Choose a forex card by matching its supported currencies and total fees to your trip—not by relying on a “zero markup” headline. Compare the exact card variant’s load and reload costs, spending and ATM charges, access while abroad, and leftover-balance rules. Then check the issuer’s current terms and the RBI and LRS requirements that apply to you before loading.
Start with the currency you will use
Check that the currency for your destination is available as a wallet on the exact card variant you are considering. A multi-currency card can be useful if it holds the currencies you need, but the wallet count alone does not establish that a card suits your trip: the destination currency must be supported. Currency lists can change. ICICI says its card can hold up to 15 currencies, while RBL lists 18 for VoyEdge; verify the current list with the issuer before applying. If a purchase is charged in a currency that is not loaded, the card may use another wallet and apply a cross-currency charge. Ask the issuer how it handles that transaction before relying on the card for a particular destination or a multi-country itinerary.
Compare the full cost, not one fee
Make a like-for-like comparison using the issuer’s current schedule and the actual exchange-rate quote for your load. A low or zero spending markup does not necessarily mean a low total cost: issuance, loading, reloads, wallet transfers, foreign-currency conversion and cash withdrawals may all be charged separately. Taxes may also apply to fees.

- Before the trip: check issuance, initial load and reload charges, along with the exchange rate offered when you load.
- While spending: compare same-currency purchases with transactions in a currency different from the loaded wallet, including any online or wallet-transfer charges.
- When withdrawing cash: check the issuer’s ATM fee, the withdrawal limit for the currency you need, and whether the ATM operator may levy a separate surcharge.
- When settling up: check the fee and process for refunding, encashing or retaining unused funds.
Issuer schedules illustrate why the exact variant matters. ICICI says same-currency point-of-sale and online spending is free, while its FAQ lists a 3.5% plus GST cross-currency fee. Its schedule also lists a 2.5% wallet-to-wallet transfer fee, and its posted ATM examples include USD 2, EUR 1.50 and GBP 1.50. HDFC’s posted ForexPlus table lists issuance fees of ₹300, ₹500 or ₹1,000 plus GST by variant, a ₹75 plus GST reload fee, ATM charges of USD 2 or USD 4 equivalent, and variant-specific cross-currency charges of 2%, 0% or 3%. These are issuer-published examples, not a market ranking; check the current ICICI fee schedule and HDFC ForexPlus terms.
Do not compare percentages without checking what each issuer means by “markup,” whether tax is additional, and which card variant the figure covers. A quoted fee also does not capture the exchange-rate spread in the load quote.
If you expect to need cash, compare ATM terms
Look up both the issuer’s withdrawal charge and its daily limit for the currency you expect to withdraw. The local ATM operator may add its own fee on top of the card issuer’s charge; ICICI and RBL both note that possibility. Avoid assuming that the fee shown by the card issuer is the entire cost of an overseas withdrawal. See ICICI’s charges and RBL’s VoyEdge charges.
Check that you can manage the card abroad
Before choosing, confirm how to purchase, verify, load and reload the card, and whether those steps will work when you are outside India. Check the issuer’s app or online access, support channel, card controls, blocking process and replacement procedure, including any replacement fee. These practical details matter if you need to respond quickly to a lost card or run short of funds.

Confirm equivalent arrangements and any timing restrictions with the issuer of your chosen card in its current terms. ICICI’s FAQ describes its reload and security information.

Know what happens to unused money
Compare the issuer’s process and charges for refunding or encashing the remaining balance, and whether you can leave it on the card for another trip. ICICI describes full or partial refund options; RBL says unused funds may be retained or refunded or encashed. Those choices and their terms are issuer-specific, so confirm them before loading. ICICI’s FAQ and RBL’s VoyEdge page set out their respective options.
Choose local currency at the payment prompt
If a merchant terminal or ATM offers to convert the charge into rupees, choose the local currency and decline dynamic currency conversion (DCC), as ICICI advises. Accepting DCC means using the merchant’s or ATM’s conversion rather than simply paying in the transaction currency; third-party conversion charges may apply. Choosing local currency does not remove an issuer’s cross-currency fee if the transaction currency differs from the wallet you loaded. See ICICI’s guidance and its charge schedule.
Check India-side rules before loading
The Reserve Bank of India’s Master Direction on other remittance facilities says travel foreign-exchange card issuance and payment are subject to KYC/AML/CFT requirements, applicable issuer limits and relevant Liberalised Remittance Scheme instructions. It also refers to the buyer and cardholder being the same person. Confirm the requirements for your purpose and circumstances with the authorised issuer.
In a circular dated 9 May 2023, RBI General Manager Sibi Mathews stated: “It is advised that fees/charges payable in India have to be denominated and settled in Rupees only.” Read the RBI circular. Tax and LRS treatment may depend on the purpose of travel and cumulative remittances. Do not rely on a tax figure in an older card comparison; check current official requirements and the issuer’s current terms for your case.
A practical way to compare cards
- Write down your destinations and currencies. Confirm that each needed currency is supported on the exact card variant.
- Estimate how you will use the card. Consider card purchases, online spending, cash withdrawals and the possibility of spending in a currency you did not load.
- Compare costs across the whole trip. Include the load quote, issuance and reload fees, purchase and conversion charges, ATM fees and limits, taxes on fees, and leftover-balance charges.
- Check access and recovery. Verify how to reload, get support, block a lost card and arrange a replacement while abroad.
- Read the current rules and terms. Confirm refund or retention options, eligibility, KYC requirements and applicable RBI/LRS and tax treatment before loading.
For a concrete comparison, use the same axes for every candidate: destination-currency support; total load and reload cost; same-currency and cross-currency spending; ATM charges and limits; external ATM surcharges; reload access and support abroad; security and replacement; unused-balance options; and eligibility. Issuer-published figures are useful starting points, but they are not interchangeable measures of which card is cheapest.
