Then match the activity to the current MySST registration category and test the relevant taxable value over the applicable 12-month period. A business’s total revenue alone does not determine whether it must register.
The practical question is not simply how much the business earns. It is what activity it carries out for SST purposes, whether that activity is within the relevant taxable category, and whether the value counted under that category reaches its threshold. Because service-tax thresholds and category descriptions differ, checking the exact current MySST guidance is essential.

Start by identifying which part of SST may apply
Malaysia’s SST has two parts, with different tax bases. Sales tax applies to taxable imported or locally manufactured goods; service tax applies to prescribed taxable services. The Royal Malaysian Customs Department’s MySST guidance treats these as distinct registration paths, so a business should not apply one general turnover test to every activity.
- Manufacturing taxable goods: Check the sales value of the taxable goods manufactured by the business against the manufacturer threshold.
- Providing a service: Check whether the actual service is prescribed as taxable and, if so, use the threshold and conditions for that particular category.
- Importing goods: Imports may be subject to sales tax, but that fact alone does not establish that the importer must register as a manufacturer. Check the treatment for the specific goods and business activity in current Customs guidance.
A business with more than one activity may need to assess each one separately. Do not count all company income automatically: identify which amounts relate to the relevant taxable goods or prescribed service and follow the category’s rules.

This first classification step prevents two common errors: treating every business as though the same SST test applies, and assuming that a high total turnover automatically creates a registration obligation. A business may have income from several activities, but the relevant registration test concerns the taxable activity and amount covered by the applicable rules. Conversely, a business should not dismiss an obligation just because its overall operation is small or because one part of its work is not taxable.
Describe the business in practical terms before looking for a category: what does it make, import, lease, or provide to customers? A broad label such as “retail,” “consulting,” or “healthcare” may not be enough to identify the exact treatment. The MySST category description and its conditions are more useful than an industry label alone.
What is the SST registration threshold?
For manufacturers of taxable goods, MySST states a threshold of RM500,000 in sales value of taxable goods over a 12-month period. For service providers, thresholds vary by prescribed service category. There is no single service-tax threshold that can safely be applied to every business.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors| Registration path | Amount to assess | Threshold information in MySST guidance |
|---|---|---|
| Manufacturer of taxable goods | Sales value of taxable goods | RM500,000 over 12 months |
| Provider of a prescribed taxable service | Value of the relevant taxable service | Varies by service category; check the current MySST registration table and industry guide |
| Specified newly prescribed healthcare-related service providers | The amount specified for the relevant healthcare category | RM1,500,000 in MySST’s 2025 service-tax expansion FAQ; this figure must not be generalized to other services |
The RM500,000 figure is the threshold MySST states for manufacturers of taxable goods; it is not a general SST threshold for all businesses. Likewise, MySST’s RM1,500,000 figure applies to specified newly prescribed healthcare-related providers, not to healthcare businesses as a whole or to unrelated service categories. Check the exact category wording, exclusions and conditions before deciding which threshold applies.
The figures answer different questions. A manufacturer uses the taxable-goods sales value test. A service provider first needs to establish that the service is prescribed and then identify the threshold attached to that service. The RM1,500,000 amount is a specific example from the 2025 expansion guidance, not a shortcut for all health services, other newly covered services, or services generally.
Do not read a threshold table without its category definitions. If the business performs two services, the names on invoices or marketing materials may not settle whether one or both fall into a listed category. Read the current category description and industry guide, including stated exclusions, special categories and exceptions. If the service does not fit cleanly, record the facts that make it uncertain and get confirmation rather than selecting the nearest-sounding category.
How to assess the 12-month period
MySST describes two ways to assess a 12-month period for registration: a historical test and a forward-looking test. The manufacturer guidance describes the RM500,000 taxable-goods sales test using both periods. For services, use the current category guidance to confirm how the period and taxable-service value apply to that activity.
- Historical method: Add the relevant taxable value for the current month and the preceding 11 months.
- Forward-looking method: Assess the current month and the following 11 months, using the applicable rules for the activity.
Keep a month-by-month calculation rather than relying on an annual accounts total that may include non-taxable activities or amounts that do not belong in the category’s test. Where the business has mixed activities, record how each amount was classified and why it was included or excluded.

