Oil supply and demand set the broad direction of fuel prices, but they do not determine your station’s price by themselves. When expected oil consumption grows faster than available production, crude prices usually rise; when supply grows faster than demand, crude prices generally ease. Inventories absorb short-term gaps, while refinery capacity, fuel distribution, taxes and local regulations determine how much of that crude-price move reaches a gasoline or diesel pump.
The basic chain from oil markets to the pump
Fuel prices move through a chain rather than a single switch:
As an Amazon Associate I earn from qualifying purchases.
- Global expectations about crude-oil supply and demand influence benchmark crude prices.
- Refineries buy crude and turn it into gasoline, diesel and other products.
- Refined-product markets set gasoline and diesel prices relative to crude, creating refining margins or “crack spreads.”
- Products move through pipelines, ships, terminals and trucks to retail stations.
- Taxes, local fuel specifications, distribution costs and station-level competition determine the final posted price.
This is why a change in crude prices can point in the same general direction as pump prices without producing an equal, immediate or nationwide change.

When demand grows faster than production
If motorists, freight companies, airlines, manufacturers and power producers are expected to consume more oil than producers can supply, buyers compete for available barrels. That competition generally pushes crude benchmarks higher. The increase can be gradual when producers have spare capacity and inventories are comfortable, or abrupt when the market has little buffer.

When supply grows faster than demand
When production rises faster than consumption, surplus barrels tend to pressure crude prices lower. Producers may reduce output, consumers may use more fuel at lower prices, and inventories may build. The eventual price response depends on how persistent the surplus appears and how quickly producers and consumers adjust.
Why expectations matter
Crude is traded globally, so prices reflect expected future balances as well as today’s physical shipments. A forecast of stronger economic growth, a possible supply interruption or a policy change can move futures prices before the event changes actual production or consumption. Conversely, signs of an approaching slowdown can weaken prices even while current demand remains high.
Producer coordination and independent output
The Organization of the Petroleum Exporting Countries can influence market expectations through production targets. Non-OPEC producers generally make output decisions independently. The U.S. Energy Information Administration reported that non-OPEC countries supplied 65% of global crude-oil production in 2024, so decisions outside OPEC are a major part of the balance.

Inventories and spare capacity absorb shocks
Inventories are the market’s physical shock absorber. If a pipeline outage, storm or sudden demand surge temporarily reduces available supply, refiners and distributors can draw down stored crude or products. If production exceeds consumption, inventories can rise instead. Inventory trends therefore provide information about whether a price move reflects a temporary disruption or a developing surplus or shortage.

Spare production capacity provides another buffer. A market with idle, quickly available capacity can replace lost barrels. When spare capacity is limited, the same disruption produces a larger price response because buyers have fewer alternatives. Low inventories combined with low spare capacity make both crude and refined-product prices more sensitive to news.
What is actually in a gallon of gasoline?
For U.S. gasoline, EIA separates the retail price into four broad components. The percentages change over time, so no single share should be treated as permanent.
| Component | What it covers | How it changes |
|---|---|---|
| Crude oil | The cost of crude acquired by refiners | Moves with global crude benchmarks, currency effects and refiners’ acquisition costs |
| Refining | The value added when crude is processed into gasoline | Rises when gasoline supply is tight or refinery capacity is constrained; falls when product supply is ample |
| Distribution and marketing | Pipeline, terminal, trucking, storage, station operations and retail margins | Varies by distance, congestion, competition, inventories and local conditions |
| Taxes | Federal, state and sometimes local fuel taxes | Usually set by law and often changes less frequently than commodity prices |
EIA’s methodology uses refiners’ average acquisition cost for the crude component. It estimates the refining component as the difference between the spot gasoline price and that crude cost; distribution and marketing is the residual between the retail price and the other components. Historical shares vary: EIA’s monthly data put crude oil at 50.0% of the gasoline price in May 2025 and 51.9% in May 2026.

A long-running EIA rule of thumb says a $1-per-barrel change in crude oil corresponds to approximately 2.4 cents per gallon of gasoline. The arithmetic reflects a 42-gallon barrel: one dollar divided by 42 gallons is about 2.4 cents.

This is an estimate of the crude portion, not a guaranteed retail pass-through. A station may not change its price the same day crude moves, and the change may be larger or smaller because refining margins, taxes, distribution costs, exchange rates, inventories and local competition are also changing. The rule is most useful for judging the approximate scale of crude’s direct contribution, not for predicting a particular week’s pump price.
Why refinery margins can overpower the crude signal
Crude and products are separate markets
Refiners buy crude but sell products. The difference between a refined-product price and its crude input is commonly called a crack spread or refining margin. It is a market indicator of refinery economics, not the net profit of an individual station or refinery.
Product shortages widen crack spreads
Gasoline or diesel prices can rise even when crude is stable if finished-product supply tightens. Typical causes include an unplanned refinery outage, maintenance that removes capacity, a pipeline or port disruption, unusually strong seasonal demand, or a shortage of a particular blend. Refiners then bid more aggressively for crude and products, widening the spread between fuel and crude prices.

