How to Choose a Blockchain for Tokenized Real-World Assets

There is no universally best blockchain for tokenized real-world assets. Compare legal rights, network access, settlement, security and interoperability for the specific asset and jurisdiction.

There is no universally best blockchain for tokenized real-world assets (RWAs). Choose infrastructure only after defining the legal rights the token represents, the asset and jurisdiction, who may issue and transfer it, privacy and compliance needs, and how custody and settlement will work. A blockchain records token activity; it does not by itself make a holder the enforceable owner of an off-chain asset.

What does the token actually represent?

Start with the legal arrangement, not a list of chains. A token might represent direct ownership, a claim against an issuer, an interest in a fund or other entity, or a record used alongside a separate authoritative ownership system. Those are not interchangeable. The governing documents and applicable law need to establish what holders can claim, who recognizes ownership, and how transfers affect their rights.

Write down the asset, issuer, holder rights, authoritative ownership record, redemption or transfer restrictions, and the process for servicing and corporate actions. For example, a token representing an interest in a real-estate-owning entity is not automatically the same as a deed to the property. Which blockchain governance model fits?

The main choice is not simply “public or private.” Access, control and accountability differ across three broad models, and a network’s label does not establish that a particular issuance complies with law or will attract liquidity.

Network model Potential fit Questions and trade-offs
Public permissionless Broad participation and access to an open ecosystem. Who is accountable for operators, upgrades and incidents? How will identity, eligibility, privacy and legal responsibility be handled? What external custodians, bridges or other services does the product depend on?
Private permissioned Controlled membership and governance tailored to participants or regulatory requirements. Who controls admission and upgrades? Can participants connect to other networks and market infrastructure? Closed participation can fragment liquidity or make interconnection costly.
Public permissioned Open underlying infrastructure combined with eligibility controls and governance safeguards. Which activities are permissioned, by whom, and under what rules? Openness at the infrastructure layer does not itself ensure compliance, liquidity, privacy or interoperability.

The Monetary Authority of Singapore’s Managing Director Ravi Menon described the possible middle ground as “public, permissioned networks” in a 4 November 2024 BIS speech. That is a design perspective, not a universal recommendation. The BIS also notes that public permissionless governance can raise accountability and legal-responsibility concerns, while private systems may face fragmentation and connectivity challenges. What should you compare before selecting a network?

Use the same questions for every candidate. Ask the issuer, platform operator, custodian and legal advisers for evidence specific to the asset, jurisdiction and intended participants; a chain’s general capabilities are not proof that a particular deployment is suitable.

Legal fit and asset representation Who issues the token, what rights do holders have, and which record is authoritative? What restrictions govern transfer, redemption, servicing and corporate actions?
Governance and access Who operates validators or other network infrastructure? Who can issue, transact, admit members, approve upgrades, pause activity or recover from an error?
Privacy and compliance What activity is publicly visible? How are identity and eligibility checked, transfers restricted, disclosures managed, and audit or regulator access provided?
Operational resilience and security What evidence supports uptime and incident response? How are keys managed, contracts audited and upgraded, and custodians, oracles and bridges secured? What are the recovery and finality procedures?
Interoperability Can the system connect to the required custodians, legacy records, other networks, market infrastructure and settlement assets? What standards and cross-network transfer model are used, and what assumptions does that model make?
Settlement and economics What asset settles the cash leg, when is settlement final, and how predictable are fees under the workload that matters? Are counterparties and liquidity available where and when needed?
Lifecycle and portability Can the design support issuance, servicing, corporate actions, transfers, collateral use where relevant, redemption or burn, and reporting? What happens during upgrades, and can the issuer move or exit without breaking holder rights?

Interoperability belongs in the initial design, not in a later integration phase. A token platform that cannot connect to the necessary custody, settlement or legacy systems may remain isolated even if its on-chain functions work as intended. How do settlement and security change the decision?

Choose the cash leg deliberately

Tokenized bank liabilities, stablecoins and central bank money have different risk profiles and depend on different counterparties and market arrangements. Ask what asset the buyer delivers, who issues it, what claims it carries, when payment is final, and how cash and token transfers are coordinated. BIS and the Monetary Authority of Singapore discuss regulated bank money and wholesale central bank digital currency as possible settlement assets; neither is automatically right for every market. Review the whole operating chain

Security is broader than the blockchain protocol. Review operator governance, network resilience, smart-contract code and upgrades, private-key controls, custodian arrangements, oracle inputs, bridges, privacy controls, and procedures for mistaken or compromised activity. Permissioned membership can define who participates, but it does not eliminate software, key-management or third-party risks. Establish in advance who can pause or reverse activity, under which authority, and how legitimate holders are protected if an incident occurs.

How should an issuer or platform make the choice?

  1. Specify the asset and rights. Identify the asset class, jurisdiction, issuer, holder claims, ownership record, transfer limits and lifecycle events. Have qualified legal advisers validate the structure before treating a token as evidence of a particular legal right.
  2. Set participant and control requirements. Define who may issue, hold and transfer tokens; what identity checks and disclosures apply; and who has authority over network operations, upgrades and emergency actions.
  3. Map the required connections. Document custody, servicing, existing ownership records, market infrastructure, other networks and the cash settlement asset. Decide how assets and data move between them and what happens if a connection fails.
  4. Test security and recovery. Require evidence on contract review, key custody, operational resilience, incident response, finality and recovery. Include dependencies outside the chain, particularly custodians, oracles and bridges.
  5. Compare candidate networks against the same workload. Evaluate fees, capacity, settlement behavior and liquidity with the expected transaction pattern and counterparties. Do not use unsubstantiated throughput or cost claims as a substitute for comparable evidence.
  6. Agree on lifecycle and exit procedures. Determine how issuance, servicing, distributions or other corporate actions, transfer restrictions, redemption and reporting work, including upgrades and a possible migration or shutdown.
  7. Validate the complete deployment. Review the legal structure, network design, service providers and operational procedures together with legal, compliance, security and technical advisers in the relevant jurisdiction.

What institutional examples do—and do not—show

DTCC’s tokenization service page describes tokens intended to carry the same legal rights and investor protections as the underlying securities, alongside mint, burn, pause and clawback controls, ownership tracking, and integration with custody, settlement and servicing. It says the service is expected to support selected public and private networks meeting SEC no-action-letter standards, with multiple compatible chains anticipated at launch later in 2026. On 27 May 2026, DTCC and the Stellar Development Foundation announced plans to enable tokenization on Stellar of assets held in DTC custody, with availability anticipated in the first half of 2027. The announcement names possible eligible assets including Russell 1000 constituents, index ETFs, and U.S. Treasury bills, bonds and notes. This is a planned connection within a multi-chain approach—not evidence that Stellar is the best choice for every RWA or that the service is already available. DTCC, 27 May 2026

Similarly, ISO/AWI 26251 is a work item under development, not a finished international standard. Which blockchain is best for tokenized real-world assets?

The best candidate is the network that fits the legal rights, participants, privacy and control requirements, settlement arrangement, operational dependencies and lifecycle of the specific asset in its jurisdiction. A public, private or public permissioned design can be appropriate in different circumstances. No network choice alone guarantees enforceable ownership, regulatory compliance, lower costs or deeper liquidity; those outcomes depend on the complete legal and service design as well as the counterparties involved.
