The controversy prompted the City to propose stronger controls for future third-party signs. Why the Osborne Park billboard drew complaints
In April 2023, OnlyFans creator Savannah, also known as WC Savage, commissioned a billboard on Main Street in Osborne Park, an area within the City of Stirling. PerthNow reported that the $7,700 advertisement featured a bikini image, her Instagram handle and a QR code leading to her OnlyFans page. The outlet also reported more than 6,500 petition signatures and 70 printed pages of complaints to Ad Standards; those figures were reported by PerthNow, not published as City statistics. Complaints sought removal, but the City’s 27 June committee report said the planning framework then in place gave it no mechanism to require removal on content grounds. Why the advertising standards finding did not settle the planning question
Ad Standards’ AANA Community Panel considered the complaints under the advertising industry’s Code of Ethics. The City report records the Panel’s finding that the advertisement did not breach sections 2.2 or 2.4. On section 2.2, the Panel determined that the ad did not use sexual appeal in a way that was exploitative or degrading. That was a finding under the Code, not a ruling on the City’s authority to make planning controls.

The City’s report said an earlier policy review had removed a provision against discriminatory or offensive content on the basis that the self-regulatory system could address such material. What the City proposed in July 2023
The City’s committee report set out proposed changes to Local Planning Policy 6.1, Advertising Signs. The proposed wording included this restriction: “Signs must not contain any discriminatory, offensive, obscene or vulgar material including, but not limited to, adult-only related industries.” The report also proposed an objective that sign content meet community expectations and not be discriminatory or offensive, a third-party Signage Strategy to control content, and compliance with the AANA Code of Ethics. At its 4 July 2023 meeting, Council minutes described the modified policy and recommended a 21-day public-comment period. The committee report said future development approvals would include a condition giving the City a mechanism to control sign content. These steps should not be conflated: a proposed policy, a committee recommendation, a Council resolution to consult, and a finally adopted policy are different stages. A November 2023 PerthNow follow-up still described a proposal before the Planning and Development Committee. What the City’s current sign guidance says
As of 8 October 2026, the City of Stirling’s public roads-and-signage guidance says most advertising signs require a licence before installation, and some may also require planning approval. It says signs on private sites must not adversely affect surrounding amenity; sign overuse should be avoided; signs must not affect major-road streetscapes; signs must not be discriminatory or offensive; and signs should relate to services or products at the site where displayed. The City’s planning-documents page lists Local Planning Policy 6.1 Advertising Signs among policies adopted under the local planning scheme or Local Government Act, and notes that working copies may be provided alongside adopted versions. The public summary is useful for general orientation, but a conclusion about a particular sign’s legal status requires checking the latest adopted policy text and the applicable licence or planning-approval conditions. Can adult-only businesses advertise on billboards in Stirling?
The proposed July 2023 wording explicitly referred to adult-only related industries, but the available material does not establish that this exact clause became final operative policy. Nor does the City’s general public guidance, by itself, answer whether a specific advertisement can appear at a particular site. The answer depends on the currently adopted Local Planning Policy 6.1, whether the sign needs planning approval, and the conditions attached to that approval, as well as any required sign licence.
For context, Savannah told PerthNow that she believed the proposed policy attacked free speech and women’s agency over their bodies, saying: “I find that it’s better to ask for forgiveness than permission.” That is her stated objection to the proposal, not a legal determination.
