In the U.S., the simplest way to avoid ATM fees is to use an ATM in your bank or credit union’s network. If you use another institution’s machine, you may be charged twice: once by the ATM operator and once by your own institution. Before withdrawing, check your bank’s ATM locator and account fee schedule, and read the fee notice at the machine before you approve the transaction.
First, know which ATM fee you are trying to avoid
An out-of-network withdrawal can involve two separate charges. The ATM owner may add a surcharge, while your own bank or credit union may charge its own fee for using another institution’s ATM. Either charge may apply without the other, so a machine’s displayed surcharge does not tell you whether your account will also be charged.

The institutions set their own account terms, network rules, and reimbursement policies. This guide is U.S.-focused; check your account’s current disclosures for the terms that apply to you. The CFPB explains that both the ATM provider and the customer’s financial institution may charge for an out-of-network withdrawal.
That distinction matters when you decide whether a machine is affordable. The fee displayed by the ATM is the operator’s charge; it does not necessarily include a fee your own institution may later apply. Conversely, your account may waive or reimburse its own fee while the ATM operator still charges a surcharge. Treat these as two questions: what will this machine charge, and what will my account charge for using it?

Use your bank or credit union’s ATM network
Start with the ATM locator on your institution’s website or mobile app. The CFPB’s consumer guidance, last reviewed August 27, 2020, says consumers can generally avoid ATM fees by using their own bank or credit union’s ATMs. Many institutions provide locator maps, which can help you find an in-network machine near home, work, or a destination.
- Open your institution’s mobile app or website and find its ATM locator.
- Search near the place where you need cash. If you are traveling, search for machines at your destination as well as along your route.
- Confirm that the listed machine is in your account’s network. Do not assume a nearby ATM is eligible just because it displays a familiar logo or is located inside a branch or store.
- At the ATM, review any on-screen fee notice before proceeding. Cancel if the terms are not acceptable, then look for another option.
Networks and locator information can change, and account eligibility may depend on the specific account. Use the locator as a starting point and consult your account terms if you are unsure whether a particular ATM qualifies.
It can help to check the locator before you are in a hurry. If you regularly need cash in more than one place, search around home, work, and destinations you visit. A machine that is convenient for one routine errand may not help when you are away from your usual area. For travel, the locator can help you compare nearby options in advance instead of choosing the first machine you encounter.

An ATM’s location alone does not establish whether your institution treats it as in-network. If the app or website does not make the status clear, consult your institution’s current account information or contact it before relying on that machine.
The CFPB says, “Generally, you can avoid ATM fees by using your own bank or credit union’s ATMs because most banks and credit unions don’t charge a fee for this service.” That is a general rule, not a guarantee that every account has identical terms. An in-network ATM is the first option to check, while your own disclosures remain the source for the fees and conditions on your account.
Check whether your account reimburses ATM fees
Some banks and credit unions reimburse fees incurred outside their networks. Reimbursement can make an out-of-network withdrawal less costly, but it is not safe to assume every account qualifies or that every charge will be repaid. Eligibility, limits, and other conditions depend on the account.
Look in your account agreement, fee schedule, or online account details for the institution’s rules. Check whether reimbursement covers the ATM owner’s surcharge, your institution’s own out-of-network fee, or both; whether there is a cap or other condition; and when any reimbursement is applied. The CFPB’s Consumer Guide to Managing Your Checking Account notes that some institutions reimburse out-of-network ATM fees, but readers should verify the terms for their own account.

