How to Apply for VA Burial Benefits for a Veteran or Family Member

Most families apply for VA burial expense reimbursement with Form 21P-530EZ. Eligibility, evidence, deadlines, and payment amounts depend on the benefit category and the Veteran’s circumstances.

To request reimbursement for eligible expenses after a Veteran’s death, most applicants use VA Form 21P-530EZ, Application for Burial Benefits. You can apply online through the VA form page or submit a completed, signed paper form with copies of supporting documents. First identify which expense you are claiming—burial and funeral costs, a plot or interment, or transportation—because eligibility, evidence, and filing deadlines depend on the benefit type.

A burial-benefit claim is separate from arranging a burial in a VA national cemetery. Form 21P-530EZ requests possible expense reimbursement; it does not reserve or schedule a gravesite. If you need both reimbursement consideration and a cemetery arrangement, treat them as separate VA processes.

Who can apply for VA burial benefits?

The person applying generally must have paid the expenses or be legally responsible for them. VA also considers whether another source has already reimbursed the applicant: VA will not pay for an expense to the extent the applicant has been reimbursed by another source for an amount equal to or greater than the VA burial allowance. This means the person submitting a claim should be prepared to identify the expenses, who paid them, and whether any amount remains unpaid or was covered elsewhere.

Potential claimants include a surviving spouse or partner in a legally recognized union, a surviving child, a parent, an executor or estate representative, another family member or friend who paid or is responsible for the costs, and a representative of a funeral home, cemetery, or other organization. A family relationship by itself does not establish eligibility. The applicant’s responsibility for the claimed expenses and the Veteran’s circumstances both matter. A person or organization that did not pay and is not legally responsible for a claimed cost should not assume that being related to the Veteran, or having helped with arrangements, is enough.

VA’s burial allowance and transportation guidance says the Veteran generally must have been discharged under conditions other than dishonorable and at least one qualifying circumstance must apply. Examples include:

  • The Veteran died from a service-connected disability.
  • The Veteran died while receiving VA care, or while traveling with proper authorization at VA expense to receive care.
  • An eligible original or reopened compensation or pension claim was pending when the Veteran died.
  • The Veteran was receiving VA pension or compensation.

The VA form instructions also address certain circumstances involving VA-contracted care and care at state veterans’ homes. Check the current VA eligibility guidance and the form instructions against the Veteran’s specific care and benefits history; the categories are not interchangeable. If you are unsure whether a particular hospitalization, trip for care, pending claim, or benefit status fits a category, verify it with VA or an accredited representative rather than relying on family relationship or assumption alone.

VA says it does not pay burial benefits if the individual died on active duty, while serving as a member of Congress, or while serving a federal prison sentence. These exclusions are distinct from the qualifying circumstances listed above.

Which expense are you claiming?

VA burial benefits can include different types of assistance. A claim may involve more than one category where the rules allow, but the amounts and eligibility conditions should not be treated as one universal reimbursement. Start by matching the expense to the benefit category rather than treating the entire funeral bill as a single claim.

Benefit type What it may help cover What to check
Burial allowance A contribution toward eligible burial and funeral expenses. Whether the death and the Veteran’s VA or service circumstances qualify, and which rate applies based on the date of death.
Plot or interment allowance Eligible costs for the plot or interment. Where the Veteran was buried and whether the specific plot or interment rules are met.
Transportation reimbursement Qualifying transportation costs for the Veteran’s remains. The applicable eligibility basis and an itemized statement showing the charges and who paid them.

These categories address different expenses. A burial allowance is not the same thing as a plot or interment allowance, and transportation is a separate expense with its own supporting documentation. Whether a person can claim one category, more than one, or none depends on the facts and the rules for the particular benefit. When preparing the form, identify each category you are asking VA to consider and attach the evidence relevant to that category.

VA recognizes cremation, burial at sea, and donation of remains to a medical school among the legal disposition methods covered by its burial-benefit rules. The existence of a covered disposition method does not by itself establish eligibility for payment. The claimant and Veteran still must meet the relevant requirements, and the claimed expenses must be supported.

For service-connected deaths, VA’s current guidance states that it may pay up to $2,000 toward burial expenses for deaths on or after September 11, 2001. That is a maximum for the stated category, not a promise that every applicant will receive $2,000 or a reimbursement of all funeral costs.

How much can VA pay?

Benefit amounts depend on the category, the Veteran’s death date, and the eligibility basis. The VA rate table lists the following burial and plot allowances for the applicable category in each period:

Effective date Burial allowance Plot allowance Source and qualification
October 1, 2026 $1,032 $1,032 U.S. Department of Veterans Affairs, 2026 rate entry; applies to the category specified in the VA table.
October 1, 2025 $1,002 $1,002 U.S. Department of Veterans Affairs, 2025 rate entry; applies to the category specified in the VA table.

These figures are category-specific: they are not a universal combined award, and the plot amount is not automatically added to every burial allowance. The relevant rate depends on the death date and the applicable eligibility rules, including where the Veteran was buried for plot or interment purposes. Check VA’s current “Veterans Burial Allowance and Transportation Benefits” rate table when filing, since its entries can change over time. An older VA compensation page displays $978 for an earlier rate period; that older figure should not be substituted for a later effective-date entry.

