To check whether a stablecoin appears to meet the EU’s MiCA requirements, identify its legal category, match the token and issuer to ESMA’s current MiCA register and white paper, and verify the authorization and EU-offer context. A register entry is useful evidence, not a guarantee of safety or proof that every activity involving the token complies.
1. Identify the exact token and its MiCA category
Start with the stablecoin’s full name, ticker, issuer’s legal name and, if available, the blockchain and contract address. Similar names, wrapped tokens and versions issued on different chains can refer to different assets. Do not rely on a marketing label alone: assess the token’s disclosed reference and features.

- E-money token (EMT): a crypto-asset that purports to maintain a stable value by reference to one official currency.
- Asset-referenced token (ART): a crypto-asset that purports to maintain a stable value by reference to another value or right, or a combination of values or rights.
These categories matter because MiCA sets out separate rules for them. The definitions are in the MiCA provisions on EMT white papers; the token’s own disclosures help establish which category it falls into.

Use the ESMA register provision under MiCA Article 109 as the starting point for locating register information about ART and EMT issuers and their white papers. Search by issuer as well as token name, then check that the legal entity and asset in the entry match the stablecoin you are assessing.

Check the white paper’s status and version. Article 109 provides for the register to include white papers and modified versions, with outdated white papers retained in a separate archive and marked as out of date. An archived document is not evidence that it is the current disclosure.
3. Verify the issuer’s authorization
MiCA’s general rule is that an ART issuer must be authorized under Article 16(1), and an EMT issuer under Article 48(1), when the token is offered to the public or admitted to trading in the Union. ESMA and the European Commission state that MiCA Titles III and IV have applied since 30 June 2024. Transitional provisions for ARTs are set out in Article 143(4) and (5), so the general rule should not be applied to a particular ART without checking whether those provisions are relevant. Compare the issuer’s legal name and authorization information in the register with the white paper and the issuer’s own disclosures. If the information is missing, unclear or inconsistent, check the relevant national competent authority’s website. The EBA also identifies the white paper, issuer, offeror or trading-platform website, ESMA register and potentially the competent authority as places to check; see its statement on the application of MiCAR to ARTs and EMTs.
4. Check who is offering the token in the EU
Issuer status alone does not answer whether a particular EU-facing offer or admission to trading complies. The ESMA/European Commission answer explains that the rules also apply to offers or admissions by a person other than the issuer, subject to MiCA’s terms. Identify who is making the offer or seeking admission, and whether the activity is an offer to the public or admission to trading in the Union. Whether a specific platform or intermediary activity meets those descriptions can depend on the facts.

5. Compare the current white paper with the token
Read the current white paper, not just a summary or an archived version. For EMTs, Article 51 specifies disclosures that include information about the issuer and token, the offer or admission to trading, rights and obligations, the technology, risks and environmental impacts. Compare those details with the token and issuer information you found elsewhere.
- Does the issuer’s legal identity match across the register, white paper and issuer website?
- Does the paper describe the same token, reference currency and version you are checking?
- Are the disclosed rights and obligations, including any redemption terms, consistent with the issuer’s current statements?
- Does it disclose the principal adverse environmental impacts of the consensus mechanism, as required by Article 51 for an EMT white paper?

6. Decide what the evidence supports
If the register, issuer details and current white paper agree, and the authorization and EU-offer context check out, you have evidence that the relevant requirements appear to be met. That is not a guarantee of the stablecoin’s safety, value, redemption in practice or every aspect of the issuer’s conduct.

Seek current confirmation from the relevant competent authority or qualified legal counsel. The EBA warns that MiCA safeguards do not apply where the relevant ART or EMT offer or admission is not carried out in accordance with MiCA, and advises consumers to be extremely cautious in acquiring such crypto-assets.
