How to Choose an Electricity Plan for a Bitcoin Mining Operation

The cheapest electricity plan for a Bitcoin mining operation depends on the site’s actual load and full tariff—not just the headline cents per kWh. Learn what to model before signing.

There is no universally cheapest electricity plan for Bitcoin mining. Compare complete, site-specific tariffs and contracts against the facility’s expected hourly load—not just the advertised cents per kilowatt-hour. Include the ASIC fleet, cooling and other equipment, demand and delivery charges, price exposure, and any obligations to curtail power.

Start with the site, not the advertised rate

Electricity is a major mining operating expense: it powers the ASICs and the systems that keep them cool. A machine’s efficiency is often expressed in joules per terahash, but a more efficient fleet does not guarantee a lower total bill if mining difficulty or operating conditions change. Build the comparison around the equipment and schedule you actually expect to run. The U.S. Energy Information Administration (EIA) describes mining’s power use and the effect of efficiency and mining difficulty in its February 1, 2024 account of U.S. cryptocurrency mining.

First establish the location and market structure. Identify the serving utility, whether customers can choose a retail supplier, the applicable grid operator, and which company is authorized to sell or deliver electricity. Tariffs, market rules, and retail choices differ by jurisdiction; U.S. examples do not automatically apply elsewhere.

The site matters because electricity prices vary geographically and over time. Wholesale costs can change in real time, while retail plans may pass through market prices, use time-based rates, or smooth costs into seasonal or other charges. Local generation, fuel costs, and regulation also affect prices, according to the EIA’s explanation of electricity prices and the factors that affect them.

Build a realistic load forecast

Do not estimate the bill from the ASICs alone. Create an hourly or interval-level forecast that includes the equipment and the facility’s operating pattern.

  • ASIC load: Count the machines and use their expected electrical input under the intended operating settings. Use equipment documentation and a realistic fleet plan rather than a generic mining load.
  • Cooling and auxiliary load: Include fans, pumps, ventilation, networking, lighting, controls, and other site equipment. Ask the facility engineer how these loads change with weather and mining load.
  • Operating schedule: Record expected uptime, planned maintenance, ramp-up, seasonal cooling needs, and any periods when equipment will be offline.
  • Site limits: Confirm service capacity, voltage, interconnection constraints, and whether the required power is actually available at the site.
  • Measured data: For an operating facility, use interval-meter data where available. For a new site, create low, expected, and high load cases and state the assumptions behind each.

A simple energy estimate is kilowatts multiplied by hours of operation, but that is not a complete tariff model. Two sites with the same monthly kilowatt-hours can have different bills if one has a higher peak demand, runs during more expensive hours, or faces different delivery charges.

Compare the whole tariff and contract

Request the full applicable utility tariff and every supplier offer, including schedules, riders, pass-through provisions, and contract terms. EIA says it does not collect or publish utility electricity rates, tariffs, or demand-charge data; it directs users to the DOE-sponsored Utility Rate Database/OpenEI and individual utilities’ schedules. Cost or term What to check
Energy charge How the per-kWh price is set: fixed, indexed, time-of-use, seasonal, or subject to adjustment. Check peak periods, caps, floors, and pass-through language.
Demand charge How peak demand is measured, over what interval, and which monthly or seasonal peak sets the charge. Confirm whether the tariff has ratchets or other rules that preserve a past peak.
Delivery, transmission, capacity, and other pass-throughs Which charges are included in the quoted rate and which can change separately. Check taxes and other applicable fees as well.
Fixed and minimum-use charges Monthly fees, minimum bills or usage, and what happens during downtime or a curtailment period.
Contract and credit terms Term, renewal, security or credit requirements, termination costs, force majeure, and price-adjustment provisions.
Service and reliability Available capacity, service voltage, interconnection or transmission constraints, and provisions addressing interruption or outage.
Power-sourcing claims What terms such as “renewable,” “direct supply,” or “co-location” mean in the contract and operationally. A marketing claim alone does not establish continuous physical delivery to the site.

Model each offer using the same load forecast and time interval. Show the expected total bill and its components, then rerun it under plausible changes in operating hours, seasonal load, and price. A low energy-only rate can be outweighed by demand, delivery, capacity, or fixed charges.

