To avoid a mortgage payment shock, separate the change in your recurring escrow contribution from any temporary shortage repayment, then budget for the taxes and insurance bills behind the new amount. Your servicer’s annual escrow analysis explains its calculation; your own monthly estimate helps you plan cash flow but does not replace that calculation.
Why an escrow-inclusive mortgage payment can change
An escrow account spreads certain housing bills across the year. Your mortgage servicer collects money with your monthly payment and uses it to pay expenses listed in the account, commonly property taxes and homeowners insurance. If those bills change, the amount collected for escrow can change too. The Consumer Financial Protection Bureau (CFPB) notes that property taxes and insurance premiums can change from year to year, affecting both the escrow payment and total monthly payment. In its consumer guidance last reviewed September 11, 2024, the CFPB puts it this way: “Your property taxes and insurance premiums can change from year to year. Your escrow payment—and with it, your total monthly payment will change accordingly.”

A payment increase can also reflect a change in the servicer’s estimate of upcoming bills, or repayment of a shortage from the prior escrow period. These causes have different budgeting consequences: a higher recurring contribution changes your ongoing monthly housing cost, while a shortage repayment may be a separate, time-limited addition. A payment notice or mortgage statement may also show changes to principal, interest, mortgage insurance, or fees, so do not assume that every increase is an escrow change.

Your tax bill, insurance premium, the timing of escrow payments, and the account balance all affect the servicer’s calculation. Focus on what changed in your own account rather than treating a general estimate as a prediction. The useful first comparison is between the payment you used to make, the new itemized payment, and the underlying tax and insurance bills.

First, identify exactly what changed
Use the itemized mortgage statement and the payment-change notice to divide the new total into its components. Record the principal-and-interest amount separately from escrow and from any separately listed mortgage insurance or fee. If the statement does not explain an item, ask the servicer what changed and how it calculated the new amount.
| What the change represents | What to check | Budget treatment |
|---|---|---|
| Higher ongoing escrow contribution | Next-year tax, insurance, or other escrowed bill estimates in the annual analysis | Update the recurring monthly housing budget |
| Shortage repayment | Shortage amount and the repayment method or schedule shown in the analysis | Track separately from the ongoing escrow baseline; remove it from the plan when repayment ends |
| Change outside escrow | Principal, interest, mortgage insurance, or a separately listed fee | Budget under the relevant payment category, not as a tax or insurance estimate |
| Possible projection, servicing, or billing error | Annual analysis, actual tax bill, insurance renewal, account history, and whether bills were paid | Do not treat an unexplained amount as settled; ask the servicer to investigate and address any unpaid bill promptly |
This breakdown answers the practical question, “Why did my monthly mortgage payment go up or change?” It also prevents a temporary catch-up amount from being mistaken for the permanent cost of the home.
Compare the components across the old and new statements, not just the totals. For example, if principal and interest are unchanged but escrow is higher, focus your review on projected bills and account history. If escrow is unchanged but the total rose, ask about the separately listed component instead. A tax increase and an insurance increase both affect escrow, but they point to different documents and different follow-up: a local tax bill for the former, a policy renewal notice for the latter.
How to read the annual escrow analysis
The annual analysis is the document to use to understand the servicer’s calculation, rather than relying on the new payment number alone. Review the account’s past activity and the coming year’s projection. Look for the deposits collected, disbursements made, projected bills and payment dates, target balance, and any stated surplus, shortage, or deficiency. The analysis should explain the new escrow contribution and how a shortage is being handled.
- Check the account history. Compare the deposits and payments shown with your mortgage statements and the bills paid from escrow. Look for a bill that was missed, paid late, or paid in an amount different from the bill you received.
- Check the forward estimates. Find the projected amounts and dates for property taxes, insurance, and any other listed escrow disbursements. Compare those estimates with the current tax bill and insurance renewal notice, when available.
- Find the target balance and account result. Note whether the analysis identifies a surplus, shortage, or deficiency. These terms are not interchangeable: Regulation X defines a shortage as a balance below the target balance at analysis, while a deficiency is a negative account balance.
- Separate the regular contribution from catch-up payments. Identify the new monthly escrow contribution and any separate shortage repayment. If the statement does not make the amounts or schedule clear, ask the servicer to explain them.
A higher projected bill and a shortage can occur together. In that case, the amount due each month may combine a higher ongoing contribution for the coming year with a temporary repayment amount. Keep both figures visible in your budget instead of recording only the combined payment.

