Confirm what voyage and dates are covered, whether advance notice or additional premium is required, which exclusions and conditions apply, and when the quote expires. A listed-area notice signals enhanced perceived risk; it is not an insurance quote or proof that a particular policy covers the transit.
What a listed-area notice tells you—and what it does not
The Joint War Committee is a London-market committee with underwriting representatives from Lloyd’s and International Underwriting Association company markets. Its listed-area work is informed by independent advisers. The Lloyd’s Market Association (LMA) says the areas were reviewed in September 2026. The committee’s circulars identify areas regarded as presenting enhanced war risk; they do not set a price or decide how a particular insurance contract applies.

The latest circular identified here, JWLA-035, is dated 16 September 2026. It names the Persian/Arabian Gulf, Gulf of Oman, Indian Ocean, Gulf of Aden and Southern Red Sea waters, as well as countries including Iran, Oman, Qatar, Saudi Arabia and the United Arab Emirates. The circular says applying the list to individual contracts is subject to specific negotiation. Check the newest circular available when you are making the voyage decision rather than assuming JWLA-035 will remain current.

Those answers depend on the policy wording and the insurer’s written acceptance of the particular voyage.
#1 Best Overall
Do not treat listed-area status as automatically cancelling all cover, either. The relevant question is what your contract says about notice, declarations, additional premium, geographical limits, exclusions, cancellation and any conditions for the proposed transit. A broker can help interpret the terms, but the insurer’s required acceptance or formal binding process controls whether the requested cover is in place.
A listed-area notice is therefore a prompt to check the contract and contact the insurer, not a substitute for either. Its presence does not establish that every vessel entering the area faces identical terms, and its absence from an old circular is not a reliable basis for assuming that a later voyage has unchanged terms. Apply the wording in force for the relevant policy and voyage, and ask the insurer or broker to resolve uncertainty about how a listed-area definition maps onto the route.
Build an exact voyage profile before asking for terms
A broker or underwriter needs enough information to evaluate the voyage rather than a general question about “Hormuz cover.” Prepare a single, consistent voyage profile and update it if the route, timing or operational plan changes. Include:
- Vessel identity and relevant particulars, including flag and ownership.
- Cargo, origin and destination.
- The intended route, ports of call and expected transit window.
- Any planned waiting, anchorage or other time spent in or near the listed areas.
- The policy and insured parties for which you are seeking confirmation.
Ask the broker which further vessel or voyage details the insurer needs. The profile should describe the proposed transit rather than just name the Strait: identify the route into and out of the area, any port call, and anticipated time spent waiting or at anchor. If those details remain provisional, say so and ask how a contingency or a material change would affect the acceptance. A response to one set of assumptions should not be treated as confirmation for a different route or schedule.
Make sure the owner, operator, charterer and broker are working from the same version of the itinerary. Disagreement about a route or transit window can make it difficult to tell whether written terms match the voyage being considered. If the vessel’s plan changes after the request, communicate the change and ask whether revised terms or renewed insurer approval are required.
The public circular does not provide an individual quote, and no reliable, decision-relevant generic premium statistic for a Hormuz voyage is established here. A percentage or vessel-value example from another voyage should not be mistaken for an offer on yours. The absence of a public rate is not a reason to estimate a price from a headline or anecdote: ask for the actual written terms for the stated vessel, route and timing.
Assess the voyage in seven steps
-
Check the current circular against the route
Obtain the newest JWC listed-area circular available at the time of the decision. Compare its definitions with the full planned route, ports and territorial waters—not just the point where the vessel enters or exits the Strait. JWLA-035 identifies the Gulf and nearby waters described above, but its application to an individual contract is negotiated. If the route or waiting plan is uncertain, ask the broker to confirm how the relevant wording treats each proposed segment and contingency.

A location named in a circular and a location as defined in an insurance contract are not automatically interchangeable. If the vessel will approach, wait in or call at a place near a listed area, do not rely on a broad label such as “Hormuz transit”; have the broker identify whether the specific itinerary falls within the relevant contract provisions.