As broad context—not as a quote or target—EIA reported a preliminary U.S. industrial average of 8.62 cents per kWh for 2025 in its February 2026 Electric Power Monthly data. That is an average, not a prediction for a mining site; EIA notes that prices vary by location and customer class. The number is not a 2026 rate or an all-in offer. Check the EIA discussion of price variation alongside the local tariff.

Evaluate an interruptible or curtailable rate

A lower rate may come with a requirement to reduce demand on short notice or accept a temporary interruption under specified conditions. The EIA glossary defines interruptible load and interruptible or curtailable rates in these terms. The discount is worthwhile only if its value exceeds the lost operating contribution and the operational costs and risks of shutting down and restarting equipment.

Put the event terms in writing

  • How much notice will the operator receive, and who has authority to call an event?
  • How many events can occur, how long can each last, and are there limits by season or year?
  • How are required reductions measured? What baseline, meter, or settlement rules apply?
  • Does the miner receive a payment or discount, and what penalties apply for failing to curtail?
  • Can the site safely reduce load by the required amount and duration? What are the effects on cooling, equipment, staffing, and restart timing?

Estimate the value by comparing the bill savings or program compensation with the operating contribution forgone during likely events, plus restart and other costs. Use actual contract terms and operational assumptions; a headline discount alone cannot establish the economics.

Demand response is a real but program-specific option. In its February 2024 article, EIA reported miner participation and described ERCOT’s Large Flexible Load program as having enlisted up to 1,530 MW of large industrial consumers to curtail use. That is a dated program snapshot, not a current eligibility promise. The same article cited estimates by operators of two Rockdale, Texas facilities of up to 500 MW each; those figures illustrate the scale of particular facilities, not a typical mining load. Confirm current rules and participation with the relevant utility and grid operator.

Stress-test the decision before signing

Run the same offers through more than one operating case. Keep electricity-price risk separate from the risk that service will be curtailed or interrupted.

  • High-price periods: Test indexed and time-based offers against expensive hours and seasonal peaks.
  • Lower revenue or downtime: Check whether minimum-use commitments, fixed charges, or demand charges remain burdensome if mining revenue falls or machines are offline.
  • Load changes: Model fleet expansion, reduced uptime, and cooling demand under different weather and operating conditions.
  • Interruption events: Test the actual notice, event-duration, frequency, and penalty provisions against the site’s ability to curtail and restart.
  • Contract exit: Compare the cost of leaving, renewing, or changing suppliers if the economics or operating plan changes.

Mining assets can be moved, but a facility’s power arrangement and location are not risk-free or instantly interchangeable. EIA noted “the dynamic nature of the crypto market, where mining assets can be moved rapidly to areas with lower electricity prices.” That observation is a reminder to evaluate the full site and contract commitment, not just the potential mobility of machines.

Consider batteries or onsite generation only with site-specific numbers

Storage may shift electricity use away from peak periods and may reduce demand charges, but neither result is automatic. EIA describes these potential roles in its overview of energy storage for electricity generation; it does not establish a universal payback for a mining facility.

Before treating a battery or onsite generation as a saving, model the interval load, tariff, equipment and installation costs, operating limits, and dispatch assumptions. Check whether the asset can reliably meet the site’s required load and whether its use changes any tariff or contract obligations.

A practical selection workflow

  1. Map the market: Confirm the site’s utility, retail-choice rules, grid operator, and authorized electricity sellers.
  2. Forecast demand: Build an hourly or interval load profile for ASICs, cooling, auxiliary equipment, uptime, and seasonal conditions.
  3. Get complete documents: Obtain the utility tariff, supplier offer, riders, pass-through terms, and the full contract.
  4. Model comparable bills: Apply each offer to the same load profile and include energy, demand, delivery, capacity, fixed, tax, and other charges.
  5. Stress-test: Run high-price, seasonal-peak, lower-revenue, downtime, and load-change cases.
  6. Price flexibility: Compare any curtailment discount or demand-response value with foregone operating contribution and restart risk under the written event terms.
  7. Assess alternatives: Evaluate storage or onsite generation with a site-specific technical and financial model, not a generic payback assumption.
  8. Review before committing: Have the tariff, service arrangement, and contract reviewed by the utility or a qualified commercial energy adviser familiar with the local market.
