How to Build a Treasury Bill Ladder for Predictable Cash Flow

A Treasury bill ladder can stagger when principal becomes available. Learn how to choose maturities, place rungs, manage reinvestment, and plan around cash needs without assuming future rates are fixed.

A Treasury bill ladder can spread the dates when your principal becomes available, making cash planning more orderly. It cannot fix the interest rate on future purchases: each new bill is priced at auction. Build the ladder around the dates and amounts you expect to need, and keep a separate reserve for cash you may need sooner.

What a Treasury bill ladder does—and what it cannot do

A Treasury bill ladder is a group of bills bought to mature at different times. When a bill matures, you can use its proceeds or reinvest them in another bill. By staggering maturities, you create a schedule of expected cash availability rather than tying the entire bill allocation to one maturity date.

Bills are issued electronically at a discount or at par. At maturity, the Treasury pays the bill’s face value; the difference between what you paid and face value is the return. TreasuryDirect puts it simply: “The only interest payment to you occurs when your bill matures.” Treasury Bills: FAQs

The ladder arranges timing, not future returns. The rate for each new bill is determined at its auction, so a rate available today does not establish the rate for a bill you buy later. Treasury’s auction FAQs

This distinction matters when you are planning a recurring cash need. A maturity date can be placed on your calendar, but the interest earned on a later rung cannot be known when you buy the first one. If rates at future auctions differ, the amount you earn by continuing to roll proceeds into new bills will differ too. Think of the ladder as a way to schedule access to principal, not as a way to lock a stream of identical interest payments.

Choose a maturity pattern around your cash needs

Start with expected expenses and the dates they fall due—not with the longest term or the highest rate you may see. A bill that matures after a payment is due does not solve that cash need unless you have other liquid funds to cover the gap. Preserve an appropriate reserve outside the ladder for emergencies and expenses that could arise before a maturity.

Write down both the date and approximate amount of each expected cash need. Then distinguish predictable expenses from money that should remain readily available because its timing is uncertain. The bill allocation is the portion you can leave invested until a planned maturity; it should not automatically include every dollar of available cash. Treasury’s bill terms do not determine how large an individual’s reserve should be, so make that choice in light of your own expenses and circumstances.

Match the spacing to the job

U.S. Treasury bills currently have regular terms of 4, 6, 8, 13, 17, 26, and 52 weeks. Regular 4-, 6-, 8-, 13-, 17-, and 26-week bills are auctioned weekly; 52-week bills are auctioned every four weeks. That cadence gives you several ways to stagger maturities, but it does not mean every bill’s maturity date will land on your preferred spending date. Check the actual auction and issue dates on the Treasury auction schedule, which can change.

Regular bill term Usual auction cadence Maximum scheduled reinvestments in TreasuryDirect
4 weeks Weekly 25
6 weeks Weekly 16
8 weeks Weekly 10
13 weeks Weekly 7
17 weeks Weekly 6
26 weeks Weekly 3
52 weeks Every four weeks 1

Terms and auction cadence are described in TreasuryDirect’s Treasury bills overview and bill FAQs. Reinvestment limits are TreasuryDirect-specific; see its reinvestment guidance. The schedule is a planning aid, not a promise that future auction dates will follow an unchanging weekday pattern.

The terms are building blocks, not a ranking. A shorter term can put principal back in reach sooner and create more decision points; a longer term can leave it invested longer before the next maturity. Which matters more depends on when you expect to need cash and how often you want to revisit the decision. Auction frequency is also not the same thing as a guaranteed maturity pattern: Treasury notes that schedules may change with financing needs, policy decisions, debt-limit action, holidays, or special circumstances.

Example: creating weekly maturities over time

Suppose you have $13,000 allocated to bills and want a weekly maturity cycle after it is established. As an illustration—not a recommendation—you could use $1,000 portions to buy 13-week bills at successive weekly auctions. Each portion would have a different purchase date and, in turn, a different maturity date. Once the first bill matures, you could use its face-value proceeds or buy another 13-week bill to keep the cycle going.

