For a Florida property-value dispute, the usual deadline to petition the county Value Adjustment Board (VAB) is 25 days after the Notice of Proposed Property Taxes (TRIM notice) is mailed. File with the VAB clerk in the county where the property is located—not with the Florida Department of Revenue (DOR). You can first discuss the assessment with the property appraiser, but that conversation does not extend the filing deadline. Check the date on your notice and your county clerk’s current instructions right away.

Start by identifying what you are disputing

A TRIM notice reports proposed property taxes and the property appraiser’s assessment. Before choosing a filing route, identify whether your disagreement is about the property’s assessed value or another decision. A value petition and an appeal involving an exemption, classification, tax deferral, portability, or change-of-ownership determination may have different grounds and deadlines.

The standard annual calendar places TRIM notices in August, but the date on your actual notice controls the normal value-petition period. The DOR’s current taxpayer guidance generally gives 25 days from mailing to file a value petition. Do not substitute a general calendar estimate for the notice date or the county’s deadline calculation.

Check the issue and deadline together

  • Assessed value: The usual VAB petition window is 25 days after the TRIM notice is mailed.
  • Other determinations: Certain denials have a usual June-to-July period of 30 days after mailing, according to DOR guidance. That period does not apply automatically to every type of dispute; verify the notice and applicable instructions.

These timelines are not interchangeable. First read the notice and identify the determination you want reviewed; then confirm the correct form and deadline for that issue with the county VAB clerk. If you are unsure whether your complaint concerns value or a different determination, ask the clerk promptly rather than using the 25-day value deadline as a universal rule.

Choose a route without letting the filing window expire

Florida’s options include an informal discussion with the property appraiser, a county VAB petition, or a circuit-court challenge. These are not prerequisites for one another. An informal conference may help clarify the assessment or resolve a disagreement, but it does not preserve your VAB deadline. As DOR’s taxpayer guidance puts it, “Having an informal conference with the property appraiser does not extend your deadline to file a petition with the value adjustment board.”

Route What it involves Key timing or requirement
Informal appraiser conference Discuss the assessment with the property appraiser; bring supporting documents and ask for the facts supporting the assessment. Does not extend the VAB filing deadline.
County VAB petition Administrative appeal of a property value or certain other tax determinations, followed by the applicable hearing process. For a value appeal, usually due 25 days after the TRIM notice is mailed. Evidence-exchange and tax-payment requirements also apply.
Circuit-court challenge A court route that may be available without first holding an informal conference or filing a VAB petition. DOR states a 60-day period measured from the later of the VAB decision or certification of the tax roll, and a good-faith payment requirement applies. Confirm current requirements with qualified counsel.

No route is best for every case. An informal conversation is less formal, but it cannot protect the petition deadline. A VAB petition requires timely filing and preparation for evidence exchange and payment rules. A court challenge carries legal filing requirements and consequences that merit case-specific advice.

What the route comparison means in practice

The informal conference is an opportunity to discuss the assessment directly with the appraiser. You can bring documentation, ask the appraiser to explain the facts supporting the assessment, and see whether the disagreement can be resolved. It is not a formal substitute for a VAB petition, however, and waiting for an informal response can consume the short filing window.

The VAB route is an administrative hearing process. It requires a timely petition to the local clerk, preparation and exchange of evidence, and attention to the tax-payment rules while the petition is pending. It is not enough to send a letter to DOR or simply tell the appraiser that you disagree. Confirm that the petition has been submitted through an accepted county channel and keep your receipt or electronic confirmation.

Circuit court is a distinct legal route, not an automatic next step that every taxpayer must take after a VAB hearing. DOR identifies it as an option even without first having an informal conference or filing a VAB petition. Because court filings involve legal deadlines and a good-faith payment requirement, the statewide summary should not be treated as legal advice about an individual parcel. A qualified Florida lawyer can assess the facts, current filing requirements, and whether court is appropriate.

File a value petition with the county VAB clerk

DOR lists form DR-486, Petition to Value Adjustment Board – Request for Hearing, as the general petition for an assessment-value dispute. DOR’s forms index lists an August 2026 revision as provisional. Because forms can be revised, get the current version from DOR’s live forms page or the county VAB clerk rather than relying on a saved or older copy. The same index lists a remote-hearing request form as provisional.

  1. Locate the VAB clerk for the county where the property is located. DOR directs taxpayers to file with the local clerk, not with DOR.
  2. Confirm the correct form and filing instructions. Ask the clerk which form applies to your dispute and whether the county accepts electronic filing, paper filing, or both.
  3. Check the deadline and any fee instructions. Follow the county’s instructions for delivery, fee payment, and proof of filing. A universal filing-fee amount is not established here; do not assume a fee based on another county’s rules.
  4. Submit the petition by the applicable deadline. Keep a copy of the petition and any submission confirmation or receipt.

County filing methods, fee instructions, and hearing logistics are local matters. Confirm them directly with the clerk as soon as you receive the notice, particularly if you plan to use an electronic portal.