It can help to write the analysis out as three distinct items: the projected annual bills, the regular monthly escrow contribution for the next period, and any repayment of a past shortage. The first two describe the ongoing cost of anticipated bills and their monthly collection; the third addresses a gap from the prior account period. A combined monthly payment can obscure that distinction, even though it matters when you decide how much your budget must support in the long run.
How federal shortage rules affect repayment
For loans covered by Regulation X, the federal escrow rule gives servicers specified options for handling a shortage. Which options apply depends on the shortage’s size, the rule’s scope, and the borrower’s account status. The analysis or statement should tell you how the shortage is being handled; do not assume that a particular option is available for your loan without checking those documents.
Recommended Free Tools
| Shortage at analysis | Options described in Regulation X for covered loans |
|---|---|
| Less than one monthly escrow payment | The servicer may leave the shortage in the account, require repayment within 30 days, or spread repayment over at least 12 months. |
| At least one monthly escrow payment | The listed options are to leave the shortage in the account or spread repayment over at least 12 months. |
These are regulatory options, not a promise about how your servicer will handle your account. Confirm the stated treatment and timing in your own analysis. If the analysis labels the balance a deficiency rather than a shortage, do not apply the shortage options automatically; ask the servicer to explain the account status and the applicable handling.
For covered federally related loans, routine monthly escrow collection is generally one-twelfth of reasonably anticipated annual escrow disbursements. The rule permits a cushion capped at one-sixth of estimated annual disbursements, and also limits initial escrow deposits. These are limits on escrow calculations, not predictions of your particular tax bill or insurance premium. State law, loan terms, property location, and borrower account status may affect the situation.
The cushion is one reason a household’s simple “annual bills divided by 12” estimate may not match the servicer’s monthly collection exactly. The servicer’s formal calculation accounts for anticipated payment timing, the target balance, applicable limits, and account history. Use your own estimate to set aside money and test affordability, but use the annual analysis to understand what the servicer proposes to collect. If the figures are far apart or you cannot follow the calculation, request the amounts and dates used rather than guessing at a correction.

Build a monthly budget from the bills, not just last year’s payment
Your own cash-flow estimate can show how much to set aside each month for annual or irregular housing bills. It is not the servicer’s escrow calculation: it does not establish the servicer’s target balance or permitted cushion. Use current bills and renewal notices where possible, because last year’s amounts may not reflect a new assessment or premium.
- Write down the current payment components. From your statement, record monthly principal and interest, escrow, and any separately listed mortgage insurance or fee.
- List bills expected to be paid through escrow. Use the annual analysis to identify the items. Common examples are property taxes and homeowners insurance; include other expenses only if they are listed for your account.
- Use current amounts and due dates. Take the tax amount from the current bill and the insurance premium from the renewal notice, if available. If a current amount is not yet known, note that your estimate is provisional rather than treating last year’s figure as certain.
- Calculate a planning baseline. Add the estimated annual escrowed bills and divide by 12. For example, if the bills you estimate total $6,000 for the year, the simple monthly baseline is $500. This is a household budgeting figure, not the amount your servicer must collect.
- Add shortage repayment separately. If the analysis specifies a repayment schedule, record its amount and end point as a temporary line in the budget. Do not let it obscure the monthly baseline for expected annual bills.
- Set an affordable buffer and revisit it. Add a reserve for changes such as a tax assessment or insurance renewal increase, based on what your household can afford. Recheck the estimate when official bills arrive and when the next analysis is issued.
For a practical worksheet, make one row for every bill the analysis says is paid through escrow. Record the bill’s annual amount, due date, and source document. Total the amounts, divide by 12 for a planning baseline, and note separately what you are already paying into escrow. The difference is a useful prompt to review, not proof that the servicer’s amount is wrong: escrow timing and the account’s target balance can affect collections. Update the worksheet when a new bill or insurance renewal arrives.
If your insurance renewal notice has not arrived, avoid assuming that the current premium will repeat. Mark it as unknown, use the latest available amount only as a temporary planning placeholder, and revisit the budget when the renewal does. Likewise, if a property tax assessment or bill is still pending, keep the estimate provisional. This gives you a way to prepare without presenting an uncertain number as a confirmed future cost.
Budget for the full cost of housing, not only principal and interest or escrow. The CFPB’s home-budgeting guidance advises accounting for the total monthly home payment and savings goals. Depending on your situation, the wider budget may also need mortgage insurance, homeowners association (HOA) costs, and savings for emergencies and other goals. A buffer should be affordable and consistent with those other needs; do not base it on an assumed percentage or on an increase that may not apply to your property.
Compare the estimate with actual bills
When an escrow amount looks wrong, trace it to the underlying bill before assuming the servicer made an error. Compare the property-tax amount and due date with the local tax bill, and the insurance estimate and coverage period with the renewal documents. Then compare those documents with the amounts and dates in the annual analysis. Differences may reflect a changed bill, an estimate that does not match the latest notice, or a payment or account issue that needs investigation.