Keep the categories separate when estimating possible help with expenses. The $2,000 figure for certain service-connected deaths is a different category and effective-date rule from the $1,032 and $1,002 entries shown above. Those amounts should not be added together automatically or presented as a guaranteed total. The VA rate table and the eligibility basis for the individual claim determine which amount may apply.

What documents should you gather?

The correct evidence depends on the benefit sought and the facts VA already has. Use the benefit-specific evidence tables in the October 2024 VA Form 21P-530EZ instructions rather than sending every document on this list for every claim. The aim is to document the claimed expense and the eligibility basis without assuming that one applicant’s checklist fits every other claim.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Proof of death: Include the evidence requested for the claim. If claiming based on a service-connected death, include the cause of death.
  • Proof of expenses: Provide receipts showing payment or an account statement from the funeral director or cemetery. The statement should identify the Veteran and the services or merchandise, list costs and credits, and show any unpaid balance. This helps show what was charged, what has been paid, and what remains due.
  • Service records: Include the Veteran’s DD Form 214 or equivalent service documents if available. According to the form, these records may help prompt processing. They are not required with the application if the Veteran was receiving VA benefits.
  • Transportation costs: If requesting transportation reimbursement, provide an itemized statement identifying the Veteran, transportation costs, payer, and date of service. A general funeral bill may not contain each of those details, so check the statement for them before filing.
  • Outside medical evidence: If a service-connected claim depends on medical evidence outside VA, include the relevant records or the VA authorization forms needed for VA to request them.

Keep copies of the application and the supporting documents you submit. The form calls for copies of supporting evidence with a paper application, not original personal records. If one document relates to more than one part of your claim, use the form’s evidence tables to confirm what is needed for each benefit rather than assuming that an attachment automatically proves every eligibility element.

For example, a receipt or funeral-home account statement can help document expenses, but it does not by itself establish that the Veteran meets a qualifying VA or service circumstance. Similarly, a DD Form 214 can help document military service, but the form says it is not required with the application when the Veteran was receiving VA benefits. Match the evidence to the question it is meant to answer.

Is there a time limit for filing?

There is no single deadline for every burial-benefit claim. The October 2024 VA form instructions list no time limit for a service-connected burial allowance, a plot or interment allowance, a non-service-connected burial allowance based on death during VA hospitalization, or transportation reimbursement.

For most non-service-connected burial allowance claims, VA must receive the claim within two years after the Veteran’s permanent burial or cremation. If the Veteran’s discharge status was corrected after death, the form says to file within two years of that correction. The two-year rule should not be applied indiscriminately to the other categories.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The filing deadline depends on the claim type, so identify the benefit being requested before relying on a deadline. In particular, do not assume that every burial-related payment has the same two-year limit, or that a claim has no deadline simply because another category does not. If you are unsure which category fits, contact VA or an accredited representative promptly rather than assuming the longer or shorter deadline applies. The date VA receives a claim matters for the two-year filing rule.

How do I apply?

VA identifies VA Form 21P-530EZ, Application for Burial Benefits, as the main application route. The VA form landing page describes the form revision as October 2024 and provides an online application option. VA’s form instructions state: “Submit your claim on a VA Form 21P-530EZ, Application for Burial Benefits (attached). Make sure you complete and sign your application.”

  1. Choose the benefit category. Decide whether you are asking for a burial allowance, a plot or interment allowance, transportation reimbursement, or more than one category where appropriate. Consider the expense, the Veteran’s eligibility circumstances, and any applicable deadline.
  2. Complete the application. Use VA’s online application route or complete Form 21P-530EZ. Answer the form’s questions for the benefits you are claiming and identify the person or organization responsible for the expenses. Use the form instructions to determine which evidence tables apply.
  3. Sign the form if filing on paper. Check the application for missing answers and the required signature before mailing it. An unsigned paper application does not follow the form instructions to complete and sign the claim.
  4. Attach the relevant evidence. Include proof of death, expense records, service documents if available, and any benefit-specific evidence described in the form instructions. Do not assume every listed document is required for your particular claim.
  5. Submit online or mail the paper application. For paper filing, send the signed form and copies of supporting documents to the current VA Pension Intake Center address below.

Online submission and paper filing are both VA-provided routes. The paper route requires a completed and signed form and copies of relevant supporting documents sent to the intake address. Before mailing, compare the address with the current Form 21P-530EZ landing page or instructions in case VA has changed its intake details. If a funeral provider or another representative helps assemble the claim, the applicant should still ensure that the claim is accurate and that the required signature is included.

Before submitting, review the claim as a set: does the selected benefit match the expense, does the evidence support the claimed payment, have you addressed whether another source reimbursed the cost, and have you checked the correct deadline? This review can help prevent category confusion or missing supporting details. It does not replace the form’s instructions, which specify the evidence VA requests for each benefit type.

What if a surviving spouse is listed on the Veteran’s profile?

