How to Attribute Conversions Across Connected TV and Streaming Campaigns

CTV attribution links eligible ad exposures with later outcomes under defined matching and credit rules. Learn how to disclose coverage, reconcile platforms, and distinguish attributed conversions from incremental lift.

To attribute conversions across connected TV (CTV) and streaming campaigns, connect eligible ad-exposure records with later sales, leads, app installs, or other defined outcomes using a disclosed matching method, attribution window, and deduplication rule. Treat the result as credit assigned under that method—not proof that the ads caused the conversion. To estimate added business impact, pair attribution reporting with a conversion-lift test or another credible experiment.

What CTV conversion attribution can—and cannot—tell you

CTV attribution asks whether a conversion event can be linked to an earlier ad exposure, including when the ad appeared on a television and the conversion happened later on a phone, computer, or app. The link may come from a platform’s attribution system, a server-to-server data collaboration, or another provider’s matching method. Coverage depends on the partners, identifiers, consent conditions, eligible inventory, geography, and conversion environment involved; no single method should be assumed to see every viewer or household.

Attribution and incrementality answer different questions. Attribution assigns credit to observed touchpoints according to a model and its matching rules. Incrementality estimates how many outcomes occurred because of the advertising, compared with a counterfactual such as a holdout group. A campaign can receive attributed conversions without causing all—or any particular share—of them. IAB’s November 2024 Implementing Cross-Channel Measurement for Marketers Playbook recommends combining attribution, econometric methods, and experiments against objectives set in advance.

  • Delivery and reach: Were ads served, and how many people or households were reached under the measurement system’s definitions?
  • Attributed outcomes: Which conversions received credit under the selected match rules, window, and model?
  • Incremental outcomes: How many additional conversions or other business results did the campaign cause, as estimated by a suitable experiment?

Keep these measures separate in budget decisions. Reach and frequency describe exposure, not sales impact; attributed ROAS describes credited revenue relative to spend, not necessarily causal return.

Build a measurement plan before the campaign runs

Start with the decision the report must support: adjusting audiences during the campaign, comparing publishers, reallocating spend, or estimating incremental sales. A measurement setup that answers one question may not answer the others. IAB’s cross-channel playbook recommends setting measurable KPIs that correspond to the decision.

  1. Define the outcome. Specify the event name and business meaning—such as a completed purchase, qualified lead, or app install—and document the counting rule, revenue treatment, deduplication key, and whether revenue is gross or net. Align the event taxonomy with every participating partner before launch.
  2. Map the data in and out. List the streaming publishers, devices, and inventory expected to report eligible impressions; identify campaign and creative identifiers; and locate the web, app, CRM, or purchase events used as outcomes. Record market, consent, and privacy constraints, including any publisher or conversion environments that will not be covered.
  3. Choose how exposure will be linked to outcomes. Document whether the method uses deterministic identifiers, platform modeling, household-level matching, or another inference. State match coverage and known gaps. A household or probabilistic association is not the same as a verified person-level observation.
  4. Set the attribution model and lookback window. Choose them to fit the business question and customer journey, and report them with the results. The cited IAB guidance describes several common models, but the sources here do not establish one universally correct model or window.
  5. Plan for deduplication and reconciliation. Decide how duplicate events within a system are removed and how overlap between platforms is handled. Do not add platform conversion totals as if each platform counted a unique sale unless an explicit cross-platform rule has made them unique.
  6. Define quality checks and reporting. Agree how teams will verify event counts, timestamps, spend, campaign IDs, creative IDs, and outcome records, and how missing data or changes in coverage will be disclosed.

Choose a method by the question it answers

These methods can complement one another, but they are not interchangeable. Compare them on exposure and outcome coverage, matching, deduplication, causal design, transparency, operational fit, and market eligibility—not just on the headline conversion count.

Method Best suited to What to inspect
Ad-platform attribution report Understanding conversions credited by a particular platform’s rules and supported inventory. Eligible geographies and publishers; conversion environments; attribution window and model; modeled components; event deduplication; and cross-platform overlap.
Independent measurement provider Comparing or reconciling activity across multiple sources, when the provider has the necessary coverage and data rights. Identity basis and match coverage; publishers, countries, devices, and outcomes included; modeled versus observed results; auditability; and the provider’s deduplication rules.
Conversion API (CAPI) or other server-to-server collaboration Sharing exposure and outcome signals between participating systems for measurement and potentially optimization. Event-taxonomy alignment, consent metadata, data flows, security, lawful use, match quality, duplicate handling, integration burden, and participating partners. CAPI is not itself an identity solution or causal test.
Conversion-lift experiment or other credible test Estimating the added outcomes associated with advertising against a counterfactual. How control and exposed groups are constructed; randomization or matching; contamination; sample sufficiency; uncertainty; and whether the test represents the campaign and outcome of interest.

