Choose offline marketing by matching a specific customer and geographic area to an offer they can act on, then run a small test with a trackable response path. Compare candidates by audience fit, local reach, total test cost, lead quality, follow-up effort and attribution—not by assumptions that one channel is always best.
Start with the customer, offer and place
Offline marketing reaches people through physical distribution, local presence or face-to-face access. First define who is most likely to buy, what you want them to do, and where they are likely to encounter your offer. A tactic that reaches many people outside your service area—or people unlikely to need the product—can waste a startup’s limited budget.

For a local business, the SBA also discusses proximity, local groups and events as considerations in local marketing: 7 Low-Cost Strategies for Marketing Your Local Business. That article dates to 2017; its examples are useful, but they are not current evidence that a particular channel performs better.

List a few plausible options—such as direct mail, an event, a community group or a local-business partnership—and evaluate each against the same questions. The evidence available does not establish comparable current cost per qualified lead or conversion rates across these channels, so treat the comparison as a test plan, not a ranking.
#1 Best Overall
| Decision criterion | What to ask |
|---|---|
| Audience fit | Are likely buyers present, and does the offer address a need they have? |
| Geographic reach | Does the channel reach people in the area where you can serve or sell? |
| All-in test cost | Include design, printing, postage, venue or participation fees, materials, staff time and follow-up. |
| Time to run | How long will preparation, distribution or event participation take before you can assess responses? |
| Lead quality and follow-up | Will responses be genuine prospects, and can the startup respond promptly? |
| Attribution | Can you connect a response or sale to this specific campaign? |
When direct mail may fit
Mail is worth considering when household distribution in particular neighborhoods matches the customer profile. USPS Every Door Direct Mail (EDDM) allows senders to select delivery routes and use available neighborhood filters such as age, household size and income. USPS presents local uses including openings, sales, coupons, menus, postcards and flyers: Every Door Direct Mail.
When local events or groups may fit
Consider events or community groups when likely buyers already gather there and a conversation, demonstration or local presence helps explain the offer. Before committing, estimate participation costs and staff time, and decide what action attendees can take and how you will record it.
When a partnership may fit
A local business partnership is a candidate when the other business serves a compatible audience without directly competing for the same purchase. Agree in advance on the offer, each party’s responsibilities, how referrals will be identified and how follow-up will work.

Give each campaign a response path that distinguishes it from other marketing. The SBA’s direct-mail guidance describes landing-page visits, coupon codes and redemption rates as ways to track results, and cautions against sending too frequently: 5 Steps to an Effective Direct Mail Campaign.
- Set one objective. For example, measure qualified inquiries, booked appointments or purchases—not an undefined goal such as “awareness.”
- Choose one attribution method. Use a unique offer code, a dedicated landing page, a dedicated phone number or a referral identifier. Make the action easy to understand.
- Define the response window. Decide how long you will accept and attribute responses, based on the offer and campaign timing.
- Set a spending limit. Include production and labor as well as distribution or participation costs. Keep the initial commitment small enough that the result can inform the next decision.
- Record outcomes consistently. Track responses, qualified leads, sales or appointments, campaign cost and the work required to follow up. Compare lead quality as well as volume.
- Decide what to change. If responses are weak, consider whether the audience, location, offer, execution or response path needs adjustment before repeating or expanding the test.
Plan an EDDM mailing within USPS constraints
EDDM can bound a mail test by selected delivery routes. USPS says EDDM Retail requires at least 200 pieces and allows up to 5,000 pieces per day per ZIP Code. Its page lists Retail postage at $0.26 per piece and BMEU flats as low as $0.259; these are listed rates, not a full estimate of campaign cost, and postal rates can change. Verify the applicable rate and requirements with USPS before budgeting or printing.
USPS advises using a clear offer and call to action, noting: “Sending actionable mail with a clear offer and call to action will help generate customer responses.” The piece must also meet USPS size and physical standards. Retail and BMEU have different entry and preparation conditions, so confirm eligibility, dimensions, current tool requirements and mailing procedures on the USPS EDDM page before production. USPS points senders to printer resources and local providers for design and mail preparation.

Review advertising claims and local requirements
Keep promotional claims truthful and review any endorsements or testimonials used in a campaign. The Federal Trade Commission’s business advertising resources link to guidance on advertising claims, reviews and endorsements: Advertising and Marketing. The rules relevant to a particular offer can depend on the campaign and industry. This guidance does not resolve state or municipal rules for signage, event permits or giveaways; check the requirements that apply to your location and activity.

What the available numbers can—and cannot—tell you
USPS reports that nearly 3 billion EDDM pieces were sent in fiscal year 2025, in USPS Fact #291 published May 15, 2026: USPS Facts. That is a measure of service use, not response rate, incremental sales or return on investment, and it does not show that EDDM is better than another offline tactic. USPS says EDDM began in 2011; that is historical context, not a performance indicator.
The cited SBA local-marketing and direct-mail articles date to 2017 and 2019, respectively. They provide examples and measurement ideas rather than current price or effectiveness benchmarks. The cited evidence does not establish which offline channel is cheapest or best for a startup; that depends on the specific customer, market, geography, offer and budget.
