How the 2024 U.S. Port Strike Affected the Food Supply Chain—and What the Contract Status Means Now

The 2024 port strike raised concerns about selected imports and agricultural trade, but officials expected limited near-term effects on overall food availability. The current cited contract runs through September 30, 2030.

The U.S. East and Gulf Coast port strike described as “looming” in 2024 is not currently established as imminent: the Environmental Protection Agency says the ILA-USMX agreement is in force through September 30, 2030. The strike lasted from September 30 to October 4, 2024. During that brief disruption, federal officials expected little near-term effect on overall food availability or prices, while food-industry and agricultural groups warned that a longer stoppage could affect selected imports, exports and farm inputs.

Those 2024 assessments are not evidence of present-day shortages or price increases. They do, however, explain why a port strike can create pressure in parts of the food chain without stopping food from reaching most grocery shelves.

Is a U.S. port strike looming now?

The EPA’s Atlantic and Gulf Coast Port Labor Contract page says the ILA-USMX agreement was approved and signed on February 2, 2025, and remains in force through September 30, 2030. The EPA page was last updated March 27, 2025; it is an official contract-status account, not a real-time labor bulletin.

The strike discussed in 2024 began at midnight on September 30 and was lifted October 4, allowing affected ports to resume normal operations. The EPA says 14 Atlantic and Gulf Coast ports were impacted. A contract extending to 2030 does not establish that no future dispute or disruption is possible, but the cited status does not support describing a coastwide strike as currently looming.

What did officials expect for food availability and prices in 2024?

In a White House agency assessment reported October 1, 2024, USDA said, “Our analysis shows we should not expect significant changes to food prices or availability in the near term.” That was a forecast for the short-term effects of the 2024 strike, not a current price outlook.

USDA’s assessment pointed to strong domestic agricultural production and said non-containerized bulk grain exports would continue. Those factors helped distinguish a port stoppage from a nationwide halt in food movement. They did not rule out disruption to particular imported products or upstream agricultural activity if the stoppage persisted.

Why would a port stoppage affect some goods more than others?

Containerized cargo and bulk shipments move differently

Containerized goods travel in standardized shipping containers; bulk commodities such as grain can move through separate, non-containerized operations. USDA said non-containerized bulk grain exports would be unaffected during the 2024 event. USA Rice also said bulk operations should not be affected, while warning that halted container operations could delay other agricultural cargo.

That distinction matters: a statistic about containerized agricultural exports is not a measure of all food imports, all exports, or all cargo handled by ports.

Imports, exports and farm inputs are separate exposures

For shoppers, the direct concern is whether an imported product is delayed before reaching stores. For farmers and food businesses, the effects may occur earlier or later in the chain: exporters can face delays, imported crop inputs or equipment can be held up, and producers may have fewer routes to market.

USDA said storage and rerouting cargo to alternate domestic or international markets could reduce pressure on meat and poultry producers and processors. These options can buffer some effects, but they do not mean every shipment can be redirected without delay or cost.

Which foods or agricultural shipments were flagged as vulnerable?

Some imported tropical fruit could face temporary gaps

FMI, a food-industry association, said most grocery items were domestically produced and therefore not directly affected by the 2024 strike. Its president and CEO, Leslie Sarasin, said on October 3, 2024: “Most grocery store items, including paper products, are domestically produced and, therefore, are not directly affected by the current ports strikes.”

FMI identified some tropical fruits imported at that time of year as potentially vulnerable to temporary out-of-stocks if the disruption continued. New York Governor Kathy Hochul cited bananas as an example of a ship-dependent product that might be affected if the strike persisted. These were conditional, event-specific examples—not evidence that all tropical fruit or bananas rely on East and Gulf Coast ports, or that those products are currently scarce.

Containerized agricultural exports and farm inputs could be delayed

USA Rice Federation reported in 2024 that nearly 40 percent of U.S. containerized agricultural exports moved through East and Gulf Coast ports. That figure applies specifically to containerized agricultural exports, not to all U.S. food or all port traffic. The group warned that stopped container operations could delay exporters, weigh on producer prices and interrupt imported crop inputs or equipment.

Jamison Cruce, USA Rice’s vice president of government affairs, said on September 26, 2024: “If port operations are stopped, the impact on the ag supply chain will quickly reverberate throughout agriculture.” This was a warning about potential knock-on effects, not a report that all those effects occurred.

How did the risks differ by duration and by who was affected?

Bulk operations continue USDA said non-containerized bulk grain exports would be unaffected; USA Rice said bulk operations should not be impacted. Container disruption does not automatically stop bulk grain shipments.

What did consumers and New York officials advise during the 2024 event?

FMI’s October 3 statement advised shoppers to stay flexible about imported favorites that might temporarily be unavailable. Sarasin said: “Shoppers may need to be flexible if their favorite imported products are temporarily unavailable but know that alternative options are on the shelves.” This was measured advice for the 2024 disruption, not a reason to stockpile now.

New York’s September 30, 2024 announcement described state-specific preparations, including coordination with trucking operators to move food, medical supplies and other essential cargo already offloaded at port facilities. Hochul said, “We don’t think there’ll be a disruption to the food supply.” She also said food remained available from Canada, New York, California and Mexico. Her statement concerned New York’s preparations during that event; it was not a nationwide guarantee.

The state announcement said home heating oil, gasoline, diesel, municipal solid waste at the Port of New York and New Jersey, and cruise ships were not expected to be affected. It also said several upstate New York ports were not expected to be impacted. These were New York-specific expectations at the time, not general guidance for all ports or future disruptions.

Should you stock up on food because of the port-strike headline?

No strike-related stock-up recommendation follows from the cited current contract status or the 2024 assessments. The historical consumer guidance was to buy only near-term needs and be flexible about imported products that might be temporarily unavailable. If a future disruption is officially announced, its location, duration, cargo type and current agency guidance would matter more than the old 2024 warnings.
