As of 8 October 2026, Pakistan has a statutory framework for virtual-asset services under the Virtual Assets Act, 2026. Before trying to buy or sell Bitcoin, check whether the provider has a final PVARA licence for the relevant service, then confirm directly with the provider and your bank that your account, PKR payment method and Bitcoin transfers are available. The official material reviewed does not establish a verified retail platform or Bitcoin-specific tax rules, so this guide explains how to check the essentials without assuming a particular route is available.
What the current rules mean for buying or selling Bitcoin
The Virtual Assets Act, 2026 established the Pakistan Virtual Asset Regulatory Authority (PVARA) to license, regulate and supervise covered virtual-asset activities. The Act applies to providers carrying on, or holding themselves out as carrying on, covered services in or from Pakistan. PVARA’s Pakistan Virtual Asset Services Regulations, 2026 and Activity Specific Regulations, 2026 were notified on 21 August 2026.
PVARA says a business may not provide covered services in or from Pakistan without meeting the required incorporation conditions and holding a valid licence for the relevant category. Categories include exchange, broker-dealer and custody services. This framework makes provider authorization an important check, but it does not by itself confirm that a particular platform accepts Pakistani customers or supports a specific way to fund an account, buy Bitcoin, sell it or withdraw proceeds.
For the banking position, do not rely on the State Bank of Pakistan’s 2018 circular as the complete current rule. SBP’s later instructions say the Virtual Assets Act, 2026 replaced that instruction. Regulated entities may open accounts for PVARA-licensed virtual-asset service providers subject to conditions, including independently verifying a valid PVARA licence. That permission is conditional; it does not establish that every bank, payment method or customer transaction is available.

How to check a provider before using it
- Look for the provider in PVARA’s current public register. PVARA says it maintains and publishes an up-to-date register of licensees. Check the exact legal entity, not just an app or brand name.
- Match the licence to the service you need. Confirm the licence number and permitted categories or services. A licence for one activity should not be assumed to cover exchange, brokerage or custody services that are not listed.
- Do not treat an NOC as a final licence. PVARA describes an NOC-to-licence pathway; an NOC or preliminary approval is not equivalent to a valid final licence. The provider’s status in the register is the relevant check.
- Confirm your particular transaction with the provider and your bank. Ask whether Pakistani residents can onboard, whether PKR deposits and withdrawals are supported through your intended bank or payment method, and whether Bitcoin deposits and withdrawals are available. The official rules do not establish these provider-specific details.
- Read the current terms before sending money or Bitcoin. Check the total fee and spread, settlement timing, custody arrangement, withdrawal limits and network details, account recovery process, and complaint route. The official materials do not compare retail services on these points.
A Bitcoin listing on an exchange is not a government endorsement. PVARA says an exchange’s notification that it lists an asset does not mean the Authority approves or guarantees that asset.
Buying Bitcoin: what you can verify before placing an order
There is no verified provider-specific retail buying flow established here, so do not assume that a particular app, bank transfer or PKR payment route works. Once you have identified a provider with the appropriate final licence, establish these details from its current disclosures and your bank before committing funds:

- Whether the provider currently accepts Pakistani customers and what identity or account checks it requires.
- Whether your chosen PKR funding route is supported, including any limits, charges and expected processing time.
- The full cost of the purchase, including any stated trading fee and the difference between the quoted buy and sell prices.
- Whether the Bitcoin will be held by the provider or can be withdrawn to a wallet you control, and any minimums, fees or timing conditions.
Only proceed when the legal entity, licence scope, payment route and order terms are clear. Do not infer availability from an app listing, a social-media claim or a provider’s use of the word “licensed.”
Selling Bitcoin and receiving the proceeds
Selling also depends on the provider’s authorized service and its current terms. Before transferring Bitcoin or placing a sell order, verify that the provider accepts the relevant Bitcoin transfer, explain how it calculates the sale price and fees, and confirm how and when proceeds can be withdrawn. Ask whether the intended PKR withdrawal route is supported by both the provider and your bank. No general settlement time or universally available cash-out method is established by the official material.

Check the withdrawal network and destination details carefully if the provider requires an on-chain transfer. A mismatch between the network or address requested and the one used can prevent a transfer from arriving; rely on the provider’s current instructions rather than a generic walkthrough.
Bitcoin tax treatment in Pakistan
Bitcoin-specific tax treatment is unresolved in the official material reviewed. The Federal Board of Revenue page identified concerns general income-tax registration and did not specify Bitcoin tax rates, taxable events or reporting rules. Do not rely on an unsourced flat capital-gains rate or assume that a particular purchase, sale or transfer has a settled tax treatment. Keep transaction records and consult a qualified Pakistan tax adviser or current FBR and Finance Act guidance for your circumstances.

Exchange custody or a wallet you control?
Buying or selling does not require you to use a hardware wallet. If you choose to hold Bitcoin yourself rather than leave it with a provider, a hardware wallet is one possible self-custody option, not a PVARA requirement or an endorsement of any device. Self-custody also means you are responsible for protecting recovery information and arranging access; consider how you would recover your holdings before moving assets.