The historical method looks back from the current month; the forward-looking method considers the current month and the next 11 months. They are not interchangeable descriptions of one annual accounting figure. MySST identifies both approaches, so a business should check which test applies and review the threshold on the relevant basis rather than waiting for year-end accounts to reveal the position.
For example, a manufacturer reviewing its position should total the sales value of taxable goods in the applicable months, not automatically add every sale or all company income. A service provider should similarly work from the value relevant to the prescribed service category. These are calculation principles, not a substitute for the category rules: the business must first know what counts as taxable goods or taxable service for its activity.
A practical record can show the month, the activity or category, the amount considered, whether it was included in the test, and the source used to classify it. Keep enough detail to explain the calculation later. If a total comes close to the threshold, be especially careful about the category and period assumptions; a small classification error could change the conclusion.
How to check your business, step by step
- List the activities the business actually carries out. Separate manufacturing, importing and service provision. Describe what the business makes or does, rather than relying only on a broad industry label.
- Match each activity to the current MySST category. For a service, consult the registration table and the latest industry guide. Read any exclusions, special category descriptions and exceptions that affect the service.
- Identify the amount that counts. Use taxable-goods sales for the manufacturer test or the relevant taxable-service value for a service provider. Do not substitute total business revenue without checking the applicable category rules.
- Calculate the applicable 12-month period. Check the historical and forward-looking methods described by MySST, and confirm the relevant method for the particular activity.
- Check whether the activity’s scope or rules have recently changed. MySST identifies an expansion of service-tax scope effective 1 July 2025 and service tax on rental or leasing services effective 1 January 2026. If the business provides a newly covered or changed service, verify its current category and effective treatment rather than relying on an older description.
- Keep the basis for the decision. Retain the activity description, the MySST category and guidance consulted, and the records supporting the taxable-value calculation. These help explain why the business registered or concluded that it was below the applicable threshold.
Work through the list in order. Looking up a threshold before classifying the activity can lead to using the wrong number. Likewise, a turnover figure cannot resolve whether a service is prescribed, whether an exception applies, or whether a recent scope change is relevant. The category decision and the amount calculation are connected but separate parts of the check.
For a business that manufactures goods and also provides a service, make separate notes for each path. Do not assume that meeting or not meeting one test settles the other. The goods test concerns sales value of taxable goods; the service test concerns a prescribed service and its category-specific conditions. For imports, verify the treatment of the specific goods and activity rather than inferring manufacturer registration solely from the fact of importation.
When consulting MySST, note the category wording and date of the guidance you relied on. This is particularly useful when a service has recently been added, changed, or is described in a way that could overlap with an exclusion. If the business later changes what it sells or how it provides a service, repeat the classification and threshold check: an earlier conclusion may not cover a changed activity.
How service-tax scope changes affect the check
Service categories can change, so a conclusion based on an older list may no longer fit the business. MySST records an expansion of service-tax scope effective 1 July 2025. It also lists rental or leasing service tax as effective from 1 January 2026. These dates do not, by themselves, determine whether a particular business must register: the exact service, category conditions, taxable value and applicable threshold still matter.
Recommended Free Tools
For rental or leasing, or any activity introduced or changed by the expansion, check the current MySST materials for the precise scope and category. If the business’s activity is mixed, unusual or close to an exclusion, seek qualified Malaysian tax advice or confirmation from Customs rather than assuming that a broad label settles the question.

The dates matter because an old internal checklist or an earlier category search may not reflect the current treatment. A business providing rental or leasing services should account for the 1 January 2026 effective date when checking its current position. A provider affected by the expansion identified for 1 July 2025 should verify the relevant category and applicable rules for that service. Neither date means that every business in a broad sector automatically has to register; the category, conditions and threshold still have to be checked.
MySST’s expansion FAQ gives RM1,500,000 for specified newly prescribed healthcare-related service providers. Treat that as a category-specific figure, not as a general threshold for all healthcare activity or all services added or changed in 2025. Confirm that the business’s actual service matches the specified category before relying on the figure.
How goods and service registration checks differ
The two paths can be compared by asking four questions: what is being taxed, what amount is measured, which threshold applies, and what guidance controls the category. For taxable-goods manufacturers, MySST states RM500,000 in sales value over 12 months. For services, the tax base is the value of the relevant prescribed taxable service, while thresholds depend on the service category. In both paths, the amount should be assessed over the applicable 12-month period, but service providers need to confirm the exact application in their current category guidance.
This distinction helps avoid using the manufacturer threshold for a service business, or using a specific service threshold as if it applied to goods. It also explains why total revenue alone is not a reliable answer. If a business has multiple activities, identify what each amount relates to and apply the relevant test separately rather than combining unlike activities into one headline turnover number.
There is also a difference between tax applying to a transaction and a business’s obligation to register under a particular registration path. The available MySST guidance distinguishes taxable imports and locally manufactured goods from prescribed taxable services. An importer should therefore investigate the specific goods and activity rather than assume that importation alone makes it a manufacturer for registration purposes. Where the treatment is unclear, use current Customs guidance or seek professional advice.
What to do if the business meets the test
MySST says registration is handled online through its system. Use the current portal instructions for the relevant registration type and provide the information requested there. The exact category and the records supporting the threshold calculation should be clear before submitting the application.
MySST also says some service providers below their category’s registration threshold may be eligible to register voluntarily, subject to conditions. Below-threshold status alone does not establish eligibility, so check the current conditions for the service before applying.