Filing details to confirm before you submit

Check that you are using the current petition form for the kind of decision you are challenging. The DR-486 is the general value-petition form; other disputes may require a different form or procedure. The state’s forms index identifies the August 2026 DR-486 revision as provisional, so a copy saved from an earlier year may not reflect the version currently directed by the state or county. The remote-hearing request form is also listed as provisional. If you are seeking a remote hearing, check whether and how to request one with the local clerk instead of assuming the petition itself makes that request.

Filing is local: DOR’s guidance sends petition forms to the VAB clerk in the county where the property sits, not to the state agency. Counties may have different electronic or paper submission channels, fee instructions, and hearing logistics. A universal statewide fee amount is not established here. DOR’s 2025 legislation page describes statutory changes to the maximum permissible fee and related rules, so check the current county instructions rather than relying on a fee quoted for another county or an older filing.

Because the deadline is short, leave time to follow the county’s submission process. Use the date and mailing information on your actual TRIM notice, verify how the county calculates its deadline, and retain proof of filing. If you have started an informal discussion, do not wait for it to conclude before deciding whether to file a petition.

Build evidence around the specific dispute

DOR’s training material says the petitioner is responsible for presenting relevant and credible evidence supporting the belief that the property appraiser’s or tax collector’s determination is incorrect. At an informal conference, you can bring documentation and ask the appraiser to explain the facts supporting the assessment. For a petition, focus on evidence that addresses the particular decision and the applicable valuation date.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no single evidence formula established for every residential, commercial, agricultural, or personal-property case. The appropriate evidence depends on the property, the disputed determination, and the facts. Do not assume that a generic online estimate alone proves market value, or that an appeal will necessarily produce a lower assessment.

Organize what you plan to present

Start by stating exactly what determination you believe is incorrect and what part of the notice or decision you are challenging. Then organize the documentation and witness information you intend to rely on so that it relates to that dispute and the applicable valuation date. DOR’s standard is that the evidence be relevant and credible; it does not establish a universal checklist or one best valuation method for all properties. A generic online estimate should not be presented as conclusive proof merely because it gives a different number.

If you plan to have a witness provide evidence, the exchange rules call for a summary of that witness evidence, as well as a list of the evidence and copies of documentation. Make sure your preparation accounts for all three components. The property appraiser also has evidence to provide under the current schedule, which can help you understand the basis for the assessment and prepare for the hearing. The statewide materials do not specify a single format for every county, so use the current supplemental notice and local hearing instructions.

Evidence and deadlines can be different for a value dispute and another kind of tax determination. Tailor your materials to the decision at issue rather than submitting unrelated documents or assuming a standard residential-sales comparison applies to commercial, agricultural, or personal property. If the facts or valuation method are complex, case-specific professional advice may be appropriate. No statewide appeal success rate, average savings, or guaranteed reduction is established by DOR’s cited materials.

Exchange evidence on the current schedule

For VAB hearings after September 1, 2025, Chapter 2025-208 changed the evidence-exchange requirements. Generally, at least 15 days before the hearing, the taxpayer must give the property appraiser a list of the evidence to be presented, a summary of witness evidence, and copies of documentation. The property appraiser must also provide its evidence at least 15 days before the hearing; under the change, that duty is no longer conditioned on a taxpayer’s written request.

DOR’s bulletin PTO 25-17 explains the change. It replaced the former arrangement under which the appraiser’s evidence was due seven days before the hearing if requested in writing and if the petitioner met specified conditions. Older web pages or rule materials may still describe that superseded wording. Check the current DR-486SP supplemental notice and the county’s instructions for the hearing scheduled in your case, especially in light of DOR-reported rulemaking activity in 2026.

The 15-day period is measured back from the hearing, not from the date you file the petition. Once the county schedules the hearing, note that date and work backward to the evidence-exchange deadline. The current procedure applies to hearings after September 1, 2025; do not rely on older instructions that describe only the former seven-day, written-request arrangement. Follow any current county-specific directions for transmitting the materials and confirming delivery.

Keep up with the tax bill while the petition is pending

A petition does not mean you can simply withhold property taxes. DOR’s taxpayer guide PT-101, revised 08/25, says that for a value petition, the payment required before delinquency generally includes all non-ad valorem assessments and at least 75% of ad valorem taxes, after applicable discounts. If the petition concerns denial of an exemption or classification, the guide describes the payment as all non-ad valorem assessments plus the amount the taxpayer admits in good faith to owe.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The guide warns that failure to make the required payment can cause the VAB to deny the petition in writing. Check the actual bill, available discounts, payment amount, and due date with the county tax collector. The applicable amount depends on the bill and should not be estimated from a general description.

Separate the appeal from the payment obligation

Filing a petition does not put the tax bill on hold. For a value petition, the general payment described in PT-101 is not simply 75% of the entire bill: it includes all non-ad valorem assessments and at least 75% of the ad valorem taxes, after any applicable discount. The amount and timing on your actual bill matter, so have the tax collector confirm what you must pay before delinquency.