For a useful check, look for wording that explains which fee is eligible, who qualifies, and any limit or condition attached to repayment. Do not infer that a general statement about “ATM rebates” covers every charge. The operator’s surcharge and your institution’s fee are distinct, and the reimbursement terms determine what happens to each. If the account information is unclear, ask the institution to explain how its policy applies to an out-of-network withdrawal.
Also distinguish reimbursement from a fee waiver. A fee may be waived under an account’s terms, or a charge may first appear and later be reimbursed; the practical timing can differ. The reviewed general guidance does not establish a universal process or schedule, so check your account details for when a reimbursement is applied and how it appears. Do not count on a future credit to make a withdrawal affordable if you have not confirmed the policy.
If you use out-of-network machines often, consider how the account’s specific limits and eligibility rules fit your pattern of use. A reimbursement feature is only useful to the extent that your withdrawals meet its conditions. Compare that feature with the availability of in-network machines where you actually need cash, and with the account’s other fees and conditions.
Read the ATM notice before you approve a withdrawal
The ATM operator must disclose its surcharge in writing before you commit to paying it. The notice may appear on screen or on paper. The CFPB’s guidance on fees for another institution’s ATM and the Office of the Comptroller of the Currency’s guidance both describe this advance disclosure requirement.
- Enter the withdrawal amount and continue until the machine displays its fee notice.
- Read the amount and decide whether you want to proceed. If you do not accept the surcharge, cancel before confirming the transaction.
- Remember that the notice concerns the operator’s charge. Check your own institution’s account agreement or current fee schedule for any additional account-side fee.
If a fee notice is missing or unclear, do not assume the withdrawal is free. Cancel and use another machine or check with your financial institution. The ATM screen cannot establish what your own account may charge.
The useful moment to make the decision is before you accept the displayed terms. The OCC says the notice must come before the consumer commits to paying, whether it is shown on screen or on paper. Take a moment to read it rather than treating it as a routine prompt. If you do not want to pay the stated surcharge, cancel at that point and look for another way to get cash.
Even a clear notice answers only part of the fee question. It tells you about the ATM operator’s surcharge, not necessarily the fee schedule attached to your bank or credit union account. Check your own disclosures separately, especially if the machine is outside your institution’s network. That is why comparing the screen with your account terms is more reliable than judging the cost from the ATM notice alone.

If you are not sure whether the machine is in-network, do not use the notice as a substitute for checking. The notice may show the operator’s charge, but account-side charges and reimbursement eligibility depend on your institution’s terms. You can cancel and verify the machine or your account before continuing. The sources do not establish a single universal amount for either type of charge, so current provider disclosures matter.

Consider debit-card cash back at checkout
If you are already making a purchase, debit-card cash back at checkout may be a way to get cash without using an ATM. The CFPB says this option usually does not trigger an additional fee from the customer’s financial institution or prepaid-card issuer. However, a retailer may charge its own cash-back fee, and terms vary by retailer.
Before accepting cash back, check the point-of-sale prompt or ask the cashier whether there is a charge. Compare that amount with the ATM fees that would otherwise apply, including any fee from your own institution. Cash back is not automatically free simply because there is no ATM involved.
Cash back is an alternative to weigh when it is available as part of a purchase, not a reason to assume that every checkout offers it or that every retailer’s terms match. Check the prompt or ask before agreeing. The key comparison is the retailer’s cash-back charge, if any, against the ATM operator fee and any account-side ATM fee you expect to face. The CFPB says cash back usually does not trigger an additional charge from the card issuer or prepaid-card issuer, but that does not eliminate the possibility of a retailer charge.
In an August 26, 2024 cash-back fee spotlight, the CFPB reported an average out-of-network ATM fee of $4.77, citing an unnamed “one source.” The estimate includes both the ATM owner’s surcharge and the consumer’s financial-institution fee. It is not a universal current price or a directly attributed CFPB measurement; actual charges depend on the machine and account. The figure is useful only as a qualified estimate of why checking both fee sources matters.

Keep ATM fees separate from overdraft fees
An ATM fee is a charge for using a machine or for going outside your institution’s network. An overdraft fee relates to a transaction that exceeds available funds under the account’s terms. A single withdrawal can raise both issues, but they are distinct charges with different rules.
According to CFPB guidance last reviewed December 18, 2024, a bank cannot charge an overdraft fee for a one-time ATM transaction unless the customer opted in to overdraft services. If you have not opted in, a transaction may instead be declined when funds are insufficient. This opt-in rule does not remove an ATM operator surcharge or an account’s out-of-network ATM fee.

