You can start, change, or stop federal income tax withholding from your Social Security benefit through your personal my Social Security account. The Social Security Administration (SSA) also accepts requests by phone and through IRS Form W-4V. SSA currently lists four withholding choices: 7%, 10%, 12%, or 22% of your monthly benefit.

What Social Security tax withholding does—and does not do

Voluntary tax withholding is a way to prepay federal income tax during the year by having SSA take a selected percentage from your monthly benefit payment. It is optional: the IRS’s Form W-4V instructions state, “You aren’t required to have federal income tax withheld from these payments. Your request is voluntary.” You can request withholding, or choose another way to pay any federal tax you owe.

Withholding does not determine whether your benefits are taxable, calculate your total tax, or guarantee that the amount taken out will cover your tax bill. Taxability depends on your broader tax situation, including other income. The withholding request controls how much SSA takes from a benefit payment under the selected rate; it is not a tax assessment or a personalized estimate of your final bill. You may instead pay the IRS directly.

Federal tax withholding is also separate from other deductions from a Social Security payment. Those deductions can affect whether SSA can apply the tax withholding you requested. A withholding request therefore should not be confused with a change to another deduction, nor should the selected rate be understood as a percentage of all your income.

Check whether withholding may be relevant

SSA summarizes the combined-income thresholds at which federal tax may apply as more than $25,000 a year for an individual filer or more than $32,000 for joint filers. SSA describes combined income in simplified terms as half of your benefit plus other earned income. These figures and that brief description are a starting point, not a complete tax worksheet; they may not account for every type of income or household situation.

The thresholds are useful as a prompt to look more closely at your tax situation, not as a conclusion that a particular person definitely owes tax on benefits. SSA’s summary does not provide a full calculation method for every household. Do not use the thresholds alone to decide your exact taxable amount or to select a withholding rate.

If you are unsure whether your benefits are taxable or how much to prepay, use current IRS tax guidance or consult a qualified tax professional. Do not treat the withholding percentage as a tax calculation. Withholding is one way to pay federal tax during the year; it does not change the tax rules that determine whether benefits are taxable.

Choose how to submit or change your request

Method How it works Best fit
Online Sign in to or create a personal my Social Security account and use the voluntary tax withholding option to check, start, change, or stop a request. People who want to manage the request themselves online.
By phone Call SSA at 1-800-772-1213 and tell the representative the percentage you want withheld. SSA lists TTY service at 1-800-325-0778. People who prefer to speak with SSA or need phone assistance.
By paper Complete IRS Form W-4V, the Voluntary Withholding Request, and submit it to your local SSA office—not to the IRS. People who prefer a paper request.

Each route is a way to manage the same voluntary federal tax withholding request. Online self-service may suit someone comfortable using an account; the phone route allows a conversation with SSA; and the paper form is an option for someone who prefers to submit a written request. SSA’s information does not establish that one method is processed faster than another, so choose based on how you prefer to handle the request rather than an assumed speed advantage.

Before contacting SSA or completing the form, decide whether you want to start withholding, change a current rate, or stop a request. If starting or changing it, select from the four rates SSA lists: 7%, 10%, 12%, or 22%. The available request is a percentage of your monthly benefit, not a custom dollar amount.

Change withholding online

  1. Sign in to your personal my Social Security account, or create one if you do not already have one.
  2. Open the voluntary tax withholding option. Use it to review your current request or start, change, or stop withholding.
  3. If starting or changing the request, select one of SSA’s available percentages: 7%, 10%, 12%, or 22% of your monthly benefit.
  4. Submit the request and check your account or subsequent payment information to confirm the result. SSA does not specify a processing time, so do not assume the change will appear in a particular payment.

SSA says its online voluntary tax withholding service is intended to help with timely federal tax withholding and reduce the possibility of owing federal tax at year-end. This is the purpose of the service, not a promise that a request will cover your full tax bill or eliminate a balance due.

If you are already withholding and want a different amount taken from future benefit payments, use the online option to change the rate rather than assuming that a new request is unnecessary. If you no longer want SSA to withhold federal income tax, use the option to stop the request. After submitting any change, review payment information to see whether the request has taken effect; the SSA service description does not give a specific effective date or processing window.