Notify the existing insurer or broker
Ask whether the policy requires advance notice, an additional declaration, or another step before the vessel enters the relevant area. The LMA says ships sailing into listed areas are required to notify underwriters. Follow the notice procedure and timing in the actual policy; do not assume that an informal conversation or a general market notice satisfies it.
Be explicit about what is being notified: the vessel, intended route, transit window, cargo, port calls and anticipated waiting. Ask who must receive the notice, whether the broker’s acknowledgement is enough or the insurer must respond, and what written record will evidence the required acceptance. These are questions to resolve under the actual policy rather than assumptions about a uniform market process.
-
Request written, voyage-specific terms
Ask the broker or underwriter to state in writing whether the insurer will accept the identified voyage, what additional premium applies if any, and exactly which route and period the terms cover. Ask for the quote’s expiry time and date and for any required warranties, security measures or other conditions. The JWC does not set the rating: the LMA describes it as a matter for individual negotiation between underwriters and brokers.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.Have the written response distinguish a quotation from the insurer’s acceptance or binding of cover. Establish what must happen before the terms take effect, who needs to confirm it, and whether the policy requires a formal endorsement or another documented step. An email that discusses price or availability should not be taken as proof that cover is attached unless it satisfies the insurer’s formal process.
Record the quote’s validity deadline with the same care as the proposed transit dates. The China Shipowners Mutual Assurance Association’s March 2026 guidance describes short quote-validity periods in its own member arrangements, but that is not a universal deadline. Ask for the specific expiry that applies to the offer in hand, and seek confirmation if the voyage decision or sailing plan slips past it.
-
Read the policy and proposed endorsement together
Check the existing wording and any proposed endorsement for covered perils, exclusions, geographic definitions, cancellation rights and notice periods, sanctions clauses, and the effect of delay or a changed route. Identify whether a change in circumstances could require fresh approval. Do not infer that an email quote has formally attached cover: establish whether the insurer has bound or accepted the terms in the manner required by the policy.
Read the additional terms alongside the policy rather than in isolation. The questions are not only whether an insurer has quoted, but which risks the contract addresses, what is excluded, where the wording applies and whether any stated condition must be met. If a term appears inconsistent with existing wording, or it is unclear whether an exclusion or cancellation provision applies to the proposed voyage, obtain clarification from the broker or insurer before relying on an interpretation.

Please review EULA and Privacy policy. Also ask what happens if the voyage is delayed, the vessel waits longer than planned, the route changes, or the operational situation changes before sailing. The point is not to assume a particular outcome; it is to identify whether the agreed terms remain applicable or whether notice, fresh approval or revised terms are needed.
-
Review the charterparty and cargo arrangements separately
Check the charterparty for who must arrange or pay an additional premium and who bears delay or rerouting responsibilities. Review sanctions responsibilities with the relevant professionals. Hull war-risk cover for the vessel does not establish that cargo is insured; cargo interests should confirm their own cover and voyage terms separately.
Make the allocation concrete before the voyage decision: identify which party is responsible for seeking the insurance confirmation, who is to pay any additional premium, and how the contract allocates delay or a route change. Do not assume that the party arranging hull insurance also controls cargo cover, or that the ship’s policy answers cargo interests’ questions. Each party should check the insurance and contractual responsibilities that apply to it.
Sanctions screening is a separate professional review, not a conclusion to draw from a JWC listing. Ask the relevant legal, compliance and insurance professionals to examine any applicable sanctions clauses and responsibilities. The China Shipowners Mutual Assurance Association cautions that its guidance does not modify policy responsibilities or exclusions.

