Shortlist providers that support your business type and checkout, then verify their written fees, settlement schedule, reconciliation tools, refund and dispute process, and support. If you need recurring payments, international collections, or other payment methods, confirm those capabilities separately.
Start with your business’s payment requirements
Before comparing providers, note how customers will pay and what your operations need from the payment service. A gateway or payment aggregator may route transactions and may also support settlement, reconciliation, reporting, and transaction support; the exact services depend on the provider and merchant agreement. The Reserve Bank of India describes these functions in its report on payment aggregators and gateways.

- Where customers will pay: your website, app, payment link, or in person.
- Which payment modes you need: UPI, cards, net banking, or other methods.
- Whether you need recurring UPI mandates, split settlements, multiple currencies, international cards, QR or POS acceptance, or marketplace payments.
- How payments must connect to your orders, accounting, and bank deposits.
These requirements determine which providers are worth evaluating. A provider that supports online UPI checkout may not meet separate needs such as cross-border settlement or in-person acceptance.
Compare the full merchant cost
Ask each provider for its current merchant pricing in writing. The cost may depend on payment mode, transaction class, and your agreement; a headline UPI rate does not establish the total cost of using the service. Request a fee schedule that covers:

- Charges by payment mode and transaction category, including any applicable merchant discount rate (MDR).
- Platform, settlement, or other service fees, plus applicable taxes.
- Refund, chargeback, or dispute-related costs and any minimum charges.
- Offer eligibility, duration, and what charges apply after an offer ends.
Estimate the cost using your own average transaction value and expected share of UPI payments. Do not assume that a zero-MDR category means the provider has no other contractual charges; confirm the specific fees and their applicability with the provider.
What the September 2026 MDR statement says
In a 15 September 2026 release, India’s Ministry of Finance said person-to-person UPI remains free, person-to-merchant (P2M) payments up to ₹2,000 remain zero-MDR, and qualifying small merchants receiving up to ₹1 lakh per month through UPI QR under P2PM remain zero-MDR. The release also describes specified MDR treatment for certain higher-value P2M transactions. These are government-stated framework terms, not a provider-by-provider tariff: confirm eligibility and operational application for your business and ask your acquirer or gateway what it will charge under your agreement.
The same release estimates that about 96% of P2M transactions will be unaffected by the stated framework. This is the Ministry’s estimate, not an independently measured gateway comparison. The Ministry also says MDR is not a tax or a charge collected by the Government or NPCI. An earlier 8 August 2026 release reported 2,366 crore UPI transactions worth ₹29.9 lakh crore in July 2026; that system-wide figure gives context, but does not indicate a particular provider’s fees or performance.
Check checkout and integration fit
Confirm that the provider supports the platform and payment flow you use, whether that is an ecommerce platform, app, website, payment link, or API integration. Ask what technical work is required, what documentation and support are available, and how the checkout hands customers back to your site or app after payment. Test the integration in your own staging environment before relying on it in production; a feature list alone does not establish how the flow will work with your setup.

Verify settlement and reconciliation
Get the standard settlement schedule and the conditions for any faster settlement option, including its cost. Check whether reporting exports let you match each payment reference to an order and then to the corresponding bank deposit. The RBI report describes settlement generation, management information reporting, and transaction-to-fund-flow matching among possible provider functions, but your contract and provider’s tools determine what you receive.
- Ask how pending, failed, reversed, and refunded payments appear in reports.
- Confirm whether reports can be exported in a format your accounting or order systems can use.
- Clarify how settlement timing is calculated, including weekends, holidays, and any holds or reserves that may apply to your business.
Assess refunds, disputes, and support
Before signing, establish how customers can report a payment problem and how your team can resolve it. The RBI report says merchant agreements should delineate responsibility for complaints, refunds, failed transactions, disputes, and reconciliation. Ask the provider to explain the relevant steps and timelines in its own service terms.
- How do you initiate and track a refund, and how are failed payments handled?
- What is the dispute process, what evidence may be requested, and how are deadlines communicated?
- How can you reach support, and what escalation route is available for an unresolved payment or settlement issue?
- Where can you check service status or transaction incidents?
Confirm onboarding and business eligibility
Providers conduct onboarding and risk checks, and their eligibility rules can vary. Ask directly about accepted business types, required KYC documents, website requirements, restricted categories, and expected approval steps. If you sell online, check that your site clearly explains terms, returns, and refunds. The RBI report discusses merchant due diligence, website review, complaint and dispute arrangements, privacy and pricing disclosures, and security responsibilities. Ask how these requirements appear in the provider’s onboarding process and merchant contract.
Treat international payments as a separate requirement
If you need to collect from or settle funds across borders, verify that the provider supports your countries and currencies and can explain settlement and foreign-exchange handling. India’s RBI has a specific framework for payment aggregators handling cross-border transactions; review the RBI PA-CB circular and confirm the provider’s authorization and capabilities for the exact payment flow you need. Domestic UPI support alone does not establish cross-border capability.
Make a written comparison before choosing
Use the same questions for every shortlisted provider so you compare like with like. Record the answers against your business needs, and treat any item the provider has not confirmed in writing as unresolved.

There is no current, comparable provider-by-provider fee table or independently measured UPI success-rate comparison established here. Use current official merchant terms for pricing, features, and service commitments rather than assuming one gateway is universally best.
