To choose an asphalt contractor for a commercial paving project, define the work and acceptance criteria first, then compare contractors on relevant experience, a complete written scope, quality controls, schedule, risk allocation, and warranty—not price alone. A parking lot’s pavement design and applicable requirements depend on its site and jurisdiction, so treat federal highway guidance as a useful checklist, not a universal rule for private property.

How do I choose an asphalt paving contractor for a commercial parking lot?

Use a consistent selection process: establish what the project requires, verify each bidder’s ability to deliver it, compare proposals on the same assumptions, and put measurable requirements in the contract. For a high-traffic, engineered, or operationally sensitive site, a qualified pavement professional can help define the pavement section and acceptance criteria.

1. Define the project before requesting bids

Give bidders a common description of the site and work. Include the paved-area limits, known pavement condition, expected traffic and loading, drainage concerns, access constraints, phasing needs, and desired completion window. State whether the work involves milling, removal, base repair, grading, drainage, resurfacing, striping, or other restoration.

Ask bidders to inspect the site, identify assumptions, and explain how concealed or uncertain base conditions will be priced. Request comparable alternatives or unit prices for uncertain repairs so a difference in allowances does not masquerade as a difference in the main bid.

Do not prescribe an asphalt thickness or mix as if one answer fits every lot. Traffic, existing pavement structure, soil, drainage, climate, local standards, and project design all affect the appropriate specification.

2. Screen for capability that matches the job

Federal Highway Administration (FHWA) guidance describes financial resources, experience, staffing, and equipment as useful capability information in highway contractor prequalification; prequalification is not a universal requirement for private work or a guarantee of price or performance (FHWA T 5080.6).

3. Ask for complete, comparable written proposals

Give every bidder the same scope and ask each to identify inclusions, exclusions, quantities, and assumptions. Compare at least the following:

  • Work limits; milling or removal quantities; and disposal assumptions.
  • Base and subgrade repairs, drainage, grading, edge restoration, and tie-ins.
  • Pavement structure, lift thicknesses, and the specified material or mix basis.
  • Surface preparation, tack coat, compaction, and workmanship requirements.
  • Striping and markings, traffic control, access phasing, cleanup, and protection of adjacent assets.
  • Schedule, weather assumptions, production plan, and disruption management.
  • Testing, documentation, acceptance criteria, and responsibility for independent testing costs.
  • Allowances, unit prices, change-order process, exclusions, payment milestones, and closeout records.
  • Warranty coverage, duration, start date, exclusions, maintenance conditions, and repair process.

FHWA’s construction inspection guidance identifies practical paving oversight topics, including receiving-surface preparation, continuity of delivery, laydown and compaction, mix temperature, thickness and spread rate, density, smoothness, transitions, mix uniformity, safety, and daily records. These are prompts for the project scope and progress discussions; the owner’s specifications or contract must establish the actual acceptance methods and limits.

What should I look for when hiring a commercial paving contractor?

A project-specific quality-control plan

Ask who is responsible for quality control, what sampling and testing will be performed, who will do it, what records you will receive, and what happens if results fall outside the contract requirements. Clarify any laboratory support or equipment calibration relevant to the proposed plan, and whether verification testing is independent of the contractor’s own quality control.

FHWA’s asphalt program covers materials selection, mixture design, testing, construction, and quality control. For a material commercial project, an independent pavement engineer or construction materials testing laboratory may be useful to review the scope, observe construction, or conduct specified verification testing. Whether that service is worthwhile depends on project complexity and owner risk.

A workable schedule and traffic plan

Ask for the planned sequence, expected work windows, access arrangements, and how the contractor will manage vehicles, pedestrians, deliveries, and adjacent operations. Confirm what happens if weather or an unexpected site condition interrupts the work. These details can affect business operations even when two bids describe similar paving quantities.

Written responsibility for defects and unknowns

Find out how the contractor will document existing conditions, notify you about discoveries, and obtain approval before extra work. A clear change-order process should specify how quantities and prices are established, who authorizes the change, and whether schedule or access arrangements will change as a result.

How should I compare bids beyond the total price?

Normalize proposals to the same quantities, scope, and assumptions. A lower total may reflect less removal, a different pavement section, omitted base repair, limited traffic control, no testing, a narrower warranty, or a smaller allowance for uncertain conditions. Ask bidders to explain differences in writing before comparing totals.

Review the allocation of quality, schedule, and repair risk alongside cost. FHWA describes best-value procurement in highway contexts as considering technical or performance criteria as well as price. A private property owner can use that comparison principle without assuming public procurement rules apply to the project. Where you have a defensible basis, consider lifecycle and operational disruption consequences; do not rely on an unsupported service-life or savings estimate.

What should the paving contract specify?

Make the accepted proposal and project requirements part of the contract. Identify the responsible party for design, existing-condition assumptions, testing, maintenance during any warranty period, and dispute resolution. Include:

How should I evaluate an asphalt warranty?

Compare what the warranty transfers, not just how long it lasts. FHWA distinguishes materials-and-workmanship warranties, which address defects associated with specified materials or improper installation, from performance warranties that may make a contractor responsible for pavement design and broader performance (Background for Pavement Warranties). The contract should state which work is covered and who carries each responsibility.

Check the covered layers and work, exclusions, term and start date, measurement or inspection method, maintenance obligations, notice deadline, repair response, and any bond or guarantee. Also establish whether a repair must restore the original acceptance criteria. FHWA says: “The contractor’s quality control plan (QCP) is a critical element to the success of a pavement warranty program.” (FHWA warranty selection guidance.)

Which requirements depend on location?

Licensing, insurance, bonding, permits, engineering criteria, acceptance limits, and enforceable contract terms depend on the project and jurisdiction.