VA says a surviving spouse listed as the Veteran’s spouse on the Veteran’s profile does not need to file a claim for the specified plot, interment, or transportation payment. After VA receives notice of death, it makes an automatic payment for those specified benefits. This exception is limited: it is not an automatic payment of every burial allowance to every claimant, and it does not remove the need to apply for other benefits when a claim is required.

If you are relying on this exception, distinguish the specified payments from a separate request for a burial allowance. A spouse should not infer that every expense category will be paid automatically just because the profile lists the relationship. Check whether the benefit you need is one of the plot, interment, or transportation payments described by VA.

How is a VA national cemetery burial arranged?

A burial allowance claim and a national cemetery burial are different processes with different objectives. The allowance application asks VA to consider eligible expense reimbursement. Cemetery burial involves its own eligibility and scheduling steps.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Before a death: Request advance eligibility using VA Form 40-10007, the pre-need application for burial in a VA cemetery.
  • After a death: Use VA’s time-of-need scheduling process to arrange burial for the Veteran or family member.

Do not use Form 21P-530EZ as a cemetery scheduling form. A family may need to pursue a cemetery arrangement separately from any reimbursement claim. The choice between the two processes depends on what you are trying to accomplish: reimbursement for eligible expenses, cemetery eligibility and scheduling, or both. Form 40-10007 is the advance-eligibility route; after a death, use the time-of-need process rather than the pre-need application.

Common application mistakes to avoid

  • Assuming kinship alone qualifies: The applicant generally must have paid or be legally responsible for the claimed expenses, and the Veteran must meet the applicable conditions.
  • Treating every benefit as the same payment: Burial, plot or interment, and transportation benefits address different expense types and may have different rules.
  • Using the wrong deadline: The two-year limit applies to most non-service-connected burial allowance claims, not all categories.
  • Sending an incomplete paper form: Complete and sign the application, and include copies of the evidence relevant to the selected claim.
  • Assuming every record is mandatory: The form says DD Form 214 or equivalent service documents may help prompt processing and are not required with the application if the Veteran was receiving VA benefits. Follow the benefit-specific evidence tables.
  • Confusing reimbursement with cemetery arrangements: A reimbursement claim does not schedule a national cemetery burial.
  • Quoting an outdated amount: Burial figures vary by effective date and category. Check VA’s current rate table instead of relying on an older amount or treating separate categories as a combined award.
  • Overlooking credits or other reimbursement: Expense statements should show costs, credits, and unpaid balances, and the applicant should account for reimbursement from another source when determining what expense remains eligible to claim.

Frequently Asked Questions

What form do I use to apply for VA burial benefits?

Most applicants use VA Form 21P-530EZ, Application for Burial Benefits. VA offers an online application route; for paper filing, complete and sign the form and mail copies of supporting documents to the Pension Intake Center in Janesville, Wisconsin.

Who can file a VA burial-benefit claim?

A person who paid or is legally responsible for the claimed expenses may be eligible to apply. Potential applicants include a surviving spouse or recognized legal partner, child, parent, executor or estate representative, another family member or friend, and an authorized representative of a funeral home, cemetery, or other organization. The Veteran must also meet applicable eligibility conditions.

Is there a deadline to apply for VA burial benefits?

For most non-service-connected burial allowance claims, VA must receive the claim within two years after permanent burial or cremation. VA’s Form 21P-530EZ instructions list no time limit for several other categories, including service-connected burial allowance, plot or interment allowance, qualifying VA-hospitalization death claims, and transportation reimbursement. A correction to discharge status after death has a two-year filing period from the correction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does VA automatically pay burial benefits to a surviving spouse?

Not every benefit. A surviving spouse listed as the Veteran’s spouse on the Veteran’s profile does not need to file for the specified plot, interment, or transportation payment; VA says it makes an automatic payment after receiving notice of death. This does not mean every burial allowance is paid automatically.

Does Form 21P-530EZ schedule burial in a VA national cemetery?

No. Form 21P-530EZ is for consideration of burial-benefit reimbursement. For advance cemetery eligibility, use VA Form 40-10007. After a death, use VA’s time-of-need scheduling process.

What evidence should I send with the claim?

Evidence depends on the benefit and the Veteran’s records. It can include proof of death, receipts or a funeral director or cemetery account statement, available DD Form 214 or equivalent service documents, an itemized transportation statement, and outside medical records or VA authorization forms when relevant. Follow the benefit-specific evidence tables in the form instructions.

Does VA reimburse the full funeral bill?

Not necessarily. Burial benefits are possible contributions toward eligible expenses, not a guaranteed reimbursement of all costs. Amounts and eligibility vary by category, death date, and the Veteran’s circumstances; another source’s reimbursement can also affect the amount payable.

The Bottom Line

Start by identifying the expense and benefit category, then check the Veteran’s eligibility circumstances, the applicable deadline, and the evidence listed in VA Form 21P-530EZ. Apply online or submit a completed, signed paper form with copies of supporting documents. If you also need burial in a VA national cemetery, arrange that separately through the appropriate pre-need or time-of-need process.
