How do I budget for a home renovation?
Start with the work the project needs to accomplish. Describe the repairs or improvements, then separate essential work from optional upgrades. Ask contractors for itemized written estimates based on the same scope wherever possible; otherwise, differences in bids may reflect different work rather than different prices.

- Define the scope. List the work, materials, and finish level you expect. Identify must-have repairs separately from discretionary additions.
- Get comparable estimates. Request itemized written bids for the same scope, and clarify what each estimate includes or excludes.
- Build a full-cost budget. Track construction costs, permits and design or professional costs where applicable, financing costs, and contingency as separate lines. Freddie Mac’s CHOICERenovation maximum mortgage worksheet is one example of allocating project costs and identifying a contingency.
- Set a household limit. Decide how much cash you can commit and what monthly payment you can carry. Lender approval is not a sensible spending target by itself.
- Recalculate when things change. If an estimate, material choice, or project scope changes, update both the total cost and the financing plan before authorizing the change.
A Freddie Mac renovation quiz prompts homeowners to include money “to cover any unexpected costs along the way.” Keep that reserve distinct from cash already committed to the contract or needed for ordinary emergencies.
How much should I set aside for unexpected renovation costs?
There is no universal contingency percentage established for every home or project. Size the reserve according to the condition of the property, how much work is uncertain or concealed, and how much of an overrun your household could absorb without taking on unaffordable debt.

Freddie Mac’s CHOICERenovation fact sheet specifies a reserve of at least 10% of renovation costs, rising to at least 15% if utilities are not operable. Those are requirements for that specific renovation mortgage program, not a general household rule or a recommendation that fits every financing product. See the CHOICERenovation fact sheet.
How do high mortgage rates affect a renovation budget?
Higher borrowing costs can make the same project more expensive to finance and can raise the payment burden. Freddie Mac’s weekly Primary Mortgage Market Survey reported U.S. averages of 7.28% for a 30-year fixed mortgage and 6.60% for a 15-year fixed mortgage as of October 1, 2026. These are averages based on mortgage applications submitted by lenders—not personalized offers and not rates specifically for HELOCs, home equity loans, or renovation mortgages. Use those figures as background, not as a quote for your project. Obtain written offers for the financing product you are actually considering, then compare the total expected borrowing cost and payment schedule. Future rates are uncertain, so do not base a budget on an assumption that rates will fall.
Should I use a HELOC or a home equity loan for renovations?
A home equity loan usually provides a lump sum and typically has a fixed rate with scheduled payments. A HELOC gives access to a revolving credit line and commonly has an adjustable rate. A HELOC may have a draw period followed by a repayment period, when the required payment can change and may rise substantially. Exact terms depend on the lender and agreement. Both products are secured by your home. If you fail to repay, you could lose the home to foreclosure; the Federal Trade Commission explains this risk and the typical structures of home equity loans and lines of credit. Consider whether you could manage the payment if a variable rate or post-draw repayment makes it higher than it is at the outset.

There is no single best option for every household. For each written offer, compare the amount borrowed, fixed or variable rate, fees and closing costs, payment now and later, repayment term, effect on your existing first mortgage, cash left for contingencies, and consequences of missed payments. The CFPB also summarizes other types of loans similar to a HELOC; its information and the FTC’s guidance describe structures and risks, not a personalized recommendation.

How can I keep the project affordable as work proceeds?
- Approve changes only after you know their effect on the project total and reserve.
- Do not treat hoped-for resale value as a substitute for a payment your household can afford.
- Keep contingency funds accessible rather than using them to expand the original scope.
- Before borrowing, check whether the payment remains manageable alongside existing obligations and ordinary emergency savings.