This example takes time to build: the bills do not all mature weekly immediately after the first purchase. It also assumes the auction and issue dates support the intended spacing, so use the current calendar to check actual dates. You can vary the amount per rung or use other terms if your spending pattern calls for less frequent maturities. Treasury does not prescribe a universal number of rungs or allocation; the right pattern depends on when you expect to need the cash.

In practice, lay out the intended dates before buying. Mark the first purchase and maturity, then work forward rung by rung using the current auction calendar. If the issue date and term do not produce a maturity close enough to the date you need, use a different available term or keep more cash outside the ladder for that expense. Do not assume that buying on the same weekday every week will always produce the exact spacing you want; confirm the actual dates for each issue.

Build the ladder step by step

  1. List cash needs and retain a reserve. Write down expected spending dates, approximate amounts, and cash that must remain available without waiting for a bill to mature. Do not put money into the ladder if its timing would leave a known bill uncovered.
  2. Set the planning horizon and spacing. Choose how far ahead you are comfortable committing the bill allocation, then select terms and purchase dates that place maturities near expected cash needs. Shorter terms return principal sooner and require more frequent decisions; longer terms can reduce the frequency of those decisions but keep the money committed for longer.
  3. Divide the bill allocation into rungs. Choose amounts that fit your cash plan. As a simple illustration, equal portions can make a maturity schedule easier to track, but equal sizing is not required. Treasury’s minimum purchase is $100, and purchases are in $100 increments. TreasuryDirect’s buying guidance
  4. Choose where to buy. TreasuryDirect accepts noncompetitive bids only. You can also buy Treasury bills through a bank, broker, or dealer. The purchase route can affect account procedures and how you manage maturities, so check the institution’s process and any charges rather than assuming its features match TreasuryDirect’s. Buying a Treasury marketable security
  5. Verify auction and issue dates before placing orders. Use the live Treasury schedule and the relevant auction announcement. Treasury says patterns can shift because of financing needs, policy decisions, debt-limit action, holidays, and other special circumstances. Do not rely on a static weekday pattern.
  6. Decide whether each maturity is for spending or reinvestment. At maturity, use the proceeds for the planned cash need or buy a new bill based on the need and rate then available. A reinvestment continues the ladder; it is not automatic evidence that the same rate or cash-flow amount will recur.
  7. Track the schedule. Keep a spreadsheet or other record with the bill amount, term, auction or purchase date, maturity date, and intended action at maturity. Record tax information with your other financial records.

The $100 minimum and $100 increments give you a practical way to size smaller rungs, but they do not dictate how many you should create. For example, an allocation can be divided into equal portions if a regular pattern is useful, or into different amounts if the expected cash needs vary. The point of the schedule is to make each rung’s purpose clear: which expense it may cover, whether it is intended to roll forward, or whether it is part of the reserve plan.

When selecting a route, compare operational details rather than assuming all accounts work alike. TreasuryDirect offers noncompetitive bidding and its own defined bill reinvestment settings. Treasury also identifies banks, brokers, and dealers as purchase routes. If you use an intermediary, ask how it handles orders, maturity proceeds, reinvestment instructions, and any charges relevant to your account. The institution’s rules may not match TreasuryDirect’s controls or deadlines.

Choose intentionally at every maturity

For each rung, decide whether the maturity proceeds will fund spending or remain invested. If the next planned expense is approaching, redeeming the proceeds may be more useful than extending the ladder. If there is no near-term need, reinvestment can establish a later maturity, but the new bill’s rate will be the one determined at its auction—not the rate on the maturing bill.

TreasuryDirect lets you set up a bill reinvestment when you make the original purchase or schedule it later, as late as four business days before maturity. Its guidance lists the term-specific maximum number of reinvestments and a scheduling horizon of up to two years. Scheduled reinvestments can be edited or canceled within the stated window; check the live bill redemption and reinvestment instructions for the current controls and deadlines.

