated basis.
- Minimum speed: The stated lower commitment relevant to the service.
- Maximum speed: The upper figure provided for comparison.
Compare like with like: use the same speed category and check both upload and download figures. The package technology and line availability matter because a product name or advertised tier alone does not establish the speed your household will receive.
Understand the minimum term, price rises and exit costs
Record the minimum contract period, when charges begin, every scheduled monthly price and what happens after the minimum term. Residential service contracts should be no longer than 24 months. Leaving early can incur charges; Ofcom says early termination charges should not exceed the payments remaining on the contract, but they may still be substantial. Ofcom’s provider-choice guidance advises customers to pay close attention to the minimum period and exit terms.

For contracts entered from 17 January 2025
Ofcom’s rules say an in-contract price rise written into a new contract must be stated prominently in pounds and pence, with the date it applies made clear before you sign. Providers cannot use inflation-linked increases in the old form for these new contracts. A clearly disclosed scheduled increase does not automatically give you a right to leave without penalty. For contracts signed before that date
Older contracts may still contain inflation-linked or percentage increases. The UK Telecoms Consumer Charter records providers’ commitment that April 2026 would be the final inflation-linked increase for legacy consumer core subscriptions, followed by a move to a pounds-and-pence system. This is a charter commitment for legacy terms; check the actual contract and any notice from your provider. The UK Telecoms Consumer Charter sets out the commitment.

Ofcom reported that announced 2026 in-contract fixed-broadband increases ranged from £2 to £4. The regulator also said there was not yet enough evidence to draw firm conclusions about the effect of the new compliant tariffs on overall bills or customer engagement. This is a dated report of announced increases, not a prediction of what any particular household will pay. Ofcom’s pricing and consumer engagement report provides the context.

Two offers with similar speed and term can differ in what they include and what they charge separately. Check whether the monthly price covers a router or other equipment, landline service or calls, television, add-ons and any usage conditions. Note extra or non-standard payment charges, as well as how the provider handles faults, repairs and compensation. Ofcom’s checklist recommends looking beyond headline price and speed to these service details. Review its checklist before you sign.

Build a shortlist that suits your household
Use a simple comparison record for each address-available offer:
- Provider, package, technology and postcode availability.
- Expected, advertised and minimum download and upload speeds, where stated.
- Minimum term, billing start date and each monthly price period.
- Compulsory upfront costs and full contract cost before rewards.
- Any voucher or cashback, claim requirements and separate reward-adjusted total.
- Early termination charges and any relevant moving-home or switching conditions.
- Included equipment and services, usage terms, payment charges and support or repair arrangements.