If a withdrawal is declined, check your available balance and account settings before trying again. If you believe an overdraft fee was charged for a one-time ATM transaction without your opt-in, contact your bank and ask it to explain the charge and your overdraft-service enrollment.
When you review a withdrawal or account activity, identify what each charge is for instead of treating every debit as an ATM fee. An operator surcharge, an account-side out-of-network fee, and an overdraft fee are separate matters. The overdraft opt-in rule applies to the overdraft fee for a one-time ATM transaction; it does not make an out-of-network withdrawal free. The machine’s fee notice and your account disclosures answer different questions, and neither should be confused with the opt-in setting.
If you do not want overdraft coverage for one-time ATM transactions, check your account settings or ask your bank whether you have opted in. Under the CFPB guidance, without opt-in the transaction may be declined if funds are insufficient. That can prevent an overdraft fee under this rule, but it can also mean you do not receive the cash. Consider your balance and your account’s current settings before relying on a withdrawal.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. If you are choosing an account, compare its ATM terms
ATM access is one part of an account’s overall cost and convenience. A useful comparison should reflect where you actually need cash, rather than relying on a broad claim that an account has a large network or offers reimbursements.
- Locator coverage: Can you find in-network ATMs near home, work, and places you travel?
- Out-of-network account fee: Does the institution charge its own fee when you use another network’s machine?
- Operator-fee reimbursement: Does the account reimburse ATM-owner surcharges? Check eligibility, limits, and conditions.
- Other account fees and conditions: Review the account’s complete fee schedule rather than judging it on ATM access alone.
General consumer guidance does not establish current terms for individual banks or credit unions. Verify current account features and disclosures directly with the institution before relying on a particular network or reimbursement policy.
Compare convenience and cost together. A network map is more useful when its machines are near the places you visit, not merely extensive in the abstract. Then compare the account’s own out-of-network fee with any reimbursement policy, including whether operator surcharges are included and what limits or eligibility rules apply. Finally, look at other account fees and conditions. An ATM feature should be judged as one part of the account, not as a substitute for understanding its full fee schedule.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe general consumer guidance does not verify current features for named accounts, so there is no sound basis here for ranking particular banks or credit unions. Account terms and network arrangements can change. Before opening or switching an account because of ATM access, confirm the current locator coverage, fee schedule, and reimbursement language with the institution itself.

A quick decision when you need cash
- Can you reach an in-network ATM? Check your bank or credit union’s locator first.
- If not, does your account reimburse out-of-network fees? Confirm the account’s rules and limits rather than assuming coverage.
- What does the ATM disclose? Review the operator’s fee before you commit; cancel if you do not accept it.
- Is checkout cash back available? If you are making a purchase, check whether the retailer charges for cash back and compare the cost.
- Is your balance sufficient? Consider possible overdraft consequences separately from ATM charges, and know whether you opted in to overdraft services.
In practice, work through those questions in order. First use the locator to look for an eligible machine. If there is no convenient in-network option, check the account’s reimbursement terms and the operator’s fee notice before proceeding. If cash back is available at a purchase, compare its cost rather than assuming it is free. Separately, make sure you understand your balance and overdraft-service setting, since overdraft rules do not eliminate ATM charges.
Frequently Asked Questions
How do I avoid ATM fees?
The CFPB’s consumer guidance says you can generally avoid ATM fees by using your own bank or credit union’s ATMs. Use your institution’s locator to find a machine, and check your current account terms in case a fee or eligibility condition applies.
Can my bank or credit union charge me for using another institution’s ATM?
It may. An out-of-network withdrawal can involve a surcharge from the ATM operator and a separate fee from your own bank or credit union. Check your account agreement or current fee schedule for your institution’s fee.

No. The ATM operator must disclose its surcharge before you commit, but your institution may separately charge an out-of-network fee. Check both the ATM notice and your account disclosures.
Will my bank reimburse an out-of-network ATM fee?
Some institutions reimburse out-of-network fees, but eligibility, limits, covered charges, and other conditions depend on the account. Check your account details to see whether the policy covers the operator surcharge, your institution’s fee, or both.
Is debit-card cash back at checkout free?
Not necessarily. The CFPB says cash back usually does not trigger an additional fee from the customer’s financial institution or prepaid-card issuer, but the retailer may charge its own fee. Check the point-of-sale prompt or ask before accepting cash.
Can I be charged an overdraft fee for a one-time ATM withdrawal?
Under CFPB guidance last reviewed December 18, 2024, a bank cannot charge an overdraft fee for a one-time ATM transaction unless you opted in to overdraft services. If funds are insufficient and you have not opted in, the withdrawal may be declined. ATM surcharges and account-side ATM fees are separate.

What should I compare when choosing an account for ATM access?
Compare locator coverage near home, work, and travel destinations; any account-side out-of-network fee; reimbursement for operator surcharges and its limits or conditions; and the account’s other fees and terms. Confirm current details directly with the institution.
The Bottom Line
To avoid ATM fees, start with your bank or credit union’s locator and use an eligible in-network machine when practical. If you need another ATM, check reimbursement terms and read the operator’s fee notice before committing; the notice does not necessarily include your institution’s charge. Checkout cash back may be an alternative, but check retailer fees. Keep overdraft rules separate, and verify current account terms directly with your institution.