Compare only actual written alternatives
If more than one insurer or route is genuinely available, compare the written terms on the same voyage assumptions. Use the comparison table below to identify material differences. Do not rank insurers using unsupported rate anecdotes: the public sources do not establish comparable prices or the availability of alternatives for a specific vessel or transit.
Keep the vessel, route, dates, expected waiting and requested scope consistent across the alternatives. Otherwise, a price comparison may conceal that one offer addresses a shorter period or a different itinerary. If an alternative route is being considered, evaluate it as its own proposed voyage and ask what terms apply to that route; do not assume that a quote for one itinerary transfers to another.
-
Reconfirm close to the sailing decision
Before committing to the voyage, check the current JWC circular, the broker’s or underwriter’s response and current UK Maritime Trade Operations (UKMTO) security information. Listed-area notices, security information and underwriting appetite can change. If the vessel’s route, timing or circumstances change after terms are agreed, ask whether the insurer must approve the change.
The China Shipowners Mutual Assurance Association’s March 2026 guidance also recommends preparing route contingencies and monitoring UKMTO and Joint Maritime Information Center (JMIC) updates. Those operational checks complement, rather than replace, the insurer’s response. Recheck the sources close to the voyage decision because a past circular, quote or security update may no longer describe the current position.

Compare the terms that change the decision
Put competing written terms side by side, using identical vessel, route and timing assumptions. If a term is absent, ask for clarification rather than treating silence as confirmation.
Rank #4
| What to compare | Question to resolve |
|---|---|
| Route and time window | Which route segments, ports, territorial waters, transit dates and any waiting or anchorage are included? What happens if the voyage is delayed or rerouted? |
| Perils, exclusions and geography | Which perils are insured, what exclusions apply, and how does the contract define the relevant geographical area? |
| Additional premium and quote expiry | What premium, if any, applies to this voyage, and exactly when does the quote cease to be valid? |
| Notice and cancellation | What advance notice or declaration is required, and what cancellation rights and notice periods apply? |
| Warranties and security conditions | Must the vessel or operator meet specific conditions for cover to attach or continue? |
| Charterparty responsibilities | Who arranges or pays additional premium, and who bears delay or rerouting responsibilities? |
| Cargo cover | Have cargo interests confirmed separate cover for the cargo and the proposed voyage? |
A low quoted premium is not a useful comparison if it covers a shorter window, a narrower route, or carries conditions the vessel cannot satisfy. Likewise, a quote for one planned transit should not be assumed to cover a materially different schedule. Confirm that each offer is still valid and that the insurer has completed the required acceptance or binding process.
Compare the practical effect of each term, not just whether a document contains a premium figure. A quote that leaves a route segment, waiting period, exclusion, required notice or condition unclear needs follow-up before it can be compared confidently. When the parties have different responsibilities under the charterparty, note who bears the cost and operational consequences of a delay or reroute alongside the insurance terms.
There is no supported generic Hormuz premium to use as a benchmark. The LMA says rating is negotiated between underwriters and brokers, and the JWC does not set it. The China Shipowners Mutual Assurance Association’s examples of short quote validity relate to its own member arrangements; they should not be used to infer a deadline for another policy. Treat each quotation’s stated price and expiry as specific to that offer.

Keep insurance review separate from operational security
UKMTO provides maritime security information, reporting and voyage-planning resources. Its site describes its regional information as verified and corroborated. Use current UKMTO products to inform operational planning, and treat that information as distinct from the insurance contract: an alert is not an endorsement, and a policy response is not a finding that a transit is safe.
On 6 October 2026, a report surfaced on the UKMTO home page stating that a crude-oil tanker had been struck by an unknown projectile while transiting the Strait. When the incident-list page was opened, it displayed zero reports. That discrepancy means the surfaced home-page item should not be treated here as a complete or independently confirmed incident record. For the current operational picture, consult UKMTO’s live products rather than relying on a snippet or a past report.
Insurance and operational decisions answer different questions. Underwriters determine terms under the relevant contract; operators and other voyage decision-makers must consider current security information and their own responsibilities. Insurance availability does not establish that a proposed voyage is safe or that all losses will be covered.
Keep the two workstreams connected but distinct. A security update may prompt the operator to revisit the voyage plan, while a change to that plan may require the broker to seek updated insurance terms. Neither step substitutes for the other: an operational notice does not amend the policy, and an insurer’s acceptance does not replace the operator’s assessment of live conditions and responsibilities.
What public guidance can—and cannot—establish
In March 2026, the China Shipowners Mutual Assurance Association advised its members to consult their insurer before entering listed areas, obtain written acceptance of additional-cover terms, consider sanctions and charterparty responsibilities, prepare route contingencies, and monitor UKMTO and JMIC updates. Its guidance describes short quote-validity periods in its own member arrangements, but those examples are not universal market rules. Its guidance also makes clear that actual cover remains subject to formal insurance contracts and that its circular does not modify policy responsibilities or exclusions.

