How Proposed U.S. Airline Mergers Could Affect Fares, Routes and Competition

Airline merger effects vary by route. Learn when fares or service could change, what regulators examine, and why a reported approach is not necessarily a pending deal.

An airline merger would not affect every traveler in the same way. The biggest risks are usually on routes where the deal removes a direct or likely competitor; prices or service could improve on routes the combined airline newly enters. The outcome depends on local competition, airport access, any remedies, and whether promised efficiencies actually benefit passengers.

What happens to competition when two airlines merge?

Competition is often assessed route by route: which airlines offer, or could realistically offer, service between a particular pair of cities? A merger can eliminate rivalry on one city pair while giving the combined airline the network or resources to enter another. A national comparison of airline size alone cannot show which travelers face fewer choices.

Entry by other airlines matters too. If a rival can readily add service, the merged carrier may still face a meaningful competitive constraint. But limited airport access, such as scarce gates or takeoff and landing slots, can make entry or expansion harder. The U.S. Government Accountability Office (GAO) says remedies in past merger reviews have included divesting gates or slots and maintaining service on routes serving small communities.

How would an airline merger affect ticket prices?

GAO’s June 25, 2026 report reviewed 40 empirical studies of airline mergers; 27 examined consumer fares, service quality, or both. The studies generally looked at subsets of routes and near-term effects, so their findings describe patterns rather than a guaranteed result for a new proposal.

These findings help explain why a merger could mean higher fares for one traveler and lower fares for another. If it removes a close competitor on a route, the remaining airlines may face less pressure to keep prices low. If the combined carrier begins competing on a route it did not previously serve, its entry may add pressure on existing airlines. GAO cautions that route studies alone cannot establish the overall industry effect: estimating what would have happened without a merger requires a difficult, assumption-sensitive counterfactual across routes and firms.

Will an airline merger mean fewer flights or routes?

Not necessarily. A carrier may adjust overlapping schedules, shift aircraft to other routes, add service where its network expands, or change nonstop availability. The passenger effect is therefore not captured by counting an airline’s total flights or destinations alone.

GAO’s June 2026 review found that six of seven service-quality studies reported short-run declines where a competitor was eliminated, or improvements where the merged airline entered a route. “Quality” in these studies included flight frequency, nonstop availability, on-time performance, delay duration, and cancellations. A change in one measure does not establish the same change in the others.

Small communities can face a distinct concern if they depend heavily on a particular carrier or route. Regulators may consider commitments to maintain service as a remedy, but such protections are specific to a transaction and do not establish that every merger will include them.

Would a merger make my flight more expensive?

That depends on your route and the alternatives available to you. To assess your likely exposure, look beyond the airline’s national market share:

  • Count current nonstop competitors. A deal that combines two airlines serving your city pair directly may remove a choice that matters even if many carriers operate elsewhere.
  • Check practical alternatives. Connecting flights, nearby airports, and other carriers can constrain prices, but they may not be close substitutes for a convenient nonstop flight.
  • Consider potential entry. Ask whether another airline could realistically add service, given airport access and other barriers.
  • Separate price from service. Fare changes, frequency, nonstop availability, delays, and cancellations are different outcomes and can move in different directions.
  • Distinguish projections from results. A company’s claims about savings or network benefits are not proof that savings will be realized or passed through to passengers.

GAO found that the studies it reviewed generally lacked proprietary cost data needed to test projected efficiencies against what airlines actually achieved. That makes claimed savings difficult to verify from public evidence alone.

How do regulators decide whether to block an airline merger?

The legal question is whether a merger may substantially lessen competition or tend to create a monopoly. The DOJ’s 2023 Merger Guidelines describe general analytical tools—not an airline-specific prediction or guarantee of an outcome. DOJ says its review is fact-specific.

In an airline case, the agencies may examine:

  • How concentrated the affected markets are and whether the merger eliminates substantial rivalry.
  • Whether potential competitors could enter or expand, and what barriers—such as airport access—might prevent them.
  • Whether the deal could make coordination between remaining competitors more likely or give the merged company a dominant position.
  • Effects on competition for workers, as well as passengers and communities.
  • Whether claimed efficiencies are merger-specific, supported by evidence, and likely to counter competitive harm.
  • Whether the transaction fits a broader pattern of consolidation that could affect competition.

The Department of Transportation (DOT) contributes aviation and competition analysis and shares its views with DOJ. DOT also has separate responsibilities involving certain transfers of international operating authority and checks of U.S.-carrier citizenship and continuing fitness requirements. DOJ enforces antitrust law under Section 7 of the Clayton Act.

Agencies can seek to block a deal or pursue conditions or remedies, depending on the case. For example, DOT said it obtained binding, enforceable public-interest protections before Alaska Airlines’ acquisition of Hawaiian Airlines closed. That is an example of transaction-specific protections, not evidence that every deal receives the same terms.

Is a proposed merger the same as a pending deal?

No. A public suggestion or an approach is not, by itself, a negotiated agreement, a formal filing, or an approval request. Those stages should not be treated as interchangeable when describing a transaction or assessing its likely effect.

As the Associated Press reported on April 27, 2026, United CEO Scott Kirby acknowledged approaching American Airlines about a potential merger. AP also reported that American had said on April 17 that it was “not engaged with or interested in any discussions regarding a merger with United Airlines.” Kirby’s view that the combination could win regulatory approval was his position, not a regulatory finding. On the reporting cited here, this was an approach American rejected—not a pending transaction. Status can change, so any account of a specific proposal should be dated and checked against current reporting.

Past examples also belong to different stages. GAO’s review includes research on Delta–Northwest, United–Continental, Southwest–AirTran, American–US Airways, and Alaska–Virgin America. It reports that a federal judge blocked JetBlue’s proposed acquisition of Spirit in 2024; Alaska acquired Hawaiian in 2024; and Allegiant completed its acquisition of Sun Country on May 13, 2026. A blocked proposal, an acquisition, and a completed merger are not equivalent precedents.

What can past merger evidence tell passengers?

It can identify the conditions that deserve scrutiny: direct route overlap, realistic entry, airport constraints, changes in service, and whether efficiencies are substantiated. It cannot tell an individual traveler exactly what a future ticket will cost. The studies GAO summarized vary in routes, periods, and methods; they generally measure near-term effects rather than provide a universal long-run forecast.

For passengers, the most useful question is not simply whether an airline will become larger. It is whether the specific deal reduces or strengthens competition on the routes they use, and whether any benefits—such as new service or verified efficiencies—offset lost rivalry.