- If the tax or insurance estimate matches a new bill: Update your planning baseline to reflect the bill and keep the renewal or tax notice with your records.
- If the estimate does not match the document: Ask the servicer which amount and date it used and request an explanation of the analysis.
- If a bill was not paid from escrow: Contact the tax authority or insurer promptly about the unpaid bill as well as contacting the servicer. Send the servicer a copy of the bill and, where appropriate, a notice of error.
- If a payment component is unclear: Ask the servicer to identify whether the change is escrow, shortage repayment, principal and interest, mortgage insurance, or another fee.
Keep the annual analysis, payment-change notice, mortgage statements, current bills, renewal notices, and any written correspondence together. This makes it easier to identify whether a later payment change follows a new bill, an updated projection, or a correction to account history.
When you contact the servicer, make the question specific: identify the line or amount you are asking about, the bill or statement you compared it with, and the date on that document. Ask for the projected amount, disbursement date, account balance, target balance, and shortage treatment if those are the items that do not reconcile. Keeping a dated copy of your request and the response can make follow-up clearer if the same discrepancy appears on a later statement.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to do if the servicer’s explanation does not resolve it
Contact the servicer promptly when an amount, projection, payment, or unpaid bill does not reconcile. CFPB guidance says you may need to submit an information request or a notice of error for an escrow problem. Use the servicer’s stated process and keep a copy of what you send, including supporting tax or insurance documents. If an actual bill is overdue, contact the relevant authority or insurer too; resolving the account question does not itself pay that bill.
If the issue remains unresolved, the CFPB accepts mortgage complaints and points consumers to HUD-approved housing counselors. For an individual situation, the applicable federal rule may not answer every question: coverage, state law, loan terms, property location, and account status matter. Use your current loan documents and local bills when discussing a specific case.
Do not wait for the next annual review if you discover that a tax or insurance bill has not been paid. Contact the authority or insurer to understand the status and any immediate steps, then notify the servicer and provide a copy of the bill. If you are disputing a servicing error, follow the servicer’s process for an information request or notice of error. These are separate actions: the servicer needs to investigate the escrow account, while the tax authority or insurer can explain its bill and payment status.

Frequently Asked Questions
Why did my escrow payment go up?
Common reasons include a higher property-tax bill, a higher homeowners insurance premium, a change in the servicer’s estimate of upcoming bills, or repayment of an escrow shortage. Check the itemized statement and annual analysis to see whether the increase is ongoing, temporary, or a different payment component.
How do I read an escrow analysis?
Review the past account activity, projected bills and payment dates, target balance, and any surplus, shortage, or deficiency. Then identify the new regular escrow contribution and any separate shortage repayment. Compare projected tax and insurance amounts with your current bills and renewal notice.
How do I budget for an escrow shortage?
Keep the shortage repayment separate from the recurring amount needed for anticipated annual bills. Record the repayment schedule and end point from the analysis, then make a separate monthly estimate by adding expected annual escrow bills and dividing by 12. That estimate is for household cash flow, not a replacement for the servicer’s calculation.

Can I pay an escrow shortage all at once?
The applicable handling depends on whether Regulation X covers the loan, the shortage size, and the borrower’s account status. For covered loans, the rule describes different options for shortages below one monthly escrow payment and those at least that amount. Check the analysis or ask the servicer what treatment applies rather than assuming a particular option.
What should I do if my mortgage servicer did not pay a tax or insurance bill?
Contact the tax authority or insurer promptly about the unpaid bill and contact the servicer about the escrow account. Send the servicer a copy of the bill and, where appropriate, submit a notice of error using its stated process. Keep copies of your correspondence and supporting documents.
Why doesn’t my monthly estimate match the escrow amount my servicer calculated?
Dividing expected annual bills by 12 provides a simple household planning baseline, but it does not calculate the servicer’s target balance or permitted cushion. The formal calculation can also reflect payment timing, account history, applicable rules, and other listed escrow disbursements. Ask the servicer which amounts and dates it used if the difference is unclear.
The Bottom Line
Budget for the ongoing escrow contribution and any shortage repayment as separate amounts. Check the annual analysis against current tax and insurance documents, build a monthly reserve from the expected bills, and ask the servicer to investigate discrepancies. If an escrowed bill was not paid, contact the tax authority or insurer promptly as well.
