How Small Online Sellers Can Keep GST Records for Inventory Stored in Multiple States

A location-level stock ledger, correct warehouse registration details and linked source documents are the foundation for GST records when online inventory is stored across Indian states.

If your stock is stored in more than one Indian state, maintain a location-level GST inventory ledger and make sure every warehouse or godown is correctly reflected in your registration particulars. Track each receipt, sale, transfer, return, loss and disposal against the relevant state, warehouse and GSTIN, then reconcile those movements to your invoices and fulfillment records.

Whether you need registrations in multiple states depends on where taxable supplies are made and how each facility is used. A marketplace or fulfillment operator’s GSTIN does not automatically satisfy your own registration or recordkeeping duties. The exact result depends on ownership, contracts, control of stock and the movement between registrations.

Why multi-state inventory needs a different GST record system

A single national stock figure can hide the facts GST compliance depends on: where goods were held, which registration they belonged to, where they were dispatched and what document supported the movement. A seller may have inventory in its own premises, a marketplace warehouse, a third-party logistics facility and goods in transit at the same time.

The practical objective is an audit trail. For any SKU and date, you should be able to show the opening quantity, every inward and outward movement, the location and GSTIN involved, the document reference and the resulting closing quantity. Your books should also explain differences between physical stock, marketplace reports, warehouse statements and GST invoices.

Do you need GST registration in every state where stock is stored?

The state-based starting point

The GST framework is state-based. CBIC FAQs state that registration is required in each state from which taxable supplies are made. A registration certificate identifies the principal place of business and any additional places, so the registration analysis cannot be separated from the actual locations used for the business.

Stock merely appearing in a report is not enough to answer the question. Consider who owns the goods, who has the right to use the premises, who controls dispatch, whether supplies are made from that state and whether the facility is an additional place of business. Confirm the conclusion against current law and your contracts with a GST professional before moving stock into a new state.

Why a warehouse can matter

The CGST Act definition of “place of business” includes a warehouse, godown or another place where a taxable person stores goods. If your arrangement makes a warehouse part of your business operations, the location may need to appear as an additional place of business in the relevant registration particulars.

The GST portal’s registration guidance describes adding additional places and submitting premises evidence such as ownership, lease or consent documentation. Keep the evidence that shows your right to use the facility, its address, the operator and the date the arrangement began and ended.

Shared e-commerce warehouses

CBIC’s sectoral FAQ says multiple registered suppliers may declare the same e-commerce warehouse as a place of business. Each supplier must have requisite documents supporting its use of the premises; there is no general restriction on multiple persons using the same premises for that purpose.

That permission does not transfer responsibility to the warehouse operator. Each seller remains responsible for its own accounts, stock records, invoices and registration particulars. Obtain a copy of the warehouse agreement, service order, consent letter or other document that establishes your use of the relevant space or service.

  • you have no right to use or identify space at the premises;
  • goods are only in transit and have not been received at a facility;
  • a fulfillment provider performs storage, picking and dispatch under a service contract; or
  • goods move between registrations treated as distinct for GST purposes.

Keep the contracts and operational evidence together, and have a practitioner validate the registration setup before treating a new location as compliant.

What GST records must cover

CGST Act section 35 requires every registered person to keep true and correct accounts. The provision specifically covers stock, inward and outward supplies, input tax credit and tax payable or paid. Where multiple places are specified in a registration certificate, accounts relating to each place are to be kept at those places. The Act permits electronic maintenance.

Record area What your system should show Useful supporting documents
Opening stock Quantity and value by SKU, location, warehouse and relevant GSTIN at the start of the period Prior closing report, stock count, transfer history
Inward supplies Receipt date, supplier, invoice number, SKU, quantity, location and tax details Supplier tax invoice, goods-received record, carrier statement
Customer supplies Dispatch date, order or invoice reference, SKU, quantity, dispatch location and applicable registration Sales invoice, marketplace order and settlement report, shipping record
Transfers Source and destination, date, quantity, reason, ownership or registration involved and document number Delivery challan, invoice where applicable, warehouse transfer report
Returns and adjustments Returned quantity, condition, destination, credit or debit note reference and restocking decision Return report, credit note, inspection record
Losses and disposals Damage, theft, destruction, write-off, samples, gifts and other disposals with quantity and approval Incident report, disposal authorization, insurer or carrier record
Closing stock Reconciled quantity by SKU and location, with unexplained differences identified Physical count, warehouse statement, reconciliation file

Link each ledger line to a source document or a stable electronic file reference. A document link that cannot be opened or read later is not a useful audit trail.