If the business is below its threshold, do not treat that as automatic permission to register voluntarily. MySST notes that some below-threshold service providers may be eligible, subject to conditions. The business should check whether its specific service qualifies and what conditions apply before deciding to make a voluntary application. This is a separate question from whether it is already required to register.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What changes after a service provider registers
MySST’s service-tax FAQ identifies two post-registration obligations for registered service providers: filing SST-02 returns and issuing invoices for taxable services. Check the current filing guidance for the business’s tax period and applicable due dates; the general FAQ does not replace the instructions that apply to an individual registration.
Registration is therefore not the end of the compliance check. A provider should understand the return and invoicing obligations that follow registration and keep the relevant records organized. The FAQ identifies SST-02 returns and invoices for taxable services, but it is not a substitute for current guidance on the business’s tax period, filing schedule or invoice requirements. Confirm those details through MySST for the specific registration.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Do not infer a due date or a tax period from the general fact that returns are required. MySST’s current instructions for the registration should be used to confirm the applicable schedule. Similarly, the invoice obligation identified for taxable services should be followed with reference to the current official guidance. Keeping category and transaction records from the beginning makes it easier to support both the registration decision and post-registration administration.
Common mistakes to avoid
- Using total revenue as the test: Start with taxable-goods sales or the value of the relevant prescribed service, as appropriate, rather than the entire company turnover.
- Applying one threshold to every service: MySST’s service thresholds are category-specific. The RM1,500,000 healthcare-related figure is limited to specified providers, while RM500,000 is the stated manufacturer threshold for taxable goods.
- Checking only a historical year-end total: MySST describes historical and forward-looking 12-month tests. Track the relevant months and verify the method for the category.
- Relying on a broad industry label: Match the service actually performed to the current category wording, including exclusions and special conditions.
- Using outdated scope information: Check changes effective 1 July 2025 and the rental or leasing effective date of 1 January 2026 against current MySST guidance.
- Assuming that importing means manufacturer registration: Imports may be subject to sales tax, but the importer’s registration position must be checked for the specific goods and activity.
- Assuming below threshold means no action is ever needed: Recheck as activity and taxable value change, and confirm any possible voluntary service registration conditions.
When the answer is uncertain
A business cannot determine its liability from turnover alone if it has not first classified its activities and identified the relevant taxable amount. MySST describes its FAQ information as general guidance that may change. Confirm the current category materials for exempt, mixed, newly covered or otherwise unusual activities, and consider qualified Malaysian tax advice where the classification or calculation is unclear.
Uncertainty is most likely where one activity could fit more than one description, a category includes an exclusion, a business has mixed income, or the service has recently been brought within or changed under the rules. In those cases, write down what the business actually supplies, how it is supplied, and which amounts relate to that activity. Compare those facts with current MySST materials and seek confirmation if the category cannot be resolved confidently.
No general answer can decide an individual company’s position without its activities, goods or service category, taxable value and relevant period. If those facts are not available, the right next step is to assemble them and check the official category guidance—not to guess from a turnover figure. MySST’s FAQ is intended for general understanding and may change, so the latest official materials should be used when making or revisiting the decision.
Frequently Asked Questions
How do I know if my business needs to register for SST in Malaysia?
First identify whether the business manufactures taxable goods or provides a service prescribed as taxable. Then match the activity to the current MySST category, identify the relevant taxable amount, and apply the applicable 12-month test and threshold. Total business revenue alone does not answer the question.

What is the SST registration threshold?
MySST states RM500,000 in taxable-goods sales over 12 months for manufacturers of taxable goods. Service-tax thresholds vary by prescribed service category. MySST’s 2025 expansion FAQ gives RM1,500,000 for specified newly prescribed healthcare-related providers; that amount should not be applied to every service or healthcare business.
Does SST apply to my service business?
It depends on whether the actual service is prescribed as taxable and whether the category’s conditions and threshold apply. Check the current MySST registration table and latest industry guide, including exclusions and special categories. A broad industry label is not enough to settle the classification.
How do I check the 12-month threshold?
MySST describes a historical method using the current month and preceding 11 months, and a forward-looking method using the current month and following 11 months. Use the relevant taxable-goods sales or service value and confirm which method applies to the activity in current guidance.

MySST records an expansion of service-tax scope effective 1 July 2025 and rental or leasing service tax effective from 1 January 2026. Whether a particular business is affected depends on its precise service, category conditions and threshold, so confirm the current MySST guidance.
The Bottom Line
Check SST registration by activity, not by total turnover: identify the taxable goods or prescribed service, use its current MySST category and threshold, and assess the relevant value over the applicable 12-month period. For manufacturers of taxable goods, MySST states RM500,000; service thresholds vary.