The LMA said hull war cover remained available in the London market at the time of its statement, while describing the situation as evolving and unpredictable. That statement does not establish availability, price or terms for a particular owner, vessel, existing policy or future transit date. Only voyage-specific written terms from the relevant insurer can address that case.
Public statements are useful for understanding the committee’s role, the listed-area process and general market context. They cannot confirm whether a particular vessel is insured, calculate its additional premium, establish that another route or insurer is available, or decide how an exclusion applies. Those questions depend on the actual policy and the insurer’s response to the actual voyage. Treat general guidance as a checklist for the questions to ask, not as a substitute for contract review.
Questions to settle before authorising the transit
- Does the insurer require advance notice or an additional declaration, and has it confirmed acceptance for this vessel and voyage?
- What route and dates are covered, including planned waiting, and what change would require renewed approval?
- What are the premium, quote expiry, exclusions, cancellation provisions and required conditions?
- Have the charterparty parties agreed who pays additional premium and bears delay or rerouting responsibilities?
- Have cargo interests verified their own cover, and have relevant sanctions issues been reviewed?
- Have the JWC circular and UKMTO operational information been checked close to the voyage decision?
Before treating the review as complete, make sure the written terms relate to the final voyage plan, the required notice and acceptance steps are satisfied, the quote is still valid, and any conditions can be met. If any answer is unclear, take it back to the broker or insurer rather than assuming a listed-area circular, general market statement or operational update resolves it.
Frequently Asked Questions
Does a JWC listed-area circular mean a Strait of Hormuz transit is automatically uninsured?
No. A listed-area notice identifies an area regarded as presenting enhanced war risk; it does not by itself cancel cover or determine how an individual contract applies. Check the policy wording, notification requirements and any negotiated terms with the insurer or broker.
Does the JWC set the additional premium for a Hormuz voyage?
No. The Lloyd’s Market Association says rating is a matter for individual negotiation between underwriters and brokers, and the JWC plays no role in setting it. Request written terms for the specific vessel, route and transit window.
What details should I give a broker when asking about cover?
Provide vessel identity and particulars, flag and ownership, cargo, origin and destination, the planned route and transit window, ports of call, expected waiting or anchorage, and the policy or insured parties seeking confirmation. Update the request if the plan changes.
Does hull war-risk insurance cover the cargo as well?
Not necessarily. Hull cover for the vessel does not establish that cargo is insured. Cargo interests should confirm their own policy, voyage terms, exclusions and any required notice separately.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →How long is a war-risk quote for a Hormuz transit valid?
There is no universal validity period established here. The China Shipowners Mutual Assurance Association’s March 2026 guidance describes short validity periods in its own member arrangements, but the applicable quote expiry must be confirmed in the specific written offer.
Does an insurer’s written quote mean cover is already in place?
Not necessarily. Establish whether the insurer has formally bound or accepted the terms in the manner required by the policy, and whether any endorsement, notice, premium or condition must be completed before cover takes effect.
Can UKMTO security information confirm whether the insurance covers the voyage?
No. UKMTO provides operational security information and voyage-planning resources; it does not amend the insurance contract. Use current UKMTO products for operational context and ask the insurer or broker about coverage.
The Bottom Line
Assess the actual voyage, not the Strait in the abstract: compare the route with the current JWC circular, notify the existing insurer as required, and obtain written terms that specify the covered route and period, premium, expiry, exclusions, cancellation provisions and conditions. Check charterparty and cargo responsibilities separately, and use current UKMTO information for operational planning. A listed-area notice is neither a quote nor a coverage determination, and insurance availability is not a safety assessment.
