Hydrating and soothing toners serve a different purpose from exfoliating formulas, so compare ingredients and intended use rather than treating all toners as interchangeable. The available evidence does not establish a tested, ranked list of 15 products, so this guide focuses on how to choose one without implying comparative testing.
What a face toner can—and cannot—do
“Toner” covers products with different purposes. Some are positioned as hydrating or soothing; others contain exfoliating acids. The label alone does not tell you which kind you are buying, so check the formula and the product’s stated use.
A toner is not a required step in every routine. In a July 2026 Marie Claire article, consultant dermatologist Dr. Justine Kluk said, “I’m not a big fan of toners as they often irritate the skin,” and the article notes that not all skin types need one. That is one clinician’s view, not a consensus statement, but it is a useful reminder that adding a toner is not automatically beneficial.
Choose by purpose and ingredients
For hydration or soothing
Look for products presented for hydration or soothing, and assess the listed ingredients rather than relying on a product name or broad category label. The sources reviewed do not establish that any one hydrating toner is best for every dry or sensitive skin type.

For exfoliation or oily skin
Active ingredients can make a toner more likely to irritate, particularly if introduced too often. La Roche-Posay’s US product page describes Effaclar Astringent Toner for Oily Skin as intended for oily, sensitive skin and highlights lipo-hydroxy acid and glycerin. Those are brand product and suitability claims, not independent proof that it performs better than alternatives.
Check the exact product and market
DermFND’s 2026 category analysis lists Hada Labo Gokujyun Premium Lotion and Isntree Hyaluronic Acid Toner among toner products. Treat such category listings as discovery candidates, not verified winners or interchangeable products. Confirm the current name, formula, size, and availability in your market before buying.

How to compare products before buying
- Purpose: Is the formula positioned as hydrating or soothing, or does it contain exfoliating actives?
- Ingredients: Identify active ingredients as well as supporting ingredients, and consider whether they suit your routine and tolerance.
- Target concern: Check the product’s stated skin type or concern, while remembering that these are often brand claims rather than independent findings.
- Frequency: Consider the active ingredients and the product’s directions; do not assume every toner belongs in a daily routine.
- Price and availability: Compare price per similar volume using current listings in your region. A reliable current retailer-price comparison is not established here.
DermFND reported 160 toner products in its database, a $33 average listed price, a 75.8/100 average category score, and listed prices from $9 to $245 on a page last reviewed in May 2026. These figures describe DermFND’s own catalog and scoring; they are not market-wide statistics or clinical evidence of efficacy.
How often to use an active toner
La Roche-Posay says, “The frequency of using a facial toner depends on the ingredients in the toner, skin type, and the purpose of the toner.” Its guidance suggests that some users start active toners two to three times a week before building tolerance. This is a starting suggestion for some users, not a universal schedule for every formula or skin type; follow the product directions and reduce or stop use if irritation develops.

How to apply toner
- Check the product directions and use it at the frequency appropriate to its ingredients and your tolerance.
- Apply gently. La Roche-Posay advises avoiding rubbing or repeatedly wiping the skin.
- Follow with a gentle, non-comedogenic moisturizer, as La Roche-Posay recommends.
What “best” can responsibly mean
A 2026 mybest Philippines guide, reviewed by dermatologist Dr. Jarische Lao-Ang, organizes recommendations by skin type and concern. Its market and retailer references are local to the Philippines; its selections or ranking should not be assumed to transfer to the United States or another market.
Likewise, brand pages can establish product identity and communicate a brand’s claims, while category databases can help surface candidates. Neither, on its own, proves comparative efficacy. Without documented testing and a stated method for comparing products, there is no basis here to call 15 toners tested winners or rank them against one another.