The limits differ by term: TreasuryDirect lists up to 25 scheduled reinvestments for a 4-week bill, 16 for a 6-week bill, 10 for an 8-week bill, 7 for a 13-week bill, 6 for a 17-week bill, 3 for a 26-week bill, and 1 for a 52-week bill. These are account-specific reinvestment limits, not a recommendation to keep any bill invested for that many cycles. They also do not make a future rate predictable. Review the settings and current instructions if you use this feature, especially if your cash needs or plans change.

If your bill is held at a bank or brokerage, contact that institution about its redemption and reinvestment options. Do not assume it will reinvest automatically or handle a maturity on the same timetable as TreasuryDirect. TreasuryDirect explains the difference by holding route.

A useful routine is to revisit the next maturity before it arrives. Check whether the cash need is still expected, whether the maturity date fits, and whether you still want the proceeds invested at the rate available for a new auction. If the plan has changed, using the funds rather than rolling them forward is a normal choice; the purpose of the ladder is to create decision points, not to require permanent reinvestment.

Trade-offs to consider before choosing terms

  • Cash timing: Select maturities that align with expected needs and leave enough outside the ladder for earlier or uncertain expenses. A ladder is most straightforward when you expect to hold bills to maturity. Treasury says a bill can be sold before maturity, but the amount you would receive from an early sale is not established here; do not rely on an assumed sale value to meet a fixed bill.
  • Decision frequency: Shorter terms make principal available sooner, but you will make more frequent use-or-reinvest decisions. Longer terms mean fewer decision points over the same span, but the cash is committed for longer.
  • Rate uncertainty: Rolling short-term bills exposes more of the proceeds to future auction rates sooner. A ladder cannot remove that uncertainty or promise a fixed rate for later rungs.
  • Account operations: TreasuryDirect has defined noncompetitive-bid and reinvestment procedures. Banks and brokers may be convenient for an investor’s broader account setup, but their operating details vary by institution.

These comparisons are about fit, not a claim that one term is universally best. If your key concern is having access to principal sooner, shorter maturities may offer more frequent maturity dates, while also creating more frequent reinvestment or spending decisions. If you prefer fewer decision points, longer terms may reduce how often you have to act, but they leave each amount invested longer before maturity. In either case, keep enough outside the ladder for needs that arise earlier than scheduled.

Similarly, compare purchase routes based on access and account operations. TreasuryDirect takes noncompetitive bids only. A bank, broker, or dealer is another way to purchase, but the details of buying and handling proceeds are specific to the institution. Ask what it supports rather than assuming automatic reinvestment, a particular maturity workflow, or identical timing. The decision is partly about administrative fit; it does not change the basic fact that the next bill’s rate is determined at auction.

Do not build the plan around an early sale unless you have separately verified how that route works and what proceeds might be available. TreasuryDirect says bills may be held to maturity or sold before maturity, but an early sale is not the same cash-flow event as receiving face value at maturity. A ladder intended to cover a known payment is easier to plan when the maturity date precedes that payment and the expected proceeds are not dependent on selling early.

Taxes and records

Treasury bill interest is subject to federal income tax and is exempt from state and local income taxes, according to TreasuryDirect’s bill guidance. That is the general treatment; your own reporting and tax outcome may depend on your circumstances. Keep purchase and maturity records with your tax documents and consult a qualified tax professional for individual advice.

A simple record can include the amount invested, term, auction or purchase date, maturity date, whether the proceeds were spent or reinvested, and any tax documents you receive. Keeping the schedule in one place helps you see upcoming maturities and intended cash uses without relying on memory. A spreadsheet is sufficient for tracking; no special physical product is necessary to create a ladder.

How to know when bills will be auctioned

Use the U.S. Treasury’s current auction schedule and check the specific auction announcement for the bill you are considering. The regular pattern is weekly auctions for 4-, 6-, 8-, 13-, 17-, and 26-week bills, and an auction every four weeks for 52-week bills. Treasury warns that auction patterns and dates can shift, so a recurring weekday pattern should not substitute for checking the live calendar.

Also distinguish the auction date from the date the bill is issued and its maturity date. For a ladder, the actual maturity date is what matters for planning cash use. Confirm the issue and maturity dates shown for the particular bill before you count on proceeds for a payment.

