How to Choose an Industrial Water-Treatment System for a Semiconductor Fab

Choose a semiconductor fab water-treatment system by defining site-specific feedwater, tool-level UPW, wastewater, reuse, permit, reliability and expansion requirements before comparing complete supplier proposals.

Choose a semiconductor-fab water-treatment system from a site-specific basis of design—not from a generic equipment list or a supplier’s broad “ultrapure” claim. Define the incoming water, tool-level quality and flow requirements, wastewater streams, reuse destinations, permits, reliability needs and expansion plans first; then compare complete proposals against those requirements.

Start with the fab’s water requirements, not a treatment-train template

There is no universal treatment train for semiconductor manufacturing. The right configuration depends on the source water and its variability, process requirements, wastewater chemistry, facility capacity and layout, local rules, and the consequences of an interruption. A system sized only by nominal daily capacity—or specified only as “ultrapure water” (UPW)—does not establish whether it will deliver the right water at the right place under actual operating conditions.

Use the applicable SEMI guidance as a framework for a project-specific specification. The SEMI catalog revisions identified for the relevant guides at the time of the source review were F61-0521, F63-1224, F75-0521, F98-0326 and F116-0821. Confirm the current revision and review the full guide text during design and procurement.

Guide How it informs selection
SEMI F61-0521 UPW system design and operation, including the plant, distribution and tool hookup; it also supports certification and monitoring.
SEMI F63-1224 UPW quality parameters and expectations. Its stated scope refers to facilities manufacturing devices at 32 nm and smaller; do not treat its parameters as a universal specification for every fab or process.
SEMI F75-0521 Contaminant sources, potential manufacturing impact and monitoring choices through the point of use (POU).
SEMI F98-0326 Reuse-treatment strategy and application limitations. Its catalog abstract says: “This Guide provides definitions and recommendations for design of industrial water treatment systems that reuse water in a semiconductor manufacturing facility.”
SEMI F116-0821 Segregation and collection of tool drains that may be candidates for reuse.

Build a basis of design before requesting proposals

Give each bidder the same site information and required outcomes. The basis of design should describe the feedwater, production demand, quality at delivery points, wastewater and reuse opportunities, facility constraints, operating conditions and growth assumptions.

Characterize the incoming supply and demand

  • Collect source-water analyses that reflect relevant seasonal and operational variability, not just one sample.
  • Record incoming pressure, known interruptions and other supply constraints.
  • Map process demand by operating condition: normal production, peak demand, expected fab ramp, and emergency or upset loads.
  • Document site-space and tie-in constraints, existing infrastructure and planned expansion.

Specify water quality and flow at defined delivery points

State the required quality parameters and flow at each relevant delivery point, including tool-level POU locations. Ask bidders to identify sampling locations, normal and upset operating conditions, the flow envelope, alarms, recovery and reject streams, redundancy philosophy, and commissioning and qualification methods. Numerical targets should come from the fab’s process requirements and the applicable standards—not from a generic value presented as suitable for every process node.

Specify the whole UPW system, including distribution and monitoring

The plant outlet alone does not prove that manufacturing tools receive water that meets the requirement. Storage, recirculating distribution, materials, polishing, sampling points and tool connections all belong in the engineering specification. Define how the proposal demonstrates water quality through the distribution system and at POU, and how monitoring data and alarms will be handled. SEMI F61 addresses the plant, distribution and tool hookup; F75 addresses contaminant monitoring through POU.

For each claimed guarantee, make the bidder state the sampling location, operating conditions, measurement approach and response if results fall outside the agreed limits. This makes proposals comparable and avoids confusing a plant-outlet specification with a delivered-water commitment.

Map wastewater streams and reuse destinations early

Inventory drains by process, tool and chemistry before choosing reclaim equipment. SEMI F116 supports decisions about segregating and collecting tool drains; SEMI F98 addresses reuse strategy and application limits. The appropriate route depends on the stream’s quality, the destination’s requirements and applicable environmental rules.

Potential destinations identified in F98 include a UPW pretreatment front end, cooling, scrubbers, abatement, thermal processes and irrigation. Treat these as candidate uses to assess—not automatic approvals for a particular stream or site. Establish the required quality and permitted use for each destination with the relevant facility and environmental teams.

Consider segregation, collection, treatment, residuals handling and reuse quality together. Combining incompatible streams can constrain recovery options. The stream map, treatment processes, discharge route and reuse decisions must be established from facility-specific analysis and permitting.

Compare complete proposals on a common schedule

Ask every supplier to respond to the same requirements and clearly identify assumptions, exclusions and guarantees. The following is a procurement framework derived from the stated scopes of the SEMI guides and supplier offerings, not a universal SEMI checklist.

  • Delivered quality and capacity: guarantees at defined POU sampling locations; production capacity, turndown, peak-load handling and recovery performance.
  • Feedwater assumptions: required inlet conditions and which party is responsible for pretreatment or changes in source-water quality.
  • Monitoring and control: instrumentation, alarm thresholds, data access and response procedures.
  • Wastewater and reuse: streams covered, discharge-compliance responsibilities, reuse quality, and treatment residuals and their handling.
  • Reliability and maintainability: redundancy, planned shutdowns, spare parts, consumables, service response and maintenance access.
  • Operating burden and lifecycle cost: energy, chemicals, water losses, consumables, staffing and the assumptions behind the cost model.
  • Delivery and handover: commissioning, qualification, operator training, documentation and warranty boundaries.
  • Fit with the site: integration with existing infrastructure for a retrofit, space and utility needs, and provision for expansion.

Have engineering, environmental, operations and procurement teams validate the schedule together. A proposal that omits an assumption or assigns a responsibility vaguely can look less costly while leaving the fab to absorb an unpriced requirement.

Assess vendors by project fit, not capability claims alone

Official supplier material describes relevant offerings, but those pages establish vendor claims—not independent comparative performance or suitability for a specific fab.

Its official material describes designing and building UPW and wastewater plants for a Soitec fab in Singapore; its broader UPW material describes water management across UPW, wastewater, reuse and recycling. How the proposed scope fits the site’s feedwater, stream map, local requirements, delivery schedule and required guarantees.
Kurita UPW production and wastewater reclamation for production waste, as well as turnkey operation and maintenance. Responsibilities, guarantees, operating scope, contingencies and local service arrangements for the specific project.

Use these suppliers as candidates for market research, not as an endorsement or a claim that any one is approved for a particular geography, process node, capacity or schedule. Request comparable references, a documented design basis, performance guarantees, local service details and a transparent lifecycle cost model. Current bid pricing and an independent comparison are not established by the cited supplier material.

Compare ownership with a service-based model

Kurita describes a UPW supply service in which it installs and operates systems and charges based on usage. If a proposal offers a similar service model, compare it with ownership using the same operating requirements and risk assumptions. Examine contract term, responsibility boundaries, performance guarantees, contingencies, site availability, end-of-contract provisions and the consequences of service interruption. The service description alone does not establish that the model is available or advantageous for a particular site.

Make the selection conditional on evidence and compliance

Before award, confirm that the selected design meets the fab’s defined quality and capacity requirements at the specified delivery points, covers the actual wastewater streams, and has an acceptable route for discharge and reuse under applicable permits. Resolve open assumptions about feedwater, residuals, service, commissioning and expansion in the proposal and contract rather than relying on a broad equipment label or marketing claim.
