Weather disrupted the network, but fragmented operational data, crew positioning, scheduling and recovery processes made it difficult to reset the airline at scale. Lauren Woods, who became Southwest’s CIO in February 2023, turned that failure into an accelerated modernization program: integrate crew and aircraft recovery, make operational data available in near real time, replace legacy components incrementally, and build the controls needed for cloud and AI.
The effort is still underway. Woods became executive vice president and CIO in December 2025. In June 2026, Southwest announced a target to move from a largely on-premises environment to a cloud-based, AI- and agent-enabled architecture on AWS by 2028. Those are plans and reported deployments—not proof that every system has already been transformed.
The disruption that exposed a recovery problem
Weather initiated Southwest’s December 2022 disruption, but the operational failure continued because the airline struggled to locate crews, match crews with aircraft and recompute a workable schedule after the network became disordered. More than 15,000 flights were canceled. The episode brought substantial customer reimbursements, a reported $220 million fourth-quarter revenue loss and a $140 million civil penalty, according to reporting cited by CIO.
That sequence matters. Calling the event a “legacy-system failure” hides the real issue: an airline is a network of interdependent people, aircraft, airports, reservations, maintenance constraints and customer commitments. A system can work during normal operations and still lack the data, decision logic and reset capability required for a multi-day disruption.

Southwest had begun modernizing before Woods took the CIO job. The crisis accelerated the work and redirected attention toward irregular operations, data availability and resilience rather than starting the effort from zero.
Why Woods was suited to the assignment
Woods joined Southwest in 2010 and moved through both commercial and operational technology. Her background included Southwest.com, the transition from C++ to Java, reservation systems, the AirTran integration, enterprise integration, cloud transformation, platforms and architecture. She became CIO in February 2023 and executive vice president and CIO in December 2025, according to Southwest’s 2025 Form 10-K.
That history gave her more than technical familiarity. She understood how a customer transaction, a reservation, a crew assignment and an aircraft movement intersect. The leadership advantage was cross-functional airline knowledge: technology decisions could be evaluated against commercial and operational consequences rather than in an isolated IT portfolio.
The technical problem: three networks that must agree
Southwest’s current technology narrative treats customer, crew and aircraft as interdependent networks. Woods described that three-network model in a 2026 Forbes interview. A customer itinerary depends on an aircraft arriving; the aircraft depends on a qualified crew; the crew depends on legal rest, positioning and accurate location data.
Modernization therefore means more than moving an individual application. It requires shared definitions, reliable interfaces and fast propagation of changes across reservations, scheduling, crew systems, aircraft operations, airports and customer service. The transformation map looks like this:

CAIRO: redesigning disruption recovery
Southwest created Crew and Aircraft Integrated Recovery and Optimizer, or CAIRO, after the 2022 disruption. Woods told CIO that the tool is intended to automate recovery decisions, reset crew and aircraft networks together, identify flights at risk of cancellation, reduce crew impact and give operations teams a more systematic way to recover the network.
CAIRO illustrates the difference between digitizing a manual task and redesigning an operating model. Optimizing aircraft alone can leave crews stranded; optimizing crews alone can produce an aircraft schedule that cannot operate. The value is in considering both constrained networks together and presenting a recovery sequence to human operators.
The available accounts establish CAIRO’s purpose and design, not an independently audited record of performance during every later weather event. It should therefore be understood as a resilience capability under development, not a guarantee that future disruptions will be contained.

Data had to come before AI
Southwest’s modernization became possible as core data foundations improved. In the CIO interview, Woods said some retrieval cycles that had taken an hour or more were reduced to minutes in cited workflows through real-time streaming. That figure applies to the workflows described in the interview, not every Southwest data process.
The practical sequence is:
- Operational visibility: capture current crew, aircraft, customer and network states.
- Integrated data: connect those states with consistent definitions and usable interfaces.
- Governed platforms: establish ownership, lineage, access controls and quality checks.
- Predictive models: estimate likely delays and other risks early enough to act.
- AI-enabled workflows: assist employees and automate bounded decisions with human oversight.
Later coverage describes a common data model spanning customer, crew and aircraft information, supporting real-time visibility and predictive delay modeling. Southwest’s 2025 Form 10-K also lists investments in data and AI processing, operational systems, crew mobility and scheduling, flight-schedule management, aircraft-turn capabilities, infrastructure and cybersecurity.
From reacting to predicting
Leading-indicator dashboards and predictive analytics are intended to move intervention earlier in the disruption chain. A likely delay can prompt a ground or operations team to examine crew legality, aircraft positioning, gate availability or downstream connections before a cancellation propagates.
Prediction is not a substitute for operational judgment. Weather, staffing, maintenance, airport constraints and regulatory requirements change quickly. A useful design specifies who can override a model, records the reason, monitors model drift and tests whether a prediction remains reliable as schedules, fleets and operating conditions change.