What maturity terms are available?

TreasuryDirect lists regular bill terms of 4, 6, 8, 13, 17, 26, and 52 weeks. The shorter six terms are auctioned weekly; the 52-week bill is auctioned every four weeks. These terms let you create different spacing patterns, but the available term does not guarantee a maturity on any chosen calendar day. Use the official schedule and announcement to select issues whose dates fit your plan as closely as possible.

Frequently asked questions

Does a Treasury bill pay interest every month?

No. Treasury bills are sold at a discount or at par, and the holder receives the face value at maturity. The difference between the purchase price and face value is the return; TreasuryDirect says the only interest payment occurs when the bill matures. A bill ladder can create staggered maturity proceeds, but it is not a monthly coupon schedule.

Can a Treasury bill ladder guarantee a set return?

No. A ladder can schedule dates when principal becomes available, but a new bill’s rate is determined at its auction. If you reinvest proceeds, the future rate may be different from the rate on the bill that matured. Do not treat the first bill’s rate as a promise of the return on later rungs.

Can I set bills to reinvest automatically?

TreasuryDirect lets you arrange a bill reinvestment when you buy or schedule one later, as late as four business days before maturity. It lists term-specific limits and allows scheduled reinvestments up to two years ahead. If the bill is held through a bank or brokerage, ask that institution what reinvestment options and procedures it offers; do not assume they match TreasuryDirect’s.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is the minimum amount I can invest?

TreasuryDirect’s current buying guidance sets a $100 minimum purchase, with purchases in $100 increments. That can help when sizing rungs, but it does not require equal-sized portions. Check the applicable purchase instructions for the route you use.

Can I sell a bill before it matures?

Treasury says a bill may be held to maturity or sold before maturity. However, the amount available from an early sale is not established by the general bill information cited here. If your cash plan depends on proceeds before maturity, verify the applicable sale process and terms rather than assuming you will receive face value early.

Are Treasury bill earnings taxable by my state?

TreasuryDirect says bill interest is subject to federal income tax and exempt from state and local income taxes. This is the general treatment and does not determine your individual reporting or tax outcome. Consult a qualified tax professional for advice about your circumstances.

Frequently Asked Questions

What is a Treasury bill ladder?

It is a group of Treasury bills bought to mature at different times. At each maturity, you can use the proceeds or reinvest them, creating a schedule of principal availability rather than one maturity date.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I know when Treasury bills will be auctioned?

Check the U.S. Treasury’s current auction schedule and the announcement for the specific bill. Regular 4-, 6-, 8-, 13-, 17-, and 26-week bills are auctioned weekly; 52-week bills are auctioned every four weeks, but dates and patterns can shift.

What are the maturity terms for Treasury bills?

TreasuryDirect lists regular terms of 4, 6, 8, 13, 17, 26, and 52 weeks. Check the current auction calendar because the term alone does not assure a maturity date that matches your preferred spending date.

Does a Treasury bill ladder lock in a rate?

No. The rate on each new bill is determined at its auction. A ladder can make maturity timing more orderly, but future reinvestment rates are uncertain.

Can I automatically reinvest Treasury bills?

TreasuryDirect allows bill reinvestment to be set up at purchase or scheduled later, as late as four business days before maturity, subject to term-specific limits. For bills held at a bank or brokerage, ask the institution about its procedures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is the minimum Treasury bill purchase?

TreasuryDirect’s current guidance sets a $100 minimum and purchases in $100 increments.

Are Treasury bill earnings state-taxable?

TreasuryDirect says bill interest is federally taxable and exempt from state and local taxes. Individual tax reporting can vary, so seek professional advice for your circumstances.

The Bottom Line

A Treasury bill ladder can make cash availability more orderly by staggering maturities around expected needs. Keep an appropriate liquid reserve outside it, verify each issue’s actual dates, and decide at every maturity whether to spend or reinvest. Future auction rates are not guaranteed, and purchase and reinvestment procedures vary by holding route.
