For a tenant-based Housing Choice Voucher, your local public housing agency (PHA) calculates the amount of assistance and your required contribution using your income, the rent and utilities for the unit you choose, and the PHA’s local payment standard. A common starting point is 30% of adjusted monthly income, but that is not a universal fixed bill: HUD’s Total Tenant Payment (TTP) formula compares several amounts before determining the minimum family contribution.
How does Section 8 calculate your rent?
The calculation has two related parts: the PHA determines your TTP, then applies the unit’s gross rent and the local payment standard to work out the family share and the housing assistance payment (HAP). HUD says the final family share and HAP cannot be completed until you have selected a unit. The PHA pays HAP to the owner.
- Calculate TTP. HUD defines TTP as the greatest of 30% of monthly adjusted income, 10% of monthly income, welfare rent in as-paid states, or the PHA’s minimum rent. - Determine the unit’s gross rent. Gross rent includes rent to the owner and applicable utility costs. If you pay utilities directly, the PHA includes its utility allowance in the calculation.
- Apply the local payment standard. The PHA uses its payment standard, generally based on bedroom size and sometimes geography, as a subsidy benchmark.
- Complete the family-share and HAP calculation. The PHA applies the rules to your selected unit and its costs to determine the final amounts.
HUD describes the family’s contribution as the “Family Rent Portion,” sometimes referred to as TTP, and calls it the minimum you will pay. See HUD’s tenant information on Housing Choice Vouchers.
Is Section 8 always 30% of income?
No. The 30% figure refers to 30% of monthly adjusted income, and it is only one of the tests in the TTP formula. The PHA compares it with 10% of monthly income, welfare rent where applicable, and the PHA minimum rent, then uses the greatest amount. Because income, deductions, and local minimum-rent policies vary, a household’s TTP may not equal exactly 30% of its income.

What is the payment standard, and is it a rent cap?
The payment standard is a local benchmark used to calculate assistance, generally set by bedroom size and sometimes by area. It is not automatically the landlord’s maximum permitted rent or a guarantee that a unit at that rent will be approved. HUD says a family may in some cases choose a unit with rent above the payment standard and pay the difference, subject to program limits. Check your PHA’s current payment-standard schedule and ask how it applies to the unit you are considering.
How do utilities and the apartment affect the voucher amount?
The result depends on the specific unit, not just your household income. Gross rent includes the owner’s rent plus applicable utility costs. When you pay utilities yourself, the PHA’s utility allowance affects the calculation. Rent above the payment standard can also change how much of the cost you must cover, within program limits.

When comparing two apartments or estimates, compare the same household income and deductions, bedroom size and applicable local standard, rent to owner, tenant-paid utilities and allowance, and whether gross rent exceeds the payment standard. A change in any of these inputs can change the family share or subsidy.

There is no national flat-dollar voucher amount that determines every household’s payment. The administering PHA makes the household-specific calculation using its current schedule and policies, verified income details, utility information, and the selected unit’s rent. Ask the PHA for its calculation notice or worksheet and request an explanation of the figures if anything is unclear. The general formula alone is not enough to calculate a reliable dollar amount for an individual household.