Modernizing while the airline keeps flying
An airline cannot shut down for a multi-year rewrite. Southwest has used configurable components, customer simulations, focus groups, live data and incremental releases for customer-facing changes, according to the Forbes interview.
Incremental delivery lowers cutover risk and creates opportunities to learn, but it has costs: old and new systems must coexist, temporary interfaces persist, and architectural complexity can last longer. The alternative—a “big bang” replacement—concentrates operational and rollback risk in one release. Each step needs test environments, observability, a rollback plan and clear ownership across technology and operations.
The customer-facing test: assigned seating and new products
Southwest’s move from open seating to assigned seating demonstrates that modernization was not merely an infrastructure program. The change required substantial re-engineering of reservation and commercial systems. Southwest used configurable building blocks, incremental releases, simulations, focus groups and live data before the full launch, as described in the Forbes interview.
The wider portfolio includes new fare structures, Getaways by Southwest, digital prepaid-bag functionality, modernized chat and AI-assisted replies, interline capabilities, new distribution channels including Expedia and Priceline in 2025, and systems supporting redeye flying. These projects show technology enabling a strategic and brand-level change—not simply keeping servers available.
What the 2026 cloud and AI plan changes
In June 2026, Southwest and AWS announced a preferred-cloud relationship and a target for a largely cloud-based, AI- and agent-enabled architecture on AWS by 2028. The company says more than 2,700 developers are using AWS Kiro for work involving Southwest.com modernization, testing and cloud-infrastructure generation. See the Southwest announcement.
In this context, cloud modernization includes moving selected workloads and data capabilities, creating reusable platforms, improving interoperability, supporting streaming and machine learning, shortening delivery cycles and improving recovery options. It does not mean that Southwest is already fully cloud-based. The 2028 date is a target, and Kiro adoption does not establish that the entire website or legacy estate has been rewritten.
Woods’ current AI agenda includes delay prediction, machine learning across operations, an enterprise AI platform, customer-support assistance, employee conversational tools and agents for customer experience, operations and software development. Agentic coding can speed legacy refactoring and testing, but generated code still requires review, security scanning, provenance controls, automated tests and rollback.

The more connected the airline becomes, the more important identity, dependency and failure design become. Woods described controls including identity and access management, least-privilege access, network segmentation, regular failover exercises and security embedded in deployment pipelines in the Forbes interview.
Southwest’s 2025 Form 10-K says the CIO and CISO periodically report to the Audit Committee on technology, data protection and cybersecurity strategy. Governance questions remain essential:
- Who owns the shared data model and operational definitions?
- Who approves AI use in safety- or service-critical workflows?
- How are model decisions, overrides and data access audited?
- What is the rollback plan for a defective release or model?
- How are cloud, identity, networking and third-party dependencies tested together?
Cloud and AI do not create resilience automatically. They can improve flexibility and visibility while adding concentration risk, privileged-access exposure, data-governance obligations and new cascading dependencies.
What other CIOs can take from Southwest
Start with the failure chain
Map how weather, staffing, data, scheduling, customer commitments and recovery decisions interact. “Old software” is not a sufficient diagnosis.
Map business networks, not just applications
Identify the people, assets, transactions and constraints that must be recomputed together. CAIRO’s crew-and-aircraft design is an example of that approach.

Build the data foundation before adding AI
Streaming, ownership, lineage, quality controls and shared definitions determine whether prediction and automation can be trusted.
Choose build and buy deliberately
A bespoke recovery optimizer may encode a distinctive airline operating model, while cloud infrastructure and general AI services can be procured. The boundary should follow business differentiation, control requirements and operational risk.
Modernize in reversible increments
Use modular releases, dual-running where appropriate, realistic simulations, observability and explicit rollback criteria. Incremental change is safer than a single cutover, but it must not become a permanent excuse to preserve every obsolete dependency.
Measure resilience under stress
Normal-weather uptime is not proof of recovery capability. Test multi-day disruption scenarios, data delays, identity failures, third-party outages and manual-override procedures, then measure recovery time, cancellation propagation and decision quality.

Put security and operations in the delivery loop
Least privilege, segmentation, failover and secure pipelines work best when automated and designed into everyday delivery rather than applied as a final gate.
How to evaluate a Southwest-style program
Enterprise buyers considering similar work should evaluate the complete capability stack rather than select a single fashionable tool:
- Cloud migration and architecture expertise.
- Streaming and governed data platforms.
- Process-intelligence and operational-mapping tools.
- Observability and incident-response systems.
- Identity, privileged-access and segmentation controls.
- DevSecOps and legacy-code modernization.
- AI governance, monitoring and human-override design.
AWS is Southwest’s announced cloud partner; other platforms such as Microsoft Azure, Google Cloud, Databricks and Snowflake are comparison points, not established Southwest vendors. Celonis is relevant to process intelligence, but sponsorship of a Woods interview does not show that Southwest uses it. Consulting firms such as Metis Strategy represent a services-led option; the reviewed sources do not establish fees, contracts or deployments.
