Keep lease-start cash, transportation and packing, and your first month of living costs in separate groups. There is no reliable single “typical” total for every NYC move, and broker-fee rules changed on June 11, 2025.
Start with three separate budgets
Use a worksheet with three sections so lease payments do not get confused with the cost of transporting belongings or the expenses that continue after you arrive.

- Lease start: rent due at signing or move-in, security deposit, permitted screening fee, applicable disclosed charges, and any utility-account deposit.
- The move itself: mover or vehicle, packing supplies, travel, loading logistics, and storage if needed.
- After arrival: rent, tenant-paid utilities, commuting, groceries, and recurring building or amenity costs.
Fill in amounts from your lease, written disclosures, provider policies, and current moving quotes. Do not substitute an old citywide average for your own numbers.

Rent and security deposit
Use the rent amount and payment date stated in the lease. In the rental context covered by NYC guidance, a property owner can require a security deposit of up to one month’s rent; the city’s tenant-rights summary likewise says a deposit must not exceed one month’s rent. Application and screening fee
HPD says apartment application fees are limited to background and credit checks and cannot exceed $20 per unit. Ask what a charge covers; do not treat an unrelated or unexplained fee as automatically permitted. Confirm details against HPD’s guidance.
Broker fee: identify who hired the broker
Under New York City’s FARE Act, effective June 11, 2025, a landlord cannot pass the fee for a broker the landlord hired to the renter. Landlords and agents must disclose tenant fees before lease signing. This does not resolve the separate agreement when a renter independently chooses to hire a broker; review that service agreement and the itemized fee disclosure. If you believe you were charged for a broker you did not hire, DCWP Commissioner Vilda Vera Mayuga said renters can file a complaint at nyc.gov/consumers or by calling 311.
Utilities and building charges
Check the lease to see whether electricity, gas, and other services are included or assigned to you. Ask each provider whether opening an account requires a deposit; HPD describes a deposit for a new customer who is not transferring service as a possibility, not an automatic charge. Get any move-in, elevator, amenity, or other building charge in writing and ask whether it is mandatory. Some amenity services may be billed monthly, yearly, or per use, according to HPD.

Estimate the cost of moving your belongings
Make an inventory before asking for quotes
List the volume of belongings, large furniture, stairs or elevator access at both buildings, distance, packing or loading help, date flexibility, and any period when you will need storage. Give the same inventory and scope to each mover or use it to estimate a self-move. A quote is only comparable when it accounts for the same services, timing, and access conditions.
Compare a self-move with professional movers
For a self-move, price the vehicle, packing materials, travel, loading access, and any overnight arrangements that apply. For a mover, compare quotes and check what labor, timing, and insurance or damage coverage are included. The available guidance does not establish typical market prices, so obtain current quotes for your move rather than relying on a generic rate.

Budget for boxes and packing supplies according to the quantity, size, and durability you need; reusable or locally sourced boxes may reduce what you spend. Treat storage as a conditional cost if your lease dates do not line up or the new home cannot accept everything at once. Get a current quote and check minimum rental terms and access.
Plan truck access in both neighborhoods
Confirm loading arrangements with both buildings and the carrier before moving day. NYC DOT says there is no general permit to reserve curb space for a commercial vehicle for temporary pickup or delivery; posted loading rules and meters still apply. DOT also says commercial vehicles generally may not park on residential streets from 9 p.m. to 5 a.m. Review the route, posted restrictions, vehicle dimensions, and bridge or street limits with the operator. Build a first-month cash-flow view
Separately total the expenses that begin or continue after arrival: rent, tenant-paid utilities, commuting or transit, groceries, and recurring building or amenity charges. Use your own household size, neighborhood, lease, commute, and utility arrangements; these variables make a universal monthly living-cost figure misleading.
Check the specific listing and signed lease for current rent and fees. Rent Guidelines Board adjustments apply to rent-stabilized leases in the periods and circumstances they cover, not to every NYC apartment or as a market-rent table. For example, the Board adopted guidelines for rent-stabilized leases commencing October 1, 2026 through September 30, 2027; see the NYC Rent Guidelines Board.
Use historical averages only as context
In 2024, the New York City Council cited an analysis by StreetEasy estimating nearly $13,000 in average upfront costs for a New Yorker moving to a new apartment in 2023. That is a historical figure, not a current quote or a dependable target for an individual move; it predates the FARE Act’s June 11, 2025 effective date. For your own budget, total the actual lease-start amounts, moving plan, and first-month expenses separately, then keep a contingency based on the uncertainties in your quotes and arrangements—not on an outdated citywide average.
