How NIH Funding Uncertainty Is Disrupting Early-Career Scientists’ Work and Finances

NIH reported fewer early-stage-investigator R01-equivalent awardees in FY 2025 than FY 2024, while legal challenges and survey-reported disruptions added uncertainty for early-career researchers.

Early-career biomedical researchers have faced a mix of fewer NIH early-stage-investigator awards, uncertainty over grant funding rules, and disruptions that researchers say have affected lab jobs and planned work. The picture is not a single across-the-board grant cut: official award data, policy announcements, court challenges and survey responses describe different parts of the problem.

What NIH’s award data show

In its February 2026 account, the National Institutes of Health reported that 1,423 early-stage investigators received Type 1 R01-equivalent awards in fiscal year 2024, compared with 1,144 in fiscal year 2025. That is 279 fewer awardees, a decline of about 20% year over year. NIH notes that grants are awarded to institutions, not directly to individual researchers, so the figures count awards associated with early-stage investigators rather than personal grants paid to them.

NIH said the FY 2025 decrease may partly reflect a requirement introduced in June 2025: half of remaining competing research project grant funds were to go toward full-year competing awards. That is the agency’s explanation for a possible contributor, not proof that this requirement alone caused the decline. Award counts also do not establish how many applicants were affected or how funding changed at any particular institution.

What the 15% indirect-cost announcement meant—and what happened next

On February 7, 2025, NIH announced a standard 15% indirect-cost rate across its grants, replacing separately negotiated rates. Indirect costs support institutional infrastructure used to conduct research; they are distinct from direct grant costs for research activities and expenses. The announcement therefore concerned the share of grant funding available for institutional costs, not a simple across-the-board 15% cut to each lab’s direct research budget.

In the notice, NIH said it spent more than $35 billion in FY 2023 on nearly 50,000 competitive grants involving more than 300,000 researchers at more than 2,500 institutions. NIH described about $26 billion as direct costs and $9 billion as indirect costs, and said average indirect-cost rates had averaged between 27% and 28% over time. Those are agency figures for FY 2023 and its historical rate description, not a measure of money later removed from labs.

The policy’s announcement did not mean it was implemented uniformly. The Associated Press reported that legal challenges delayed the change, and STAT reported in March 2026 that the overhead-reduction plan had been blocked in court. That is the status described in those reports; it should not be read as confirmation of any later court or NIH action.

What researchers reported about lab work and jobs

In a STAT survey of nearly 1,000 NIH-supported researchers, more than a quarter of respondents said they had laid off lab members, and more than two in five said they had canceled planned research. Among respondents whose grants had been cut or delayed, 35% said their government funding had been fully restored by the end of 2025. These are reports from survey respondents, not an independently verified tally of every NIH-funded lab, and the survey does not establish that one policy caused each disruption.

The same survey found that 81% of junior tenure-track respondents were somewhat or very concerned that disruptions to research productivity could threaten their tenure chances. That is a measure of concern among this respondent group, not evidence that 81% will lose tenure or that the same share of all early-career scientists faces that outcome.

How uncertainty can reach trainees and early-career researchers

Early-career researchers often depend on a lab’s ability to keep hiring, purchasing supplies, admitting trainees and sustaining experiments over time. When a grant is delayed or a department cannot predict its available budget, those decisions can become harder to make, even if a lab’s immediate funding has not been formally terminated. The effects may be especially consequential for researchers building a publication record, assembling a team or competing for a first independent award.

In 2025, the Associated Press reported that some graduate programs had cut admissions in half or paused admissions, citing Emilya Ventriglia, president of UAW 2750, which represents early-career researchers at NIH facilities. The report also described concerns about hiring, restrictions on lab purchasing and continuity of experiments. Those examples show possible institutional effects; they are not national prevalence estimates. Ventriglia’s warning that a hiring freeze could mean no new Ph.D. students the following year was a forecast made at the time, not a verified account of what later occurred.

What NIH said it was trying to change

NIH’s account of its 2025 priorities described an effort to reduce administrative burden and a unified funding strategy intended to prioritize meritorious science, urgent health challenges and a sustainable biomedical workforce. The agency also said it wanted researchers to spend less time on administrative work. Those statements explain NIH’s stated goals; they do not establish that layoffs, canceled work or funding delays reported by researchers have been resolved.

NIH’s policy index also lists a May 2025 short-term extension of early-stage-investigator eligibility and a temporary exception to eligibility for mentored career-development awards when awards ended early. These measures are part of the policy chronology, but the listing does not quantify how many researchers benefited or whether the changes offset other disruptions.

What early-career researchers can do with funding uncertainty

Researchers cannot control NIH award decisions or court rulings, but they can reduce the chance of making personal and professional plans around funding that is not yet secure. Useful questions to ask a principal investigator, department administrator or sponsored-research office include:

  • Which funds are currently available for my salary, appointment and benefits, and through what date?
  • Is my lab’s funding delayed, reduced, under appeal, or still pending a decision? What is confirmed in writing?
  • Are planned hiring, purchasing, experiments or trainee admissions changing, and when will those decisions be reviewed?
  • If my project or appointment changes, what are the institution’s options for reassignment, bridge support or a revised timeline?

For personal budgeting, treat an announced grant, pending application or expected renewal as uncertain until the institution confirms how it affects your appointment and pay. Keep copies of appointment letters and written funding updates, and contact the relevant institutional office promptly if your salary, benefits or project responsibilities change. This does not guarantee bridge funding, but it helps distinguish a confirmed change from a possibility and gives you a clearer basis for planning.