Request the change by phone

Call SSA at 1-800-772-1213 and tell the representative whether you want to start, change, or stop voluntary federal tax withholding. If you are starting or changing it, state the percentage you want applied. SSA lists representatives as available Monday through Friday, 8 a.m. to 7 p.m. in most U.S. time zones; TTY users can call 1-800-325-0778. Service hours can change, so check SSA’s current contact information if you are calling later.

The phone route can be useful if you prefer to explain your request to a representative rather than use online self-service or complete a paper form. Have your choice clear before you call: the request concerns federal tax withholding from the monthly benefit, and the available rates are 7%, 10%, 12%, or 22%. SSA’s published information does not say that calling leads to a faster change than using the other methods.

Submit a paper request with Form W-4V

Form W-4V is the IRS form for requesting voluntary withholding from certain government payments, including Social Security benefits. For Social Security, submit the completed form to your local SSA office rather than mailing it to the IRS. The IRS creates the form, but SSA handles the request for withholding from Social Security payments.

  1. Get the latest official IRS Form W-4V and its instructions.
  2. Complete the identifying information requested on the form.
  3. Select one withholding percentage for your Social Security benefits.
  4. Sign and date the form, then submit it to your local SSA office according to current SSA directions.

The form instructions indicate that the request is voluntary. Do not leave out the signature or date, and do not select more than one rate: the instructions call for one listed percentage. Because the form is an IRS document but the benefit is administered by SSA, confirm the destination carefully. Sending the Social Security request to the IRS instead of the local SSA office would not follow the stated submission direction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The indexed IRS form text identifies a February 2018 revision date. Check the latest official IRS form and current SSA submission directions before sending a paper request, since forms and instructions can be updated. Online or phone requests are alternatives if you do not want to use paper.

Check whether the withholding took effect

Review your Social Security payment details after submitting a request. SSA’s Program Operations Manual System says voluntary tax withholding is shown in Box 6 of Form SSA-1099 and in the statement describing Box 3. These records can help you verify the withholding that was reported for the benefit.

SSA applies the selected rate only when the benefit payable after other deductions is greater than the amount of tax withholding. If no tax is withheld, or the amount looks different from what you expected, other deductions may be affecting the payable benefit. This rule is one reason a selected percentage may not produce a withholding entry in every payment circumstance.

Check the payment detail rather than assuming that an unexpected net payment means the request was ignored. If the details do not explain what happened, contact SSA. The available service information does not specify a processing time, so do not infer from it exactly which payment should first reflect a new or changed request.

What the four withholding percentages mean

The percentages SSA lists are applied to the monthly benefit, not selected as a dollar amount. For example, choosing 10% requests withholding equal to 10% of the benefit amount to which the request applies. If a monthly benefit were $1,000, 10% would equal $100 before considering the SSA rule about other deductions and whether enough benefit remains payable. This is only an arithmetic illustration, not a recommendation or a forecast of an actual payment.

The available choices listed by SSA are:

  • 7%
  • 10%
  • 12%
  • 22%

There is no custom rate among the four choices shown on SSA’s task page. If you want a rate between the listed options, do not assume SSA can enter it; the page identifies only these four choices. The choice is a prepayment decision, not a determination of the tax rate on your benefits or your total federal tax liability. Consider your full tax picture when deciding whether to withhold and which available rate to request.

Common mistakes to avoid

  • Confusing withholding with taxability. Requesting a rate does not make benefits taxable, and stopping withholding does not establish that no tax is due. Taxability depends on your broader tax situation.
  • Treating the rate as a dollar amount. SSA’s listed percentages apply to the monthly benefit; they are not flat dollar elections.
  • Assuming one rate fits everyone. The appropriate prepayment depends on the individual’s wider tax picture. The SSA threshold summary is not a complete tax worksheet.
  • Sending Form W-4V to the wrong agency. For withholding from Social Security, submit the form to the local SSA office, not the IRS.
  • Expecting a particular effective date. SSA does not state a processing-time difference or promise a specific payment date for a request. Check payment details after submitting it.
  • Overlooking other deductions. SSA may apply the requested rate only if the remaining benefit after other deductions exceeds the withholding amount.
