How to Check Whether a UPI Payment Method or Merchant Charges a Fee

Check the final UPI amount before entering your PIN, and distinguish a customer fee from merchant-side MDR. India’s revised MDR framework is scheduled to take effect on 15 October 2026.

Before approving a UPI payment, check the payment type, selected funding source, merchant category and final amount on the app’s confirmation screen. A merchant-side MDR is not the same as a fee charged to you. As of 7 October 2026, India’s revised MDR framework is announced but is not scheduled to take effect until 15 October 2026.

How to check for a fee before you pay

  1. Identify the payment type. Is it a person-to-person (P2P) transfer or a person-to-merchant (P2M) purchase? The rules and relevant fees can differ.
  2. Check the funding source. Note whether the app will pay from a bank account, an eligible prepaid payment instrument (PPI) or wallet, or another source. Check the terms for the specific source you selected.
  3. Note the amount and merchant category. These details matter under the announced MDR framework, including its thresholds and category-specific rates.
  4. Review the confirmation screen before entering your UPI PIN. Verify the recipient and look for the total payable amount and any separately listed fee. If the total is higher than the amount you agreed to pay, do not authorize the transaction.
  5. Compare any displayed charge with the relevant terms. Check the payment app or bank’s current fee schedule and the merchant’s written terms or receipt. Ask the merchant to identify a charge in writing and clarify whether it is part of the product or service price or a separate payment surcharge. Keep the transaction details.

A label such as “UPI charge” does not by itself tell you who is being charged. MDR, or Merchant Discount Rate, is a merchant-side payment ecosystem charge; it is distinct from a customer-facing fee.

What India’s announced MDR framework says—and when it applies

The Ministry of Finance announced a revised MDR framework on 15 September 2026. HDFC Bank identifies 15 October 2026 as its effective date, so the framework is upcoming as of 7 October 2026. The announced rates below should not be treated as already in force on 7 October; check current provider terms and the framework’s effective status when you pay.

Qualifying small merchants receiving up to ₹1 lakh per month through UPI QR under P2PM Zero MDR.
Specified P2M payments above ₹2,000 0.4% MDR, capped at ₹300 for transactions of ₹75,000 and above.
Qualifying payments above ₹2,000 in railways, telecom, insurance, fuel and agricultural inputs Flat ₹5 MDR.
Capital-market payments 0.02% MDR, capped at ₹300.

These are merchant-side MDR terms, not a customer fee schedule. The Ministry says MDR is not a charge on customers and banks have been advised to ensure merchants do not pass it on to customers. It also says UPI applications may not impose platform fees or hidden charges under the announced framework. The Ministry estimates that approximately 96% of merchant transactions will remain unaffected; that estimate is not a guarantee about an individual transaction or merchant.

How the funding source affects the fee check

For PPI-on-UPI merchant transactions, HDFC describes certain interchange fees as ecosystem fees rather than customer charges. NPCI’s FAQ says customers do not pay charges for PPI-on-UPI transactions. That does not establish that every wallet, account product, biller or ancillary service has identical pricing. Check the specific source selected in your app and its terms rather than assuming all products are priced alike.

Merchant-specific charges need merchant-specific evidence

A provider’s merchant terms can show what that provider charges merchants, but they do not establish another merchant’s pricing or authorize a customer surcharge. For example, India Post Payments Bank’s merchant terms permit merchant service charges and list 0% UPI MDR in its merchant table. That is IPPB’s listed merchant pricing, not a universal fee schedule. For your payment, rely on the merchant’s written terms or receipt and the current terms for the payment provider and funding source involved.
