Before booking, check the fare’s bag allowance and size limits, what happens if you skip advance seat selection, the rules for voluntary changes, and any card or loyalty benefits that apply to you.
How to compare fares before you book
A low advertised fare can cost more once you add the services you expect to use. Compare each option for the same route, dates, and passenger count, adding only the bags, seat choices, and flexibility you actually want. A bundle or higher fare may work out cheaper than separate add-ons, but the result depends on the itinerary and the value you place on flexibility.

Fare names do not guarantee the same benefits across airlines or routes. The U.S. Department of Transportation (DOT) says discounted fares generally have stricter rules, which can include baggage restrictions, non-refundability, and no seat assignment. Read the specific fare rules and the airline’s current fee policy for your itinerary before paying.
Can you avoid a checked-bag fee by packing in a carry-on?
Sometimes. Packing into a personal item or carry-on avoids a checked-bag charge only if that bag is permitted on your fare and fits the airline’s size and weight limits. Some low-cost or basic fares restrict overhead-bin carry-ons, so confirm both the personal-item allowance and whether a carry-on is included before choosing the fare.

- Check the operating airline’s current baggage page for the exact dimensions, weight limits, and fare restrictions.
- Measure your bag, including handles and wheels, rather than relying on its marketed category or a general idea of a “standard” carry-on.
- If you plan to check a bag, weigh it before leaving. A digital luggage scale can help you check weight, but it does not replace the airline’s rules or guarantee the bag meets every limit.
If your luggage will not fit within the included allowance, compare the checked-bag charge with the cost of a fare that includes the bag. Do the calculation for your specific itinerary rather than assuming the lowest base fare will be cheapest.
Do you have to pay to choose a seat?
Not always. If your fare charges for advance seat selection, you can often skip that purchase and let the airline assign a seat under its policy. The trade-off is that you may have less control over where you sit; do not assume that companions will be seated together unless the airline’s terms say so.
Check what happens to passengers who do not pay: the airline may assign a seat later, and its rules may allow a paid change. For example, Air Canada announced that certain revised Basic fares receive an automatically generated seat at check-in, with a fee to change it. That is a dated, airline- and fare-specific example, not a rule that applies to every airline.

Compare the seat fee with the fare that includes selection. If choosing seats is important for your trip, add the likely seat cost for the travelers who need it before deciding which fare is cheaper.

It depends on the fare’s voluntary-change terms. Before checkout, look for whether a change fee applies, whether you must pay any fare difference, and whether cancellation gives you a refund or only a credit. A non-refundable ticket generally does not entitle you to a refund simply because you decide not to travel.
That is different from a cancellation or significant change caused by the airline. DOT refund guidance says a traveler is entitled to a refund when an airline cancels a flight and the traveler declines the offered alternative or credit. Its guidance also addresses significant changes or delays; examples include certain timing changes of three hours or more for domestic trips or six hours or more for international trips, an airport change, an added connection, or an involuntary downgrade. These are U.S. passenger-rights rules, not a promise that a traveler can change plans voluntarily without cost.

A paid add-on may also be refundable if the airline does not provide that service through no fault of the traveler. DOT guidance also describes refunds for paid baggage that is lost or significantly delayed. Keep the receipt for any add-on so you can identify what you paid for if the service is not provided.

Some airline fee schedules list exceptions for eligible cardmembers, loyalty members, or active-duty military, but eligibility and conditions vary. Check the current terms for the airline, route, fare, and traveler; do not assume that a benefit applies to every passenger on a booking or to every operating carrier.
If a co-branded card is being considered mainly for baggage savings, compare the expected eligible savings with the card’s annual fee and any other benefits you genuinely value. A bag-fee waiver is useful only if your itinerary and eligibility meet the card’s terms.

Fee schedules can also change according to route, fare, ticket issue date, or the date a ticket is changed. Southwest’s published optional-charge table, for example, shows baggage charges that vary by fare and ticketing or change date, alongside exceptions for some loyalty members, cardmembers, and active-duty military. American’s schedule varies by region and ticket issue date. Treat these as examples of why you should verify the applicable policy, not as a complete guide to either airline.
What to verify before payment and departure
- Match the trip: Confirm the operating airline, route, travel dates, passenger count, and fare type.
- Price the bags: Record which personal items, carry-ons, and checked bags are included, along with each bag’s size and weight limits.
- Decide about seats: Check whether selection costs extra and what the airline does if you leave seats unselected.
- Read the change terms: Confirm the voluntary change and cancellation outcomes, including any fare difference or restrictions.
- Apply only relevant benefits: Check the exact card, status, military, and route exceptions that may cover the traveler or bag.
- Save the terms: Keep the fare rules and baggage policy that applied when you bought the ticket, then re-check the airline’s current policy before departure.
What U.S. fee disclosures can—and cannot—tell you
Do not rely on a single booking-screen format to surface every fee. A Federal Register final rule dated July 2, 2026 describes removing the expanded disclosure requirements established by a 2024 rule and restoring a prior standard. The document describes disclosure of possible baggage fees and where to find fee information on the first fare-quotation screen, as well as a homepage notice after certain baggage-fee or allowance changes; it removes specific fee-display and seat-selection notice requirements. The exact effective date is not established here, and the DOT’s consumer ticket page still describes older disclosure language. For a real booking, use the airline’s current baggage and fare-rule pages rather than assuming a particular fee must appear in a particular screen or format.
