Tariffs threatened—but do not appear to have stopped—the expected shift toward more U.S. corn acres in 2025. In March, USDA reported that farmers intended to plant more corn and less soybeans, largely because market conditions favored corn. Trade uncertainty raised concerns about export demand and fertilizer costs, but the available figures do not isolate how many acres, if any, changed because of tariffs.
What farmers intended to plant in March
On March 31, 2025, the USDA National Agricultural Statistics Service (NASS) estimated that farmers intended to plant 95.3 million acres of corn, 5% more than in 2024, and 83.5 million acres of soybeans, 4% less. The estimate came from surveys conducted during the first two weeks of March among nearly 74,000 farm operators. It was an early-season measure of plans, not a count of acres ultimately planted. USDA NASS’s March 2025 Prospective Plantings report provides the survey estimates.
USDA’s Economic Research Service (ERS) said favorable market conditions supported the corn intentions, particularly the expected relationship between corn and soybean prices at harvest. ERS projected corn area to rise 4.7 million acres year over year and soybean area to fall 3.6 million acres, with most additional corn acres expected to replace soybeans. Those were market-based expectations, not a finding that tariffs caused the shift. USDA ERS’s April 14, 2025 analysis explains the price and acreage outlook.
How tariffs put the shift at risk
Export uncertainty could weaken crop prices
Tariffs and possible retaliation raised concern that trading partners could buy less U.S. farm output. In a March 11, 2025 account, Successful Farming described corn prices giving back gains as tariffs threatened export access, while noting that soybeans might fare comparatively better if trade disruption affected them more severely. These were contemporaneous market assessments, not evidence of the final effect on acreage. Illinois farmer and American Soybean Association board member Ryan Frieders captured the uncertainty: “It’s hard to know what to do right now.” Successful Farming’s March 11 report covered those concerns.

Input costs could change the relative return
Tariffs also raised concern about the cost of imported farm inputs. Fertilizer matters particularly to the corn-versus-soybean calculation because corn generally requires more fertilizer input. The Associated Press reported in early March 2025 that corn and soybean prices had fallen roughly 10% since tariff announcements a couple of weeks earlier, and that Canada supplied 85% of the potash used in U.S. fertilizer. Those figures describe the conditions AP reported at that point; they are not a measurement of full-season prices or the eventual effect on farm costs. The Associated Press report describes the export and input-cost risks.
Together, possible weaker crop prices and higher fertilizer costs threatened corn’s relative economics. But no cited estimate measures the number of acres shifted specifically because of tariffs. The evidence supports describing tariffs as an early-season risk, not assigning them a precise acreage effect.

Intentions and later acreage estimates are different
USDA acreage figures changed as the season progressed and more information became available. The March intentions survey, June acreage estimate, and September revision are separate report vintages; the later figures should not be treated as interchangeable with the earlier intention.

The June estimate drew on a survey of about 67,700 operators during the first two weeks of June. NASS also estimated 86.8 million corn acres for grain harvest in that report and said biotech varieties were used on 94% of planted corn acres. USDA NASS’s June 30 Acreage report contains those estimates. The September report later revised planted corn area to 98.7 million acres. USDA NASS’s September 12 crop report gives that later estimate.

Why farmers could not simply switch crops
National prices and trade policy are only part of a planting decision. Crop rotation, local growing conditions, input budgets, and available buyers can constrain what a farm can plant in a given year. Wisconsin Public Radio reported that growers in the state intended to plant 3.95 million corn acres, about 5% more than the prior year, and 1.9 million soybean acres, nearly 12% fewer. Those are Wisconsin intentions, not national outcomes.
In that report, a Wisconsin agricultural economist said corn could be less exposed to trade disruption because a smaller share of U.S. corn than soybeans was exported, while cautioning that switching crops did not guarantee a profit. A UW–Madison Extension educator noted that rotation schedules determine crop choice on many acres, limiting short-run responses to market signals. Did tariffs change how many acres were planted to corn?
The available figures do not answer that as a standalone causal question. They show that the March outlook favored more corn, that tariffs created risks to export demand and input costs, and that USDA’s acreage estimate was later revised. They do not identify how many acres would have been planted in the absence of tariffs. The September figure is a revised estimate, not proof that tariffs either caused or failed to cause the acreage change.