For a petition involving denial of an exemption or classification, PT-101 describes a different calculation: all non-ad valorem assessments plus the amount you admit in good faith to owe. Do not apply the value-petition calculation indiscriminately to that type of case. The guide warns that not making the required payment can lead the VAB to deny the petition in writing. Keep payment confirmation with your appeal records, and ask the tax collector if you are uncertain about the payment amount or due date.

If you are considering circuit court

DOR identifies circuit court as a separate possible route; you do not have to complete an informal conference or file a VAB petition first. If a VAB decision has issued, DOR states that the court deadline is 60 days from the later of the VAB decision or the property appraiser’s certification of the tax roll. DOR also says a taxpayer must make a good-faith payment of the amount admitted to be owed before contesting an assessment in court.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Those are statewide summaries, not a determination of the filing deadline or payment obligation for an individual case. Court litigation is a high-consequence legal matter. Consult qualified Florida counsel about your facts, current law, filing requirements, and the interaction between any court case and tax payments.

Do not assume that the 25-day VAB value-petition deadline and the court timeline are the same. DOR describes the court period as 60 days measured from the later of the VAB decision or tax-roll certification, and a good-faith payment is required. If court is under consideration, verify the applicable dates and payment requirement with counsel rather than calculating from a general article summary.

Use official guidance and verify local details

DOR’s taxpayer guidance, forms index, PT-101 guide, and PTO 25-17 bulletin explain the statewide process and the 2025 evidence-rule changes. The current DR-486 and any supplemental notice should be checked through DOR and the county clerk. For local submission methods, fees, schedules, and payment details, rely on the VAB clerk and tax collector for the county where the property is located.

  • Use the mailing information and date on your own TRIM notice, and verify how your county calculates the filing deadline.
  • Confirm the current petition form, filing method, fees, hearing schedule, evidence instructions, and any remote-hearing request process with the local clerk.
  • Ask the tax collector what you must pay and by when; do not treat a pending appeal as permission to stop paying.
  • For a court challenge, get advice from qualified counsel about your specific case.

Statewide guidance does not determine a particular parcel’s market value, local e-filing process, or likely appeal outcome. DOR’s cited materials do not provide a statewide success rate or average savings figure, so no reliable statewide odds or expected reduction can be inferred from them.

Frequently asked questions

How long do I have to appeal a Florida property assessment?

For a value petition, the usual deadline is 25 days after the TRIM notice is mailed. Check your own notice and the county VAB clerk’s current calculation and filing instructions. Other disputes, including certain exemption or classification denials, may have different deadlines.

Can I talk to the property appraiser before filing?

Yes. An informal conference can give you a chance to bring documentation, ask the appraiser to explain the supporting facts, and discuss the assessment. It is optional and does not extend the VAB filing deadline, so do not let the conversation cause you to miss the petition window.

Where do I send the petition?

File with the VAB clerk in the county where the property is located. DOR directs taxpayers to the local clerk, not to DOR. Ask the clerk for the current form, accepted filing method, fee instructions, and proof-of-filing process.

What form is used for a value appeal?

DOR lists DR-486, Petition to Value Adjustment Board – Request for Hearing, as the general value-petition form. The forms index lists an August 2026 revision as provisional, so check the live DOR forms page and county clerk for the version currently in use. Other types of disputes may require different forms or procedures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What evidence should I submit?

Present relevant and credible evidence that addresses the specific determination and applicable valuation date. The right evidence depends on the property and dispute; the statewide guidance does not prescribe one universal method or checklist for every case. A generic online estimate alone is not necessarily proof of market value.

When must evidence be exchanged?

For VAB hearings after September 1, 2025, the taxpayer generally must provide the property appraiser a list of evidence, a summary of witness evidence, and copies of documentation at least 15 days before the hearing. The property appraiser must also provide its evidence at least 15 days before the hearing. Check the current supplemental notice and county instructions.

Do I have to pay taxes while the appeal is pending?

Yes, a pending petition is not permission to stop paying. PT-101 generally describes a value-petition payment as all non-ad valorem assessments and at least 75% of ad valorem taxes, after applicable discounts. Confirm the amount and due date with the tax collector. Failure to make the required payment can cause the VAB to deny the petition in writing.

Can I go to court without filing a VAB petition?

DOR identifies circuit court as a possible route without first having an informal conference or filing a VAB petition. It also states a 60-day period measured from the later of the VAB decision or tax-roll certification when a VAB decision has issued, along with a good-faith payment requirement. Consult qualified Florida counsel about how those rules apply to your case.

Will an appeal lower my taxes?

There is no guaranteed reduction, statewide success rate, or average savings figure in the cited DOR materials. An appeal’s result depends on the dispute and the evidence presented. Do not treat a petition as a promise of lower value or taxes.

The Bottom Line

For a Florida property-value dispute, check the mailing date on your TRIM notice and file the current petition with the county VAB clerk within the usual 25-day window. An informal conference will not extend that deadline. Prepare relevant evidence for the current 15-day exchange schedule, confirm the required payment with the tax collector, and seek qualified Florida counsel if you are considering court.
