How Rick Perry’s Fermi America Minted Three Billionaires Without Revenue

Fermi America’s October 2025 IPO made three investors billionaires on paper, according to Forbes. Its planned Project Matador campus still depended on leases, permits, financing, and execution.

Fermi America did not need sales to make three investors billionaires on paper: its October 1, 2025 Nasdaq debut valued the company at about $19 billion, and Forbes estimated three large stakes were each worth more than $1 billion at that day’s closing price. Those were stock-based estimates, not cash payouts or current net-worth figures. Fermi is developing Project Matador, a planned Texas energy and AI data-center campus; its Q1 2026 filing said it had not generated revenue.

How did Fermi America create three billionaires without revenue?

The headline describes a rise in estimated shareholdings, not profits distributed by the company. Forbes reported that Fermi’s shares opened at $21 and closed at $32.53 on October 1, 2025, its Nasdaq debut. At the closing price, Forbes put the nine-month-old company’s market value at approximately $19 billion, even though it had no sales at the time.

Based on its analysis of Fermi’s prospectus and ownership, Forbes estimated Toby Neugebauer and his family’s roughly 28% stake at $6 billion, Griffin Perry’s roughly 11% stake at $2.3 billion, and investor Stephen Meisel’s investment through Pencross Energy at $1.8 billion. Those are Forbes estimates tied to the IPO-day closing price, not amounts those investors necessarily received by selling shares. Why a company can have a high market value before sales

A public company’s market capitalization is calculated from its share price and shares outstanding. Investors can assign a high value to expected future projects before those projects produce revenue. The resulting valuation can make existing holdings appear extremely valuable, but it is a market estimate that can change with the share price. It is not the same as realized cash, and it does not establish that a business plan will succeed.

What is Fermi America building?

Co-founded by former U.S. Energy Secretary Rick Perry, Fermi was formed in January 2025 to develop Project Matador in Carson County, Texas. The company describes it as an approximately 11-gigawatt on-demand generation and powered-shell campus designed to support up to approximately 15 million square feet of AI-ready hyperscale computing infrastructure over a multi-decade timeline. These are planned figures, not operating capacity or completed data centers.

The primary site covers about 5,236 acres under a 99-year ground lease with the Texas Tech University System. Fermi’s 2025 annual report describes an expected expanded site of approximately 7,570 acres when additional acreage acquired or under contract is included; that is distinct from the leased primary site. How the planned energy supply is supposed to work

Fermi’s stated mix includes natural-gas generation, utility-supplied power and grid interconnection, battery storage, solar generation, and longer-term nuclear supply. The plan combines power infrastructure with data-center shells, but the stated mix and total capacity should not be read as proof that all of the power sources or computing space are built or available.

Does Fermi America have customers or revenue?

In its Form 10-Q for the quarter ended March 31, 2026, Fermi stated: “We were formed in January 2025 and have not generated revenue to date.” The company said it did not expect operating revenue until it had definitive tenant lease agreements and began delivering powered-shell capacity and related private power and site services. The filing makes the commercial dependency clear: tenant discussions or interest are not equivalent to binding leases, and construction plans are not billable services. Until lease commitments are finalized and capacity is delivered, the proposed campus does not produce the operating revenue described in the filing.

What has been approved, ordered, or installed?

Fermi’s filings and investor-relations updates describe project milestones, but each milestone has a different meaning. A permit approval allows a specified activity subject to its terms; equipment procurement is not an operating power plant; and site preparation is not a completed data center.

Milestone Reported status What it does—and does not—show
Air permits Fermi’s 2025 Form 10-K reported final Texas Commission on Environmental Quality approval in February 2026 for an approximately 6 GW air permit. The company applied in March 2026 for an additional 5 GW; that application was pending in the filing. The approved permit is a regulatory milestone, not evidence that the permitted generation is operating. The additional 5 GW was an application, not an approval.
Gas turbines The 10-K and Q1 2026 10-Q report a January 2026 arrangement with Siemens Energy for three F-class gas turbine units and related equipment and services. The fixed-price portion was approximately $324.4 million; approximately $276.6 million had been paid by March 31, 2026. The arrangement and payments are project inputs, not proof of completed generation capacity or customer revenue.
Nuclear review The 10-K reported that the Nuclear Regulatory Commission published a notice in March 2026 initiating environmental-review scoping for Fermi’s application concerning four proposed Westinghouse AP1000 reactors. Scoping begins an environmental review; it does not mean the reactors are approved, built, or operating.
Site work Fermi reported, as of June 30, 2026, 4.6 miles of gas line installed, 11.3 miles of fencing, 7.2 miles of water lines, and approximately 300 acres cleared or stripped. What the headline does—and does not—tell investors

The three-billionaire claim is a dated snapshot of estimated ownership values at one IPO-day share price. It does not tell readers what those holdings are worth now, whether any investor sold shares, or how much cash anyone received. Forbes’ estimates also do not establish that Fermi will achieve its proposed scale.

For the operating business, the important distinction is between a plan and a delivered service. Fermi’s filings identify tenant leases, financing, permits, and execution as dependencies. As of the Q1 2026 filing, revenue had not been generated; as of the dates reported in the company’s filings, some regulatory and construction milestones had advanced, while other capacity and approvals remained prospective.
