PayPal uses machine learning and other risk signals to assess payments in real time, while checkout features such as passkeys and saved information can reduce steps for returning customers. These systems can help catch suspicious activity and make some checkouts quicker, but they cannot guarantee a transaction is safe. Faster checkout also does not mean faster bank settlement or withdrawals.
What PayPal’s AI does in a payment
“AI” here is not a chatbot making every payment decision. PayPal describes machine-learning models that assess transaction risk alongside filters, identity and device signals, and information from its payment network. The company says its models assign a risk score to each transaction as it occurs, helping determine whether to approve, decline, or subject a payment to additional checks. Signals that payment systems commonly assess can include transaction amount and frequency, account and purchasing history, device or browser changes, location inconsistencies, billing and shipping details, failed attempts, and patterns associated with a merchant or related accounts. PayPal does not publish a complete list of the inputs used for each decision, so these are examples of relevant risk signals—not a checklist of confirmed PayPal model variables.
PayPal says its network data informs its risk tools. It reports 12.8 billion digital identifiers and says it recognizes 98.5% of buyers, based on PayPal and Braintree internal data collected from June 2024 through May 2025. Those are PayPal-reported figures, not independent measures of fraud detection accuracy or a guarantee that a particular buyer or transaction will be recognized.

What can happen after a risk decision
- Approved: The payment proceeds, but approval does not prove that it is legitimate or prevent a later dispute.
- Declined: PayPal, the card issuer, or merchant controls may reject the payment.
- Additional verification: A buyer may be asked to authenticate or provide more information.
- Review or later action: A merchant may review a payment, or a completed transaction may later be disputed, reversed, or investigated.
Why checkout can be faster
Checkout speed is about how quickly a shopper completes the purchase and receives an authorization decision. PayPal can reduce friction by recognizing returning customers, reusing saved information or tokenized payment credentials, presenting payment options, and reducing repeated password or data-entry steps. A passkey can let a customer authenticate using a device’s face or fingerprint feature. Risk models can also make decisions quickly enough to avoid sending every payment to lengthy manual review.
In a 2024 product announcement, PayPal said its redesigned checkout could reduce latency by as much as 50% and make checkout up to twice as fast. The company also reported that early Fastlane pilots delivered nearly 40% faster guest checkout compared with traditional guest checkout. Checkout speed is not settlement speed
Several stages are easy to conflate: checkout is the customer’s purchase flow; authorization is the approval or decline response; funds availability is when money appears in a merchant’s PayPal balance; settlement is the movement of money through payment and banking systems; and withdrawal is a transfer from PayPal to a bank account or debit card. The cited PayPal claims concern checkout latency and risk decisions. They do not establish that AI makes every settlement, refund, account hold, or withdrawal faster.
What merchants can control with Fraud Protection
PayPal Fraud Protection combines PayPal risk intelligence and machine learning with merchant-facing filters. Businesses can inspect payment, revenue, and chargeback information, test filter behavior against historical transactions, and adjust available filters. PayPal says its filter recommendations are tailored to business metrics; it does not let merchants create entirely new filters through this tool.

Review or change a filter
- Open Business Tools and launch Fraud Protection.
- Open Filters. Use the toggle in the Enable column to turn a filter on or off.
- Select Test to simulate how the filter would have affected historical transactions.
- Select Save to apply a change. PayPal says saved changes apply to live transactions within five minutes.
Use recommendations
- Open the Recommendations panel and select View.
- Choose the recommendations to apply, then select Apply.
- Review the simulated approvals and rejections, then save the changes you want.
PayPal says initial filter recommendations take at least 45 days after onboarding to appear. Historical simulations can help estimate the effect of a setting, but they cannot predict new fraud patterns or guarantee future outcomes. A legitimate payment declined by Fraud Protection cannot simply be manually approved afterward; a merchant may need to change or temporarily disable the relevant filter. What AI cannot make safe
Risk models can identify patterns, but they cannot know every customer’s intent or catch every new tactic. They can miss fraud and mistakenly block genuine purchases. A customer using a new device, traveling, buying a gift shipped to another address, or connecting through a privacy tool may look unusual even when the purchase is legitimate.

PayPal explicitly says Fraud Protection does not guarantee future transaction performance and does not make PayPal liable for chargebacks on approved transactions. “AI-powered” therefore means risk management, not automatic reimbursement or fraud-proof payments. PayPal says Seller Protection is limited to eligible transactions and claims, with different rules for PayPal Checkout and Enterprise Payments or Braintree merchants. PayPal and purchases started by AI agents
Agentic commerce is a related but separate development from the models screening ordinary PayPal payments. An AI assistant may help a shopper find a product and initiate a purchase; PayPal is positioning payment, fraud-management, and buyer- and seller-protection services for participating AI shopping experiences. For merchants, an AI-initiated order still needs clear customer consent, accurate product and pricing information, correct shipping details, reliable fulfillment, and a way to handle disputes. An agent can make mistakes about a product, quantity, or delivery instruction; its involvement does not itself establish that an order is safe or eligible for protection.
What to do if a payment is declined
As a buyer
- Check that your PayPal account, billing details, shipping address, and funding source are current.
- Complete any requested verification and try another funding source or payment method if appropriate.
- Contact the merchant or PayPal through official channels to ask whether the decline came from PayPal, the card issuer, or another control. Do not send card details by email or chat.
As a merchant
- Identify whether PayPal, the card issuer, your own rules, or a separate fraud service declined the payment.
- Review the relevant Fraud Protection filter and use historical testing before changing it.
- If you adjust or temporarily disable a filter to address false declines, restore appropriate protections and monitor approvals, disputes, and fraud losses.
Should a merchant rely on PayPal’s built-in tools?
PayPal’s tools may suit a business that already uses PayPal and wants managed checkout and integrated risk controls. PayPal describes Fraud Protection Lite as a more self-service option and Advanced as aimed at businesses with dedicated fraud teams and more complex risk needs. Some eligible merchants can activate tools through the Braintree control panel without a new integration. Compare options against your actual needs rather than treating “AI” as a standalone measure of safety. PayPal risk-management options
- Approval and false-decline performance: Measure fraud losses alongside legitimate sales rejected by controls.
- Dispute exposure: Check whether a product detects, helps manage, or actually covers a specific eligible loss.
- Control and explanation: Consider whether the available filters and decision information are sufficient for your operations.
- Integration and coverage: Check implementation effort, payment methods, currencies, and country availability.
- Privacy and concentration: Evaluate how identity and behavioral signals are used and the operational effect of depending on one provider.
- Total cost: Account for processing, protection add-ons, dispute handling, manual review, engineering, and lost sales.
Developer-led businesses seeking programmable checkout can compare Stripe Checkout and Stripe Radar. Larger international merchants can assess Adyen’s online payments and its pricing model. Fit depends on the merchant’s markets, payment mix, technical capacity, and risk operations; a larger network or more customizable integration is not automatically the better choice.
