A map score is a starting point—not a verdict on whether your community has dependable, safe water today.
1. Start with the right geography
Search your town, county, state or province in WRI’s Aqueduct Water Risk Atlas. Then identify the watershed or river basin that supplies the area, if possible. Water use and shortages can be linked across upstream and downstream communities, so a city boundary may not capture the full supply picture.
Aqueduct 4.0 is WRI’s latest iteration identified on its Aqueduct page; the Atlas maps current and future water risks across locations. Its Country Rankings tool also compares national and subnational risks. For the United States, pair this global screening with the USGS water-availability framework. Elsewhere, consult the national water agency and relevant basin authority.
2. Read several indicators, not just one score
Indicators describe different kinds of pressure. Review the definitions and limitations in WRI’s Aqueduct Water Risk Atlas documentation and interpret the measures together.

WRI describes its seasonal and interannual variability indicators using data from 1979–2019. The indicators do not all cover the same time periods, so check the dates and definitions before interpreting or comparing them.
3. Check what “water stress” leaves out
Water scarcity is a relationship between supply and demand, but usable supply depends on more than total volume. Water quality affects whether it can serve a particular use, and aquatic ecosystems also need water. The UN Sustainable Development Goal indicator 6.4.2 reflects one part of this picture: freshwater withdrawals by major economic sectors divided by available renewable freshwater resources after environmental water requirements are considered. Basin-level detail and additional local information improve the assessment.

For the United States, the USGS frames water availability as supply relative to demand, considering quantity, quality, water use and aquatic community health. Its national framework uses models because every source cannot be monitored continuously. See the USGS explanation of water availability.
4. Verify conditions with local sources
Global risk layers do not replace current operational information. Check the water utility, basin or watershed authority, state or provincial water department, groundwater-monitoring agency, and current drought or reservoir bulletins. Look for evidence such as supply conditions, restrictions, reservoir levels, groundwater trends and water-quality notices.

- For a question about household service, prioritize utility notices and drinking-water quality reports.
- For regional scarcity, look for basin-scale supply and demand, withdrawals, environmental-flow requirements and groundwater conditions.
- Use current agency updates for drought declarations, restrictions and reservoir status; these conditions can change.
5. Distinguish regional pressure from household service
A region can put substantial pressure on freshwater resources without every household facing an outage. Conversely, local infrastructure failures or water-quality problems can disrupt service even when a broad regional stress score is not high. Use a risk map to frame the question, then use the utility and water agencies to establish what residents are experiencing now.

If you are comparing places, use the same indicator definitions and time periods. Consider withdrawals relative to renewable supply and environmental flows, variability, drought risk, groundwater trends, water quality and current utility or basin conditions. Do not rank scores from different methodologies as if they measured the same thing.