Build a multi-state GST inventory ledger

1. Create a controlled location master

Start with one list of every place that can hold your goods. Include:

  • state and complete warehouse or godown address;
  • warehouse owner or operator and your contract reference;
  • principal or additional place status;
  • GSTIN associated with the activity at that location;
  • the date the location became active and, when relevant, inactive; and
  • whether the stock is owned by you, held for another party or in transit.

Do not allow staff to create free-text versions of the same warehouse. Use a unique location code and require changes to the master list to be approved.

2. Use one movement log with location and GSTIN dimensions

Each row should represent one movement or adjustment. At minimum, record the date, SKU, quantity, source, destination, document reference and nature of movement. Add the source GSTIN and destination GSTIN when registrations are involved.

Useful movement types include opening balance, supplier receipt, customer sale, inter-warehouse transfer, return, damage, theft, destruction, write-off, sample, gift and closing adjustment. Keep quantity units consistent; if a product is bought in cartons and sold in pieces, record the conversion rule in your item master.

3. Attach the evidence

Maintain supplier invoices, sales invoices, credit and debit notes, delivery challans, carrier records, warehouse statements, marketplace fulfillment reports and return records. Name or index files so a reviewer can move from a ledger line to the underlying document without searching an entire email account.

  • Ideal For Small Business or Personal Use: An accounting log journal can track your business or personal financial status. With a clear record of transactions, you can find unnecessary expenses or fraudulent charges

4. Establish opening balances

For each state and facility, document the date of the opening count, the person responsible, the count method and any differences from the prior system. Importing a single national opening balance and allocating it later makes it difficult to prove where goods were actually held.

5. Protect the edit trail

Electronic records should preserve who changed a quantity, when it changed and why. Restrict deletion, retain the original document reference and record an adjustment rather than silently overwriting a transaction. Back up the data and test that a competent person can export a readable file.

Reconcile stock by SKU and location

Use the same control equation for every SKU-location combination:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Opening quantity + receipts + approved transfers in − customer supplies − transfers out − returns sent elsewhere − losses and other disposals = closing quantity.

Returns that go back into saleable stock should be recorded as an inward movement at the receiving location, with the return document linked. Damaged or destroyed goods should not disappear through an unexplained negative adjustment.

GST law does not prescribe a particular spreadsheet, software product, SKU taxonomy or daily reconciliation cadence. Choose a cadence that matches your order volume and risk, and document it as an internal control. At each review, investigate:

  • negative stock or a closing balance below zero;
  • transfers shown by a warehouse but absent from your books;
  • marketplace dispatches that do not match sales invoices;
  • returns credited by the marketplace but not received at a facility;
  • stock held at an address missing from registration records; and
  • duplicate or missing document numbers.

Keep the reconciliation result, the explanation for each difference and the approving person’s name with the period’s records.

How to record common multi-state movements

Customer orders fulfilled from a warehouse

Capture the actual dispatch location and the registration used for the supply, not merely the marketplace order date. Match the order, invoice, carrier scan, warehouse pick record and settlement report. If a marketplace batches orders, retain the batch-level report and a mapping to individual invoices or order IDs.

Transfers between facilities

Record both sides of the movement: an outward entry at the source and an inward entry at the destination. Use the appropriate invoice or delivery document for the actual arrangement. A transfer between distinct state registrations can have tax consequences; it should not be hidden as an internal quantity correction. Obtain professional advice on the document and tax treatment for your ownership and movement facts.

