A CD ladder spreads savings across certificates of deposit (CDs) with different maturity dates, so the entire amount does not become available—or get locked into a new rate—at the same time. To build one, first set aside money you need to access sooner, map the dates when you expect to use the rest, and choose CD terms that fit those dates. When each CD matures, decide whether to use the cash or reinvest it at the terms then available.
A ladder creates choices at set intervals; it does not predict interest rates or guarantee a better return. The guidance and insurance details below apply to U.S. bank and credit-union deposits. Account terms vary by institution and agreement.

What is a CD ladder, and why use one when rates are uncertain?
A certificate of deposit is a deposit account offered by a bank or credit union for an agreed term. In exchange for leaving the money in the account until maturity, you receive interest under the account’s terms. Withdrawing early generally means paying a penalty; the agreement determines how that penalty is calculated. The Consumer Financial Protection Bureau (CFPB) recommends choosing a maturity date based on when you expect to need the money and comparing a CD’s term, interest rate, and early-withdrawal penalty.

For example, instead of putting all the money into one five-year CD, you might place portions in CDs that mature in one, two, three, four, and five years. After the first year, one portion comes due. You can use it, leave it accessible, or put some or all of it into another CD. Later portions mature on their own schedules.

The main benefit is timing flexibility: some principal becomes available sooner than it would if the whole amount were in a single long-term CD. The ladder also avoids making every reinvestment decision on one date. If rates have changed by the time a rung matures, you can respond to the terms available then rather than having locked the entire balance into a single rate for the same period.
That flexibility has limits. A ladder does not ensure that every portion earns the best rate, and it cannot tell you whether rates will rise or fall. If rates rise, money still in longer-term CDs may earn less than a newly available offer. If rates fall, maturing funds may have to be reinvested at lower rates. The ladder’s purpose is to distribute access and renewal dates—not to eliminate interest-rate risk.
How to build a CD ladder around your cash needs
1. Keep near-term and emergency money accessible
Start by identifying money you may need before any planned CD maturity: upcoming bills, known expenses, and an emergency reserve. Keep that amount in an account you can access under its own terms. Do not commit it to a CD merely to make a ladder look complete. If you might need a CD’s principal early, compare the early-withdrawal terms with the value of keeping the money available elsewhere.
2. Put expected spending dates on a calendar
List significant planned uses of the money and when the funds need to be available. Match CD maturity dates to those needs where possible. For instance, if a savings goal is about five years away, a term near five years may be worth considering; the point is to align maturity with the goal, not automatically to select the longest term. A CD that matures after a payment is due may not serve that cash need without an early withdrawal.
Allow time to act on a maturity notice or renewal deadline. The exact notice period, grace period, and available choices depend on the account agreement. Put those dates on the calendar rather than assuming that a CD will remain in its current form until you decide what to do.

3. Choose a manageable number of rungs
Decide how many maturity dates you can comfortably track, then divide the amount earmarked for CDs among them. A simple teaching example is an equal-allocation ladder with five portions maturing in one, two, three, four, and five years. That example illustrates staggered timing; it is not an optimal schedule or a recommendation for a particular saver. The appropriate number of rungs and spacing depend on when you expect to need funds and how much account administration you are willing to manage.
Equal portions are not required. If a known expense falls in a particular year, the portion scheduled to mature then could be sized around that need. Do not assume a maturity will cover a future expense unless the amount, date, and account terms line up. Interest payout and compounding arrangements affect what the account holds at maturity.

Compare offers on a consistent basis and record the contract details that affect return, access, and renewal. The CFPB’s basic comparison is term, interest rate, and early-withdrawal penalty. The Federal Deposit Insurance Corporation (FDIC) also advises checking how interest is paid, renewal and early-termination terms, whether the deposit is issued by an insured bank, and the role of a broker if one is involved.
- Annual percentage yield (APY) and interest method: Check the APY alongside how interest is credited or paid, and whether the stated terms assume that interest remains in the account. Compare like with like rather than relying on a bare rate label.
- Term and maturity date: Confirm the actual date funds become available, not just the number of months or years in the product name.
- Minimum deposit: Verify that each planned portion meets the account’s minimum.
- Early-withdrawal penalty: Read the penalty formula and determine what it means for access if plans change. The formula is account-specific.
- Automatic renewal and grace period: Find out whether the CD renews automatically, when you can give instructions, how long any grace period lasts, and what terms apply after renewal.
- Callable status: Check whether the issuer can call the CD before its scheduled maturity. A call can require you to reinvest sooner than planned.
- Issuer, insurance, and purchase channel: Identify the issuing institution and whether the product is a bank deposit covered by FDIC insurance or a credit-union deposit covered by National Credit Union Administration (NCUA) insurance. For a brokered CD, understand the broker’s role as well as the issuer’s terms.
Rates alone do not describe liquidity or contract risk. A higher quoted return may come with a longer commitment, a different withdrawal arrangement, or product features that do not behave like a plain fixed-rate CD.
5. Make a fresh choice when each rung matures
At maturity, reassess cash needs before renewing. You can use the principal, keep it available, or reinvest some or all of it in a new CD. Reinvestment is optional. If the next expected use of the money is sooner than the term you are considering, choose a shorter maturity or do not reinvest that portion.