Gasoline demand is strongly seasonal in the United States, with driving patterns and summer fuel specifications affecting the market. Diesel demand is tied more closely to freight, farming, construction and industrial activity. EIA has noted that tight global distillate supply can raise diesel import costs and refinery margins at the same time. A crude-only explanation can therefore miss a diesel-specific shortage.

How local conditions create different pump prices
Regional supply and demand
Two cities can face different prices even when they use the same national crude benchmark. A refinery outage near one market, a congested pipeline or a depleted regional inventory can raise local wholesale prices. A market with several competing supply routes may see a smaller increase.
Fuel specifications
States and regions can require different gasoline formulations to address air-quality goals or seasonal conditions. A specialized blend cannot always be replaced immediately with standard gasoline from another market, so a disruption can have a larger local effect.
Imports, domestic transfers and logistics
Access to waterborne imports, pipelines and domestic transfers affects how quickly a region can replace missing product. Transportation costs increase with distance and congestion. Terminals and storage facilities also influence the timing of wholesale-to-retail pass-through.
Taxes and retail competition
Federal and state taxes remain in the posted price regardless of the crude market. Retail margins differ with land costs, station competition, traffic patterns and operating expenses. A tax change can move local prices even when crude and wholesale fuel prices are unchanged.

Reading a price move: a practical diagnosis
When fuel prices rise or fall, examine several indicators instead of assuming crude is responsible for everything.
| Question | What an answer suggests |
|---|---|
| Did a major crude benchmark move in the same direction? | A crude-driven component is likely, though the size of the retail move still depends on other costs. |
| Are gasoline or diesel crack spreads widening? | Refined-product tightness or refinery economics may be adding to the move. |
| Are inventories falling unusually fast? | Available supply may be tightening, increasing sensitivity to disruptions. |
| Are refineries, pipelines, ports or terminals offline? | A regional or product-specific bottleneck may matter more than global crude. |
| Did a tax or fuel-specification rule change? | The local retail price may move independently of commodity markets. |
| Are neighboring regions showing the same pattern? | A broad market shift is more likely than an isolated distribution problem. |
Dated market context: 2026 evidence
Market observations and forecasts have an expiration date. EIA’s September 4, 2026 analysis attributed higher pump prices through early September to higher crude prices and elevated refining spreads, while noting regional variation.
In its October 5, 2026 review, EIA reported that Brent futures rose from $72 per barrel on July 1, 2026, crossed $100 on July 23, and traded between $79 and $98 through September 8. EIA associated third-quarter conditions with persistent conflict in the Middle East and tight product supply. The quarterly average gasoline crack spread was more than twice its year-earlier level. Those figures describe the third quarter of 2026; they are not a permanent relationship or a guarantee about later prices.
EIA’s 2026–27 outlook expected global supply growth to exceed demand growth on an annual-average basis, which would normally ease crude prices. It also warned that reduced refinery capacity could offset part of any gasoline relief, particularly on the West Coast. That is a forecast made at the time, not a current fact beyond its publication assumptions.
Common mistakes when explaining fuel prices
- “Crude oil determines gasoline prices.” Crude is often the largest variable component, but refining, distribution, marketing and taxes are separate parts of the price.
- “A $1 crude move always changes gasoline by 2.4 cents.” The EIA figure is an approximate conversion for the crude portion, not an exact or instantaneous pass-through.
- “More production immediately lowers pump prices.” New supply may first rebuild inventories, face refinery constraints or fail to reach a region with a bottleneck.
- “A crack spread is a station’s profit.” It is a market proxy for the spread between refined products and crude, not an accounting measure of retail net income.
- “A national average explains every driver’s bill.” Taxes, formulations, logistics and local competition produce meaningful regional differences.
What consumers can reasonably expect
Consumers should treat crude prices as an indicator of the broad direction of fuel costs, then look for confirmation in refinery margins, product inventories and local conditions. A falling crude benchmark can take time to reach stations if retailers are selling fuel purchased earlier at a higher wholesale cost. Likewise, a sudden product shortage can lift pump prices before crude has moved much.
For household budgeting, use a range rather than a single-point prediction. Track the fuel grade and region you actually buy, note local tax changes, and distinguish a temporary outage from a sustained change in global supply or demand. The most reliable explanation of a price move accounts for the entire chain from crude balance to refinery availability to the costs of delivering a gallon to your station.