Returns

Record where the customer returned the goods, where they were received, whether they are saleable, and the credit or debit note reference. If a return is routed to a different state warehouse, show the additional movement rather than placing the entire quantity back into the original location.

Damage, theft, destruction and write-offs

Use a separate adjustment type and retain incident evidence. State the quantity, location, date, reason, authorization and whether insurance or a carrier claim exists. This prevents a write-off from being mistaken for a sale or an unexplained stock shortage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Samples, gifts and other disposals

Record quantity, recipient or campaign, dispatch location and the supporting approval. Do not leave promotional stock outside the ledger simply because no customer invoice was raised.

Electronic records versus a paper ledger

Approach Strengths Controls needed
Electronic inventory or accounting system Filtering by state, warehouse, SKU and GSTIN; faster reconciliation; easier exports and document links Role access, backups, edit history, readable exports and a documented chart of locations
Controlled spreadsheet Low initial cost and adaptable fields for a small seller Locked formulas, version control, restricted editing, duplicate prevention and regular backups
Paper accounting ledger Useful as a manual aid where transactions are limited Separate location pages, sequential references and preservation of all invoices and movement documents

Electronic accounts are expressly permitted. A paper book is optional and cannot replace invoices, correct registration particulars or legally required transaction documents. Whichever method you choose, make sure records for each registered place can be produced in readable form.

Can one GSTIN cover stock in different states?

Do not assume that one GSTIN covers every state in which your stock sits. The GSTIN, state registration, warehouse status and supply location must be considered together. CBIC’s state-based guidance focuses on the state from which taxable supplies are made, while the Act’s place-of-business definition can bring a storage facility into the registration analysis.

Question to answer Evidence to review
Who owns or controls the inventory? Purchase records, title terms, marketplace and fulfillment contracts
Who has the right to use the premises? Lease, consent, service agreement or warehouse allocation
Where is the taxable supply made or dispatched? Invoice, dispatch record, carrier scan and warehouse system
Is another GST registration involved? GSTIN master, transfer document and accounting entries
Can the location’s records be produced? Warehouse reports, stock ledger, invoices and export test

Use this as a decision checklist, not as a substitute for advice. When the answer changes registration or tax treatment, have a GST practitioner compare the contracts and actual flow of goods with current consolidated law.

A practical implementation checklist

  1. List every current and planned inventory location by state and address.
  2. Map each location to its operator, contract, ownership arrangement and GSTIN.
  3. Check whether each facility is shown as a principal or additional place of business where required.
  4. Assign unique warehouse and SKU codes and prevent free-text duplicates.
  5. Import and document opening stock by SKU and location.
  6. Configure movement types for receipts, sales, transfers, returns, losses and disposals.
  7. Require a document reference on every movement row.
  8. Collect marketplace, warehouse and carrier reports on a defined schedule.
  9. Reconcile quantity by SKU and location and investigate exceptions.
  10. Back up electronic records and test a readable export.
  11. Review new warehouses, changed contracts and interstate transfers with a GST professional before implementation.

Relying on the marketplace’s GSTIN

Why it fails: The platform’s registration does not automatically discharge the seller’s own duties.

Correction: Identify the seller’s registration, place-of-business and invoicing obligations from the actual contract and fulfillment flow.

Posting transfers as adjustments

Why it fails: It conceals the source, destination and possible tax consequences of an interstate movement.

Correction: Record both legs and obtain advice on the required invoice or delivery document.

Using warehouse statements without checking them

Why it fails: A third-party report may use different SKU codes, units or cut-off times.

Correction: Maintain a code and unit conversion table, agree reporting cut-offs and retain the reconciliation to your books.

Overwriting errors

Why it fails: A reviewer cannot see what changed or why.

Correction: Use dated correction entries, retain the original reference and preserve the edit history.

When to obtain professional review

Get advice before adding a warehouse in another state, changing from owned storage to fulfillment, moving stock between registrations, or writing off significant inventory. The precise GST treatment of movements between distinct state registrations and the retention period for every record type can depend on current consolidated law and exceptions.