The rate available at maturity is unknown when you set up the original ladder. Treat each maturity as a decision point: consider the available account terms then, the next date you may need the money, and whether the new contract’s restrictions fit. Do not renew automatically just because the money was in a CD before.
Do these 3 things before closing this tab:

A basic calendar or spreadsheet is enough to track the moving parts. For each CD, record the institution, ownership category, principal, maturity date, renewal deadline or grace period, and the action you intend to take. Add the interest terms and early-withdrawal penalty if you need them to make a decision. This recordkeeping does not require a special paid service; its purpose is to prevent missed deadlines and help you see where deposits are held.
What does the FDIC rate data show—and not show?
Published national averages can provide dated context for how rates differed by maturity, but they are not offers to an individual saver and do not predict future rates. The FDIC’s “National Rates and Rate Caps – March 2026” page reports the following national deposit rates as of March 16, 2026. These figures are historical context, not current quotes or recommended rates.
| CD maturity | FDIC national rate as of March 16, 2026 |
|---|---|
| 3 months | 1.28% |
| 6 months | 1.47% |
| 12 months | 1.52% |
| 24 months | 1.49% |
| 36 months | 1.31% |
| 60 months | 1.34% |
The FDIC says these CD averages use $10,000 and $100,000 product tiers. It also notes that its national-rate and rate-cap methodology changed in 2021. The dated figures show that the national averages were not a simple rising progression with longer maturities on that date. They do not establish what an individual bank offered, what a saver could qualify for, or where rates would move next.
How to check deposit insurance across a ladder
For U.S. deposits, the CFPB describes bank CDs as FDIC-insured and credit-union CDs as NCUA-insured, up to $250,000. Coverage is not a separate limit for each CD. FDIC guidance says eligible deposits are aggregated by depositor, ownership category, and bank; the coverage calculation includes principal and accrued interest through the date of a bank failure.

Before placing funds, total your deposits at the same institution in the relevant ownership category, including accrued interest, rather than counting each CD as if it had its own limit. Opening several CDs at one bank does not, by itself, create several insurance limits. Check the institution and the ownership category under which each account is held. If a broker is involved, confirm the issuing bank and understand how the deposit is held and what records identify the owner; the broker’s involvement does not remove the need to verify the underlying institution and applicable coverage.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Risks that can disrupt a ladder
Needing money before maturity
An early withdrawal generally carries a penalty, but the amount and calculation depend on the CD agreement. That makes the maturity schedule a real liquidity commitment, not simply a planning preference. If your expected cash needs change, read the agreement before acting and compare the penalty with other available options. A ladder only helps with access on its scheduled dates; it does not make every rung freely withdrawable at any time.
Automatic renewal at an unwanted term or rate
Some CDs renew automatically unless you give instructions within the specified period. Check the renewal notice, deadline, grace period, and the terms that apply after renewal. If you want to use the funds or compare new offers, make that decision before the deadline rather than assuming the institution will hold the funds indefinitely without a change.
Callable CDs
A callable CD may be ended by the issuer before its stated maturity. If a CD is called, the money may need to be reinvested earlier than the ladder calendar anticipated, potentially when rates are lower. Check the call provisions and do not treat a scheduled maturity date as guaranteed availability if the contract gives the issuer an earlier call option.

Brokered and market-linked CDs
A brokered CD involves a broker as well as an issuing bank, so identify the issuer, understand the broker’s role, and read the purchase, interest, and redemption terms. Market-linked CDs can have interest or returns tied to a market measure and may not work like a plain fixed-rate deposit. FDIC guidance cautions that these products can have different interest-accrual or redemption restrictions. Do not infer a fixed, predictable return or easy early access from the word “CD” alone; use the contract to establish how the product works.

A simple decision framework for each rung
When choosing or renewing a rung, assess the same questions in the same order. This helps separate the cash-flow decision from the rate decision:
- When must this portion be available? Start with the next likely use date. If the CD would mature too late, do not use that term for this portion.
- Can the money stay committed until then? Check the early-withdrawal terms against the possibility that plans change.
- What exactly is the institution offering? Compare APY, interest crediting or payout, term, minimum, and maturity date.
- What can alter the planned outcome? Check call features, renewal rules, grace period, and any special interest or redemption provisions.
- Where does the deposit sit for insurance purposes? Identify the issuer and add the balance to deposits in the same ownership category at that institution.
- What will you do at maturity? Put the deadline and a clear action—use, hold, or compare and possibly reinvest—on your calendar.
This process applies both when building the initial ladder and when a rung comes due. The terms available at renewal may differ from the original offer, so use current contracts and current account information for that decision.
Does a CD ladder solve the problem of low savings rates?
A ladder can spread the dates on which you revisit rates and make principal available, but it cannot force rates higher. If every maturity offer is unattractive for your needs, using the cash or keeping it accessible may be preferable to extending the commitment; if an offer suits the next period, reinvesting remains an option. The trade-off is between the account’s stated interest terms and the access you give up during its term.
There is no universal ladder length or allocation established here. A suitable structure depends on the depositor’s expected spending dates, amount that can remain committed, account contracts, and tolerance for managing staggered deadlines. Treat a five-rung, one-to-five-year example as an illustration of how dates can be distributed, not as a default prescription.