The comparison should include operational and commercial constraints as well as methodology: reporting latency, integration effort, team capacity, data permissions, privacy and consent obligations, inventory eligibility, and availability by market. Ask providers to define every metric and disclose limitations, data collection, and the level of detail available for review.

Use platform reports within their eligibility limits

Google Display & Video 360 CTV reporting

Google’s DV360 documentation describes Floodlight attribution from CTV publisher impressions to desktop web, mobile web, and mobile app conversion environments. It defines a CTV cross-device conversion as an ad served on CTV followed by a conversion on a non-CTV device. The documentation lists US support for CTV publishers and YouTube, support outside the US subject to exceptions, and no support in the displayed table for the EEA, UK, or Switzerland. It also says Netflix inventory is not fully supported, app-install conversions are supported, and App Attribution Partner measurement is not.

These are product- and eligibility-specific details, not a guarantee that a particular campaign qualifies. Before relying on a report, check Google’s current documentation and the actual market, inventory, and configuration; availability can change.

Google Cross-Media Reach

Google describes Cross-Media Reach as a way to examine deduplicated reach and frequency, including comparisons with licensed third-party TV data in select countries. Its guidance positions reach and frequency as especially relevant to awareness and consideration campaigns. For campaigns intended to drive online sales, leads, or website traffic, Google recommends measuring primarily against those objectives with conversion lift. Access to licensed TV data may require eligibility or allowlisting, and TV and digital reporting use different navigation paths.

Use CAPI for data collaboration, not as a shortcut to proof

In its October 30, 2025 guide, IAB presents CTV Conversion APIs as secure server-to-server data sharing that can connect ad exposure with business outcomes, provide optimization feedback, and support more consistent measurement. IAB identifies fragmented environments, limited identifiers, and technical barriers as reasons CTV implementations have been inconsistent. Its announcement emphasizes alignment on event taxonomies, consent metadata, and data flows.

Those benefits depend on implementation. CAPI does not guarantee that exposure and outcomes can be matched, that every viewer is represented, or that a campaign caused a sale. Calling an integration “privacy-safe” is not a substitute for establishing lawful data use, consent controls, security, and appropriate operational safeguards for the markets and partners involved.

IAB’s October 30, 2025 announcement reported that 75% of advertisers using a CAPI were willing to reallocate budgets based on conversion performance, while 72% of publishers cited technical complexity as a barrier to adoption. These are results from IAB’s proprietary industry survey, not universal benchmarks or evidence that CAPI improves ROAS for every advertiser.

Reconcile the creative and verify what was counted

Creative identification helps answer which ad ran, not what caused the outcome. IAB Tech Lab’s ACIF v1.0 provides a persistent identifier for a video creative across the supply chain and lists cross-platform campaign measurement and campaign reconciliation among its uses. A consistent creative ID can help teams investigate discrepancies in what was delivered; it does not identify a viewer or establish conversion causality.

Keep impression measurement distinct from outcome attribution. The IAB/MRC Digital Video Ad Measurement Guidelines cover digital video in browsers, mobile web and apps, and OTT environments, including guidance for streaming-player impression counting. A counted impression establishes a delivery-related measure under applicable definitions; it does not establish that the viewer later converted.

For each reporting cycle, review the underlying inputs rather than relying only on a summary ROAS figure:

  • Check that event names, timestamps, time zones, revenue values, and deduplication keys match the agreed definitions.
  • Compare reported spend, campaign IDs, creative IDs, and impression records across available logs; investigate missing or unexpectedly changed coverage.
  • Separate observed, matched, and modeled results in reporting, and identify exclusions or unsupported environments.
  • Document the attribution model, lookback window, event and cross-platform deduplication rules, and any uncertainty or sample limits in an experiment.
  • Audit privacy and consent handling and retest the process when partners, identifiers, markets, or event flows change.

Report results so they can guide a budget decision

A useful report states what was measured before presenting a result: the business outcome and counting rule; spend and revenue treatment; included publishers, devices, geographies, and conversion sources; linkage method and match coverage; attribution model and window; and deduplication approach. It should label attributed outcomes separately from experimental estimates of incremental outcomes.

IAB Europe’s CTV Measurement Framework and Transparency Principles, published October 1, 2026, organizes measurement into foundational delivery (including impressions, invalid traffic, TV-off detection, and viewability), exposure and audience (including completion rates, reach, and content context), and performance and outcomes (including conversions, ROAS, incrementality, brand uplift, and attention). Its transparency principles address standards-aligned definitions, measurement limitations, data collection, device power state, and granular reporting. The framework was developed for Europe and applies across broadcasters, streaming services, and digital-first platforms; it is guidance, not law or a globally binding requirement.

Use each result only for the decision it can support: reach and frequency for exposure questions, attribution for credit under stated rules, and an appropriately designed experiment for estimating causal lift. If two systems use overlapping credit, reconcile them under a disclosed rule rather than treating their conversion totals as additive.
