How to Choose a Credit Card With Limited or Damaged Credit

A practical guide to comparing secured and unsecured cards, checking fees and reporting, and using an account to build a positive payment history.

Start by comparing secured credit cards from banks and credit unions, then consider any unsecured card for which you may qualify. Focus on the deposit, APR, fees, credit-reporting practices, and what the issuer says about returning your deposit or reviewing your account. A card can help establish a positive payment history only when the issuer reports account activity and you pay on time; approval, a score increase, or an upgrade is never guaranteed.

Choose a card for the record it can help you build—not the promise of approval

With limited or damaged credit, compare actual offers rather than assuming a particular card will accept your application. A secured card is often a practical starting point: you provide a cash deposit that backs the account, and you still borrow against a credit line and owe the amount charged. The deposit does not make repayment optional. The CFPB uses $500 as an example deposit; that is not a required or universally recommended amount. CFPB guidance on starting or rebuilding credit explains secured cards and reporting.

Before applying, verify whether the issuer reports payment history to the nationwide credit reporting companies, and which ones. The CFPB says reported on-time payments can help build positive credit history. As it puts it: “Paying on time, every time, can help you build a strong credit history and lower your costs for borrowing money in the future.” An account opening alone does not repair credit, and no card guarantees a score increase.

Compare card types that may fit your situation

Option What to know What to compare
Secured credit card You provide a cash deposit that backs the account. The deposit may determine the available credit, depending on the issuer. Deposit amount and handling, credit limit, APR and fees, reporting, and any stated deposit-return or account-review policy.
Unsecured entry-level card Some applicants may qualify without a deposit, but eligibility and approval are issuer- and applicant-specific. Compare its actual APR, fees, reporting, and other terms with a secured alternative. Do not assume approval.
Store card Store cards may have relatively low limits, but a low limit does not by itself make a card inexpensive. Rates, fees, where the card can be used, and any restrictions. The CFPB’s credit-building guidance discusses store cards.
Prepaid card or debit card These can help control spending, but generally do not create the borrowing-and-repayment record used to build credit history. Choose them for spending or payment needs, not as a substitute for a credit card intended to build credit history.
Credit-builder loan This is a loan, not a credit card. In the CFPB’s description, funds are held as savings while you make payments and are released at the end of the term. Consider it only if you are open to a loan; compare its terms and payment obligation with card options.

Use the same checklist for every offer

Read the current pricing disclosure and card agreement before applying. Federal law requires important rate and fee information to be disclosed before application. The FDIC’s card-selection guidance and the CFPB’s credit-card key terms guide describe costs and terms to compare.

  • Deposit and available credit: Find the required deposit, whether it sets the credit limit, and how the issuer holds or returns it.
  • APR: Check the purchase APR, plus separate balance-transfer and cash-advance APRs if relevant. If you may carry a balance, prioritize the purchase APR and fees over rewards.
  • Fees and penalty terms: Look for annual, balance-transfer, cash-advance, foreign-transaction, late-payment, and returned-payment fees. Check whether a penalty APR can apply, what triggers it, and how long it lasts.
  • Promotional rates and transfers: If an introductory rate or balance transfer is offered, check when the promotion ends, the rate afterward, and any transfer fee.
  • Payment terms: Confirm the due date, grace-period terms, and how to make payments. Do not assume the grace period applies to every transaction or balance.
  • Credit reporting: Ask the issuer which nationwide credit reporting companies it reports to and whether it reports payment history.
  • Rewards and benefits: Read the conditions and estimate whether you will use the benefits enough to offset any annual fee or other cost.
  • Account management: For a secured card, check the issuer’s stated deposit-return policy and whether it reviews accounts for a possible change in status. Treat a review or upgrade as a possibility, not a promise.

An annual fee is not automatically a bad deal, but weigh it against benefits you will actually use. The FDIC notes that comparison sites may show only companies that pay to advertise there, so use listings as a starting point—not an independent endorsement—and verify terms with the issuer. Compare banks and credit unions, not just the most visible offers

Include banks and credit unions in your comparison, and look beyond the largest issuers. In a 2024 analysis of first-half 2023 card data, the CFPB Office of Markets found that smaller banks and credit unions tended to offer lower purchase APRs than the 25 largest issuers across credit-score tiers. The CFPB estimated $400 to $500 in average annual savings for a consumer with an average $5,000 balance using a small-bank or credit-union card. That estimate depends on the stated balance and comparison; it is not a forecast of your savings or a guarantee that a particular smaller issuer will offer a lower rate. In the same report, 27% of large-issuer products versus 9.5% of small-firm products carried an annual fee; those are findings from the report’s dataset, not universal market rates. Apply selectively and manage the account for on-time payments

  1. Shortlist a few cards. Compare offers from more than one bank or credit union, then check the issuer’s current disclosure and agreement rather than relying only on a listing or advertisement.
  2. Apply only when you need credit. The FDIC’s February 2026 guidance says numerous credit applications may be reported and may lower a score. You do not need to pay or subscribe to get free annual credit reports. See FDIC guidance on credit cards.
  3. Use the card for planned purchases you can repay. Keep spending within your budget; a deposit is security for the account, not a prepaid balance that settles charges.
  4. Pay by the due date every month. When possible, pay the statement balance to avoid interest. Paying only the minimum can make borrowing substantially more expensive over time, and late payments may be reported and affect credit history. See the FDIC’s card guidance.
  5. Watch account notices and protect the card. Federal protections include advance notice for certain significant term changes and restrictions on over-limit fees absent opt-in. If a card is lost or stolen, contact the issuer promptly; unauthorized-use liability may be limited, but details depend on applicable law and the agreement.

What to expect—and what not to assume

Approval, APR, credit limit, and deposit requirements depend on the issuer and your application. A secured card may be a useful way to establish reported payment history, but it does not guarantee approval, a higher score, or a path to an unsecured card. Choose the offer whose costs and payment terms you can manage, and base the decision on the issuer’s current disclosures rather than an assumed future upgrade.
