Southwest helped establish and popularize the modern U.S. low-fare airline model, but it was not the first low-cost carrier. Its contribution was to develop an earlier California precedent into a notable Texas airline, starting with frequent, economical service between Dallas, Houston and San Antonio.
How Southwest Airlines started
Southwest’s official history dates the idea to late 1966. Entrepreneur and amateur pilot Rollin King approached his lawyer, Herb Kelleher, with a plan for a short-haul airline connecting San Antonio, Dallas and Houston. The company says King sketched the three cities as a triangle on a cocktail napkin and called the concept the “Texas Triangle.” The account describes a goal of moving people between large, far-apart Texas cities quickly and economically. Southwest’s official history also says King saw a parallel with California’s Pacific Southwest Airlines (PSA).
Air Southwest Co. was incorporated on March 15, 1967, and took the name Southwest Airlines Co. four years later. Scheduled flights began June 18, 1971, with three Boeing 737 aircraft serving Dallas, Houston and San Antonio. These founding details come from the airline’s retrospective account and should be understood in that context.
Why the Texas setting mattered
Southwest began before the federal airline industry was deregulated. A 2016 scholarly history of the U.S. airline industry explains that the Civil Aeronautics Board regulated fares on interstate routes, while intrastate routes were not subject to that fare regulation. A carrier operating only within Texas could therefore set fares and build its network outside the interstate fare regime described in that account.

This distinction helps explain how Southwest could pursue its low-fare idea, but it does not mean deregulation created the airline. Southwest had been flying for seven years when Congress passed the Airline Deregulation Act in October 1978, ending CAB network and price controls.
What the early low-fare model involved
The Texas Triangle was more than a route map: it gave the young airline a focused way to connect three large cities with short-haul service. Southwest’s account emphasizes economical, quick travel, while the historical analysis places the airline among intrastate carriers operating in a distinct regulatory setting. Together, those sources support describing the early approach as a system built around concentrated routes, frequent city-pair service, a straightforward low-fare proposition and attention to operating efficiency.

That description is a high-level account of the model, not a claim that every early practice followed one fixed template or that every low-cost airline used the same formula. The sources do not establish a quantified fare reduction attributable to Southwest or a precise market-wide effect, so the airline’s influence is best described historically rather than assigned an unsupported dollar figure.
Was Southwest the first low-cost airline?
No. PSA had already demonstrated a low-cost intrastate airline in California, and Southwest’s founders recognized that example. The scholarly history identifies PSA as an earlier precedent; Southwest’s own history likewise notes the founders’ interest in it. Calling Southwest the inventor or first low-cost carrier would erase that distinction.

A more accurate description is that Southwest adapted and developed the intrastate low-fare idea in Texas, built a prominent operating company around it and helped make the model influential in U.S. aviation. “Pioneered” fits that contribution when it means helped establish and popularize a model—not invented it alone.
How Southwest’s model has changed
Southwest today should not be treated as identical to the airline that started service in 1971. Its 2025 Form 10-K, filed February 5, 2026, describes Basic, Choice, Choice Preferred and Choice Extra fare products, assigned seating, expanded booking distribution and network adjustments. The filing says the airline reduced some short-haul flying and shifted capacity toward longer-haul or more profitable markets; these are conditions reported for the 2025 filing, not permanent policies.

The filing also reports that approximately 78 percent of Southwest passenger revenue originated through Southwest.com or the Southwest App in fiscal 2025, compared with approximately 81 percent in fiscal 2024. Southwest says the decrease primarily reflected increased bookings through online travel agencies. Those figures describe recent distribution, not the original Texas route model.

Southwest’s official history features a Herb Kelleher saying: “Your people come first, and if you treat them right, they’ll treat the customers right.” The page does not establish when or on what occasion he said it, so it is best understood as a saying presented in the company’s retrospective rather than a dated founding-era quotation.
