To assess a mining project’s progress, separate what has been demonstrated from what is estimated, planned, permitted, funded or forecast. A drill result is not a mine; a resource is not a reserve; a feasibility study is not a construction decision; and a production target is not actual output. Check each claim against dated technical disclosures, regulator records, financing documents and operating updates, using the project’s jurisdiction and reporting standard as context.
What does the project claim—and what evidence supports it?
Start with the specific claim, its source and its date. “Advanced,” “fully funded,” “construction-ready” and “on track” are broad descriptions; they do not tell you which milestone has actually been completed. Look for the underlying event or document: a published resource estimate, an issued permit, an executed financing agreement, installed equipment or reported production.

Keep three categories separate as you read:
- Completed or reported facts: for example, a permit has issued or a construction activity has been completed.
- Estimates and assessments: such as a resource estimate or a study’s projected costs and economics.
- Plans and forecasts: such as a target construction date, expected first production or intended capacity.
Record the disclosure date beside every material claim. A forecast is meaningful only as a forecast made at that date; later schedules or filings may change it. A project may also advance in phases, overlap activities or use stage labels that differ from another issuer’s terminology, so do not treat the labels as a universal sequence.

How far has the evidence advanced?
Use the following framework to identify what a milestone establishes—and what it leaves unresolved. These are assessment categories, not a regulatory checklist applicable in every jurisdiction.

Disclosure rules differ. For example, the U.S. SEC’s S-K 1300 framework is not interchangeable with other national systems. Identify the project’s jurisdiction, the standard used in its technical disclosure and the effective date of the information before comparing claims.
Does a mineral resource mean the mine is economically viable?
No. A resource estimate describes mineralization and its confidence under stated assumptions; it does not, by itself, show that mining and processing it will be profitable or that a mine will be built.
In the S-K 1300 definitions reproduced in the cited SEC filing, a mineral resource is a concentration of material with reasonable prospects for economic extraction. A reserve is the economically mineable part of measured or indicated resources after relevant modifying factors are applied and dilution and losses are allowed for. Those factors connect the geology to practical matters such as mining, processing and project economics.

Pay attention to the resource classification. Inferred resources have the lowest resource confidence and may not be converted to reserves. Do not treat an inferred estimate as equivalent to a reserve or as proof that the material can be mined economically. For any resource or reserve figure, check the estimate date, classification, assumptions and applicable technical report rather than relying on a headline number.
How much confidence should you place in a project study?
Study maturity matters because the design and analysis become more detailed as a project is evaluated. A feasibility study is more comprehensive and carries higher confidence than a pre-feasibility study. Under the cited S-K 1300 definition, it contains sufficiently detailed mine, infrastructure and process designs, together with economic analysis, to support an investment decision or project financing.
That purpose does not make a feasibility study proof that the investment decision was made, financing closed, permits issued, construction finished or production started. Read its assumptions and risk factors, including the proposed mine and process design, infrastructure needs, metallurgy, capital and operating estimates, and the economics derived from them. The study is evidence about the proposed project as assessed—not evidence that every later milestone has occurred.

Are approvals and environmental and social commitments in place?
Check the approvals that have actually been issued, their conditions and the work still required to meet them. A general statement that a project is “permitted” can obscure which approvals are covered and whether conditions remain outstanding. Review environmental and social assessment documents and look for project-specific plans for water management, biodiversity, stakeholder engagement, construction management, closure and monitoring.

The IFC review of Argentina’s Rincon project documents due-diligence categories including water, biodiversity, stakeholder engagement and closure planning. For a different example, Skeena Gold + Silver’s 2025 Annual Information Form, filed in 2026, reports project-specific environmental assessment certificates and Mines Act and Environmental Management Act permits for Eskay Creek. These examples show the kinds of records to check; they do not establish that another project has the same approvals or obligations.
Is financing available, and has construction advanced?
Distinguish a proposed financing structure or board decision from funding that is available to draw. Examine executed agreements, conditions precedent and any disclosure that capital has become available or has been drawn. An announcement alone does not establish that all funds needed for the project are accessible.

Then assess construction through completed work rather than a broad label such as “under development.” Look for reported progress on access, power, water, tailings facilities, the processing plant and camp, followed by equipment installation, energization, mechanical completion and commissioning. These are separate milestones: activity at a construction site does not establish that systems are ready to operate.
Skeena’s Eskay Creek disclosures illustrate why the distinction matters: the filing treats the feasibility study, financing package, environmental approvals, permits, detailed engineering and construction activities as separate items. Its 2025 Annual Information Form, filed in 2026, also reports a C$578.7 million updated reclamation estimate for that project. That is a project-specific estimate in that filing, not a general mining cost or a measure of construction progress.
Has production actually begun?
Read production language precisely. Commissioning, first product, commercial production, steady-state output and nameplate capacity are not interchangeable. A target date for first production is a forecast; it is not proof that production began. A first product milestone, in turn, does not establish sustained output at a stated capacity. Look for dated operational disclosures and the issuer’s definition of commercial production, then distinguish actual reported output from forecasts and design targets.

The timing distinction is visible in the project disclosures. Skeena’s filing anticipated initial Eskay Creek production in Q2 2027; that was a forecast in the filing, not achieved production. IFC’s 2025 Environmental and Social Review Summary describes Rincon as a planned two-stage project, with 25 thousand tonnes per year for each stage and a stated final capacity of 50 ktpa. It says Stage 1 early works commenced in Q3 2025 and gives expected first production in Q1 2028; Stage 2 construction was targeted for mid-2027, with production targeted for Q1 2029. These are project plans and schedule expectations in that 2025 disclosure, not industry benchmarks or confirmation that the milestones have since occurred.
How should you compare two projects—or track one over time?
Use the same evidence categories for each project and each reporting period. A useful comparison records the source and date alongside the status, rather than collapsing unlike milestones into a single score.
- Geological confidence: What is the current resource classification, estimate date and supporting technical disclosure?
- Study and design maturity: Is the project at pre-feasibility, feasibility or another stated stage, and what designs and assumptions are documented?
- Economics and assumptions: What inputs and risks underpin the published analysis?
- Approvals and conditions: Which permits or certificates have issued, what do they require, and what remains to be satisfied?
- Environmental and social commitments: Are relevant plans and stakeholder processes documented?
- Financing certainty: Are agreements executed, are conditions outstanding, and is capital available or drawn?
- Construction evidence: Which physical and systems milestones are reported as complete?
- Operating evidence: Has the issuer reported first product, commercial production or actual output, and for what period?
There is no single cross-project score established by these disclosures. Explain what is documented, what remains a plan or estimate, and what is not yet established instead of assigning an unsupported numerical rating. A stage transition may also reflect an issuer’s terminology rather than a universal rule; Skeena, for example, described Eskay Creek as transitioning from exploration to development in December 2024.
