How to Check Whether a Government Payment Program Is Real and Who Qualifies

Verify a government payment through the responsible agency, check unexpected checks with Treasury, and use current program rules—not an ad or benefit finder—to assess eligibility.

To check whether a government payment program is real, find the program on the responsible agency’s official website and contact that agency using contact details you locate independently. Then read that program’s current eligibility and application rules. For an unexpected U.S. government check, check its issuing agency or payment reason and use Treasury’s Check Verification System. No general finder or payment claim can establish that you personally qualify.

How to verify a government payment claim

  1. Pause before responding. Don’t click a link, scan a QR code, call a number, or follow payment instructions provided only in an unsolicited message. A demand for money or sensitive personal information in exchange for a promised grant or benefit is a serious warning sign. USAGov says claims of “free money from the government” are often scams: Government grants and loans.
  2. Identify the exact program and agency. Search for the program through USAGov’s Benefit Finder or its benefits information. A general ad or message may not name the program clearly; don’t treat that as proof it exists.
  3. Locate the agency independently. Use the agency’s official website or contact information listed through USAGov, rather than contact details in the message. Ask whether the named program and payment offer are genuine.
  4. Check the current rules. On the administering agency’s official page, review who may apply, how to apply, what documents are required, and any deadline. Each program has its own rules and process; a broad promise does not mean a payment is automatic or universal. See USAGov’s guidance on free-money scams.
  5. Report suspected impersonation or resolve payment issues through official channels. USAGov directs people to the Federal Trade Commission for imposter scams and to the relevant agency for tax-related impersonation or questions about late, missing, or incorrect benefits: Scams and fraud and Benefit payment issues.

If you received a government check

Look in the check’s memo or issue-type area for the payment reason or authorizing agency, then contact that agency through independently located official contact information. Treasury’s Check Verification System can help verify whether a check is legitimate and government-issued. This checks the instrument; it does not determine whether you qualify for a separate benefit program.

If you cannot identify the agency that issued the check, USAGov lists the Bureau of the Fiscal Service Call Center at 1-855-868-0151 as a way to ask which agency authorized it. Confirm the contact details on the live USAGov government checks and payments page.

How to find out who qualifies

There is no single eligibility rule for all government payments. Begin with the named program and the agency that administers it. USAGov’s Benefit Finder lets you browse by life event or category and points to programs and application information; its results are leads to investigate, not an individual eligibility decision.

  • Check the jurisdiction. Confirm whether the program is federal, state, territorial, tribal, or local, and use the relevant agency. Some benefit payments are handled by state or tribal offices.
  • Read the program’s actual criteria. Check every stated condition and the evidence the agency requires. Without a specific program and applicant details, no one can determine personal eligibility from a general payment claim.
  • Follow the official application route. Use the application method and document list given by the administering agency, not a link from an unsolicited message.
  • Note deadlines and status channels. Record the application deadline and use the agency’s official route to ask about an application or payment.
  • Confirm what kind of payment is being offered. A benefit, grant, loan, refund, or other government payment can have a different purpose and process.

Benefits, grants, and loans are not interchangeable

USAGov describes benefits as assistance that may help with food, health care, housing, utilities, and other living costs. Each benefit has its own rules. Federal grants typically support states and organizations rather than individuals’ personal expenses. Government loans may support education, housing, or business needs, but must be repaid under their terms. Use USAGov’s benefits resources to look for assistance relevant to living costs, and verify any grant or loan offer with the responsible agency.

Where to ask about late, missing, or incorrect payments

Contact the agency or office that issued the payment. USAGov lists these routes; check its live benefit payment issues page to confirm current contact details and instructions:
