Most goods and services were affected from 22 September 2025, but not every product’s rate changed. The goods registration threshold did not change, and marketplace TCS is a separate question from the rate charged on a product.
Start with the product’s notified rate
There is no single GST 2.0 rate for an online catalogue. A reform headline does not establish the rate for a particular SKU: the applicable treatment depends on the product’s classification and the entry in the relevant notification, including any exemption that applies.
The Ministry of Finance FAQ on decisions of the 56th GST Council meeting, published by the Press Information Bureau on 3 September 2025, identifies Notification No. 9/2025-Central Tax (Rate), dated 17 September 2025, for CGST rate changes on goods. Use the GST Council’s official rate-notification index to locate notification text, then confirm the exact product entry and effective date. If a later notification changed an item’s treatment, that later text takes precedence over the FAQ.
- List the SKUs you sell and the GST classification already used for each.
- Find the applicable rate and exemption entries in the official notification system; confirm that the classification and wording match the product.
- Record the notification and effective date you relied on before changing a listing, tax code, or invoice setting.
This process checks a classification already in use; it does not determine the correct classification for an unspecified product catalogue. If a product’s classification is uncertain, resolve that question before updating its tax treatment.

Check the effective date and the transaction dates
The Ministry of Finance FAQ states that rate changes for goods and services other than specified tobacco products took effect on 22 September 2025. For those specified tobacco products, it says existing GST and compensation cess rates continue until a later date is notified. Check the relevant notification rather than assuming the general date applies to every product.
For sales near a rate change, the invoice date alone may not determine which rate applies. If the supply, invoice, and payment fall on different sides of the effective date, the FAQ directs taxpayers to Section 14 time-of-supply rules. The result depends on the combination of dates and facts.

- Flag orders around 22 September 2025, including cases where supply, invoice, and payment dates differ.
- Apply the relevant Section 14 rule to each flagged transaction using its actual dates; use the examples in the official FAQ as guidance for the framework.
- For unusual or disputed fact patterns, get advice from a qualified GST professional rather than choosing a rate based only on the invoice date.
Keep an audit trail of the notification checked, the SKU classification, the effective date, and any corrected invoices or tax settings. This is a practical recordkeeping step to support your review, not a statement that the cited FAQ creates a separate statutory recordkeeping requirement.
Separate product rates from marketplace TCS and registration
A marketplace transaction raises questions that are distinct from the GST rate on the goods. CBIC’s e-commerce FAQ discusses supplier registration and tax collected at source (TCS) in marketplace transactions. It distinguishes supplies made by other sellers through an e-commerce operator from a seller’s own-account sales.

Identify who made the supply and whether an operator collects TCS, then review those marketplace obligations separately from the product-rate check. The rate notification alone does not establish that GST 2.0 changed registration or TCS rules. CBIC’s page includes older material, so do not rely on its older numerical examples as current GST 2.0 rate guidance.
The Ministry of Finance FAQ directly says: “No, there is no change in threshold of the registration required for goods under CGST Act, 2017.” That answer concerns the goods registration threshold; sellers still need to assess their own registration circumstances.

What to have ready for a sales-impact check
- Your SKU list and the classifications currently assigned to those products.
- The relevant official rate and exemption notification entries, with their effective dates.
- Supply, invoice, and payment dates for orders that may cross the effective date.
- For marketplace orders, whether the supply was made through an operator or on your own account, and whether TCS applies.
- A record of any resulting invoice or tax-setting corrections.
Official material establishes dates, notification references, and legal guidance; it does not provide an exhaustive rate table for every seller’s SKU catalogue or a statistic that predicts the effect on an individual seller’s revenue. Determine the impact order by order and product by product.
